Intelligences. 045c8: Nos. 25 and :2 Fourteenth Street. TUENDAY MORNING, AUGUST 9. BALTIMORE proposes to shorten Its dietance to the ocean a by building 8 ebip canal across 11 the peninsula.

A company has been organized for this purpose, and there ba no doubt that the canal, which will shorten the distance to the sea by 925 miles, will soon be completed. Baltimore bide fair to be the foremost rival of New York for the European trado. THE Saloon-keepers' Association of Bloomington have taken action that deserves an 1 acknowiedgement, because it is to the effect that they will no longer sell liquora to minors, nor to babitual drankarde, nor to men who are in the habit of beating their wives. They have issued a circular inviting relatives to furnish them with photographs of such persons as belong to those classes, and with them as guides will endeavor to carry out the new and commendable plan. Tux postotlice savings bank experiment in Canada is regarded as a groat success by the Postmaster General of the Dominion.

Certainly it holds its popularity. During the year ending 30th June last, there was deposited $4,175,042, nearly double the amount of any former year, while the withdrawals amounted to 072,289, which latter cum is bat little above the average withdrawal every year. At the close of the year there were 39,605 accounts open, representing $6,208,225 77, or an average of $156 75 per account. It ia intereating to notice that this average is higher than it has ever been before, 'The nearest approach to it was $147 04 in 2872. The interest paid out to depositors in the was $181,904 81, The total sum received by the bank since its establishment in 1868 is $27,007,124, the total amount withdrawn, $19,852,043, and the sum invested at depositors' requeat in Dominion stock, $2,431,900, National Tux Orthograpbical tion, which has just closed a session at Atlanta, reports that the work of reforming our preeent method of spelling has been steady but quiet during the year past.

The reform is now pushed ou two lines; the gradual amending of the ent epelling by dropping silent letters and other simple improvement, and the adop: tion at once of pure fouetic epelling. The Philological Society of London has lately made a report on the subject, entitled: Corrections of English Spelling, recommended by the English Philological Society for Immediate Adoption." Most of the amendments proposed are thedropping of silent lettere. Silent iu a heavy offender; no less than twenty counts appear in the indictment brought againet it. It is advised to change re to er in euch words as theatre. The unhistorical i of parliament is to be dropped.

The old Euglish and old French are to be restor. ed where belong. We ball after "wunder," instead of wondering. The original i is to be restored in "wimen." Tue modern ou la to be reduced to in a Jong list of such words as "enough." Words ending in double 9. and are to drop the final letter.

The many words derived from old Freuch and Auglo: Saxon, which have been spelled lucorrect: ly with double consouanta to make them look like Latin, are to be restored to their primary simplicity. The silent is to be eliminated, we in "doubt" aud "debt." These words, spelled as above, are declar. ed annistorie, which means that it pretends, by its form, to come from a Ian. guage with wuich it really has nothing to do. PENDINION COUNIY.

Fine tattle and Good Teachers Institute. FRANKLIN, August 4, 1881. Correspondence of the Intelligencer: During the present week I am ing away up 3,000 feet above the sea, or almost 2,400 feet above the city of Wheeling, and still Vennor's hot weather prevaila during the day, though the nights are very cool and pleasant, The little village of Franklin, according to the last census, contains about three hundred inhabitante, and is very nicely situated on the South Branch, thirty miles directly south of Peteraburg. It is a most delightful drive place to burg, as the road is almost as smooth na A floor. The same can be said of the pike from the railroad all the way to this place, the grade being 80 little that one cat scarcely tell whether be is traveling up or down grade.

In many respects this de a grand uy. The Patterson creek and Luna creek valleys are very rich, and the give farms are covered with large herds of cattle just ready for market. One farmer with whom I conversed (Wm. Babb) told mne he had just sold forty two head of fat cattle at 4 centa. These cattle would age at 1,200 pounds each.

This is A least aversmall number compared with many others along the same valley. There are not so reach many what is called the Petersburg until we cattle above per Tract. Here we again begin to see large herds on nearly every farm. There are few sheep, comparatively speaking, and I wonder at it, though one farmer told me that of they the have dogs, no and protection hence from afraid the ravages Are to riek investing their mobey in sheep. I cannot see why in this would be the case as the dog law The is fruit effect at is least'it Grant county.

crop good everywhere have been. Especially is there an abundance of apples. Huckleberries are the prevailing luxury. The mountains are fairly covered with this berry and they Are now ripe. I find the people everywhere I have been are very anxione for a railroad, although nearly all fear that many years will Franklin pass before the happy time comes, is forty miles from Harrison ville.

Rockingham the nearest point to the railroad. If what is called the Davis land Railroad in built it will paes through Highcounty about twenty miles from this place. The surveying force on that road a few days ago discovered that Panther's Knob la not the highest point in Weet Virginia, as we have all been ing and even teaching the pupils in our schcols. They lound another point in Mt. Bayard in honor of Senator Bayard, of Randolph county, which they christened Delaware, who was with the party.

The people of of Grant county are railroad sanguine to the through proposed building of a very and west, paseing through what is known pars their country east 88 Maysid Gap, hear the lormer seat of the county. Grant county, is fall of live, connection with energetic the outer people, and railroad of the foremost world will make it one counties of our State.

Pendleton county is rather an anomaly politically. The eastern portion of the county is almost upanimously Democratic, while the western art is just the opposite, one district being about two thirda Republican. hear but little said on paliAll Saem noxious to, bury the hatchet on that score, and under the wise administration of our noble and almost martyred President go forward on the road to greater prosperity The Teacher Institute being held here is proving a success in every, way. The teachers are alive to the work, and they have in their ranke quite a number of the very best young wen and women of the county. The meetings are being held in the Court House and it in packed each evening, and during the day quite a respectable number of citizens of the town are present all the time.

The schools of the couaty have been for 8 number of years under the supervision of Johnson, who as an educator, has no superior any where, and much of the spirit manifested is due to his untiring efforts. J. Ed Penny backer, ex member of the House of Delegates, lives bere, 88 does also Sir. Blakmore, who figured as one the prosecutors in the Bennett and dett impeachment trial. Mr.

Pennybackdelivered a very fine addrees before the er institute on Tuesday night. Mr. Cunningham, of the Senate, lives here, and 1 And him the some genial gentleman at home thee he always showed himself to be while in the Capitol City, Lam stopping at the Franklin House, kept by J. H. Johnson, and I can bay to all coming this way, al you stop here you will be well cared for.

I know bow it is myself. Mr. Johnson is one of the immortal five buudred who were placed on Morris Ieland near the close of war in retaliation for the placing the Union prisoners under fire in the city of Oberleston. He is a gentleman and treats Yankee just Na well as be does any one else. My stay bere baa been very please aut.

I go from here to Hardy county, and if I tind woything that might be 01 interest to your readers I may drop a line from there. Moundsville Editors Intelligencer. For a number of years the Moundsville Campmeetinga have not been satisfactory in their resulte. Great expenditures ol money, and time, and talent have been attended with very small success. More real solid, lasting work is often accomplished by our minister and his members in a week's or two weeks' meeting at home than at Moundeville with thirty or forty ministers of the West Virginia Obnference led on by Catara" of the first magnitude from A distance.

What is the cause of these failures? There are many causes, some of which we will mention. no Firat-Too much reliance is placed in human power, and not enough in the Divine. "It is not by might nor power, but by my spirit, saith the Lord." Every year there is great solicitade manifested about securing the presence of some sky scraping preacher who will "draw," and unless this eaid ek y-scraper can be secured there are those wuo think that the meeting can not be carried on with any degree of succese, pot even a "partial 88 some one in yesterday's INTELLIGENCER predicta for the coming meeting, though there may be on the ground earnest Christian minietera with ability (when judged by an impartial and competent court) that compares favorably with that of the average "star," which we have seen in this part of firmament. Bat these ministers have the disudvantage of being home ministers. There are eome people who think any thing or anybody from abroad better that what we have home.

Often on the Moundeville Camp ground just before the hour of preaching, I've seen people inquiring anxiously ol every paper boy, "Who la going to preach this morning? (or afternoon or evening se the case might be). Well, Bro. A or mendoning the name of some faithful am bassador of the Cross whore only crime WAM that he preached in Weat Virginia instead of Ohio, Penneylvania or New York. Then you would hear something like the following uttered in dieguated tone of voice: pshaw! Why do they allow such old bores to preach? Why don't they nut up Dr. I think it la 1 shame to aillict the people with such dry stock?" people going into such work an laboring for a revival of religion, with feeling of disgust for the man of God who staude up to dispense the Word of Life, in an attitude that God cannot 118e them, and they ought not to feel disap pointed if no good comes of the service Another cause of failure grows out of the fact that many persona KO down to the camp ground who go for almost any other purpose than the good of the meetings And they are sorry when the meeting begias and glad when it is over, and attend very few services during meeting.

What can be expected of a meeting when many persona look upon it drawback to their enjoyment? And these pereatie claim to be good Methodista all same. In olden times people went at the time appointed for a meeting, in the spirit of prayer and earnest expectation for the out pitched pouring their of canvas the Holy tente, or Ghost. converted They their wagons into, tente, and were ready for the meeting and nothing but the ing. And such meetings as they had-8 good old-fashioned exhorter. would do more in those meetings than a dean of your "stare" with all their eloquence and classic lore.

All over the encampment (when vices were pot going on at the stand) the voice of prayer and strong supplication could be heard. Pa'ente brought their children to these meetings to be converted, not to read novels, court and play croquet during time of worship. It is not ing we want so much ae consecration upon our part. Let 08 get down before God in deepest contrition and carnest pleading; let us hunger and thirst after righteousneee and agonize for the salvation of souls and we need not have any fears or iety about the preaching. God will bless 18, God will serve 118.

A8 to the closing of the gates on Sunday I for my part think the committee did a religious act, and I honor them for it, and if this year it ebull be proven necessary to open the gates on the Sabbath that sutle. lent means for conducting the meeting the IDAy be secured thereby by encouraging runding of steamboata and trains on the sacred Sabbath, let us close up the in stitution. my simplicity I am foolish enough to believe that the cause of Jesus Christ can do without an institution whose existence depends upon money ed by bresking the Sabbath. Some persone seem to regard the meeting A8 financial enterprise, and if it faile bere, it is a failure all round. If it is financial economy which we are aiming at we can adopt methods to draw A crowd on the Lord's day more alluring than even that of A "star." Must a the meeting be pronounced a failure because there is not an upmansgeeble multitude on the grounds on Sabbath? I will not prolong this already too that lengthy after article, but will close by saying years of observation as to- the good would resulting from cimpmeeting, it not be hard to persuade me that cause are a positive dainago to campmeetings the of God ENOCH, serious objection to its use is brought out THe electric light is over truthful.

Is it to be a failure? For the sake of the good name of the capital of the State we trust that the reunion will be 8 grand success. The one at Parkersburg last year WAS a happy event point of view, long to be remembered by all whose good luck it was to participate. Go to work, boys, and don't have it said that you won't or can't do anything.

Other towns in this State and Ohio were eager to have the reunion, but Wheeling got the preference. G. B. O. Prof.
