In addition to his affiliation with Pennsylvania Hospital, Dr.

Zachary the staff at Albert Einstein Medical Center, Northern Division. He also taught at the University of Pennsylvania Medical School. A captain in the U.S. Air Force from 1967 until 1969, he was a member of two fraternal organizations, Kappa Alpha Psi and The Men. Dr.

Zachary is survived by his wife, Myrna Allie Zachary; two children, Carol Lynne and Thomas V. 4th, and his parents, Mr. and Mrs. Thomas V. Zachary Jr.

Zachary 3d, 45, a prominent obstetrician-gynecologist and a senior staff member at Pennsylvania Hospital, died of a heart attack Friday while at work at the hospital. He lived in Wynnewood. Dr. Zachary was a native Philadelphian who graduated from Simon Gratz High School and Lincoln University and 1 received his M.D. from Howard University Medical School.

He served an internship at the Grad- H. Hoffman, Atlantic City sportswriter Harry Hoffman, 54, a sportswriter for the Press of Atlantic City, died in a Chicago hotel room yesterday, according to the newspaper. Hoffman was a sportswriter for the Press for 29 years. He was in Chicago to cover a baseball game between the Phillies and the Chicago Cubs. There was no immediate indication of the cause of death, the newspaper said.

Hoffman, who lived in McKee City, N.J., joined the newspaper in 1951 and wrote a sports column. The Atlantic City Lions Club named of the Year" last October. Hoffman was the newspaper's bestknown byline and "an institution in the area," according to Charles C. Reynolds, the newspaper's editor and publisher. He is survived by his wife, Barbara, and three children.

A son, Gary Reston Hoffman, 28, was killed while bicycling in August 1979. Funeral arrangements were incomplete last night. Elizabeth S. Conway Elizabeth Sladen Conway, 59, a bookkeeper and cashier at the Philadelphia College of Pharmacy and Science, died Friday in the MisericorHospital Division of Mercy Catholic Medical Center. She lived in the 4800 block of Baltimore Avenue in Southwest Philadelphia.

Born in Philadelphia, Mrs. Conway graduated from the Philadelphia High School for Girls and attended the University of Pennsylvania. She worked as a bookkeeper for the General Lighting Co. in South Philadelphia for about 15 years, then went to work at the Philadelphia College of Pharmacy and Science, at 43d Street and Kingsessing Avenue, in 1970. She belonged to the vestry at the Episcopal Church of the Saviour, 38th and Ludlow Streets.

She also belonged to the women's auxiliary of the American Legion's Howard C. McCall Post and the National Society of Published Poets. Several of her recent poems were published in the College of Pharmacy and Science's magazine. Mrs. Conway's husband, Earl, died last March.

She is survived 1 by two sons from a previous marriage, Richard Stechert and Air Force Lt. Stephen Stechert; a stepdaughter, Diane Conway Hutchison, a sister and five grandchildren. Memorial services are scheduled for 7.p.m. Monday in the Church of the Saviour, 38th and Ludlow Streets. Interment will be private.

James J. Devine Saturday in his home in Vineland, AN.J. Born in Darby, Mr. Devine attended local schools. He joined the Army in 1960 and received advanced electronics training there.

Mr. Devine served extensive tours at missile ranges in New Mexico and in the South Pacific. He left the Army in 1979 with a service disability and moved three years later to Vineland, where he was active in the Vineland chapter of the Disabled American Veterans. Surviving are his mother, the former Catherine Kathleen Carroll; two brothers, four nieces and three nephews. A mass of Christian Burial will be offered Wednesday in St.

Mary's Roman Catholic Church, Malaga, N.J. Interment will be private. 32 bodies pulled from canal Associated Press James J. Devine, 41, a disabled Army engineer, died unexpectedly ISLAMABAD, Pakistan Authorities said yesterday that they had recovered 32 bodies from a passenger bus that overturned in a large irrigation canal with 85 passengers Saturday. The youth recovered the cross from the surf and returned it to hierarchs of United Press International the Greek Orthodox Archdiocese of North and South America in a celebration significant to seafaring Greeks. The annual "Blessing of the Waters" has been held at the resort since 1947 and attracts thousands.

New nursing-home rules to cost more, study says Associated Press WASHINGTON An analysis financed by the nursing-home industry contends that the government underestimated by more than $500 million the cost of implementing proposed regulations nursing homes receiving Medicare and Medicaid payments for patient care. The regulations are intended to improve the care given the 2.2 million patients who live in these institutions, whether they receive government assistance or not. Many of the proposals are designed to safeguard the patients' psychological welfare as well as their physical wellbeing. When he announced the government's proposals on July 9, Nathan J. Stark, undersecretary of the Department of Health and Human Services, estimated that they would cost about $71 million per year, or 15 cents per patient day.

But the industry's study, prepared by Applied, Management Sciences and released last week, projects an annual minimum additional cost of $534.8 million or $1.35 per patient day. Costs the first year would be $52 million $586 million because of need to train personnel, more; the study said. Federal and state governments would pay 70 percent expense. But nursing home patients who do not get government assistance would have to bear part of the remaining 30 percent of the cost, the study added. The nursing homes are expected to pass along to patients that unreimbursed cost.

The study was prepared for the National Council of Health Centers and the American Health Care Association, two organizations involved with the nursing-home industry. Both organizations argue that the cost of the changes may outweigh benefits. They say the proposed regulations ignore a serious shortage of nursing personnel, enforcement problems that could arise and financing difficulties aggravated by what they describe as an inadequate federal-state reimbursement system. Stark estimated that 18,000 skilled nursing homes and intermediate- care facilities would be affected by the regulations. More than 1.3 million older citizens receiving Medicare or Medicaid live in homes covered by the proposals.

The Department of Health and Human Services is expected to reply to the criticism after the period for public comment on the proposals ends Oct. 15. The regulations would expand patient rights to allow free association with visitors and other patients and such former "privileges" as sharing a room with a spouse. Other rights include personal privacy, access to one's own medical records, access to an ombudsman and other advocacy services, the power to form a patients' council to advise nursing home operators, freedom to retain personal property such as books, protection against unnecessary chemical or physical restraints, the right to an itemized statment of expenses listing those not covered by government payments and the right to purchase items outside the institution.
