gtyiril of Charlestowa, Jefferson Ceantj, West tPKaill M0KIIX8. DECEMBER 1.1S80. UPLAND AND HES TROUBLES. Irish Land System. Editor Spirit of will very inform me, and, I have do doubt, aaaoy of yoar readers, if you explain what the oauses are of the present agitation in Ireland.

Poor Ireland She eeoms always to have some trouble er another. Somotimes it is it ia someking else. What is the matter? England ia net only a great eountry, bat weald be surprised if yea did not admit (wbieh is the came ef her being surprised so often) that ahe is the wisest coantry io the world. Well, then, why this oentisnal distress, disaffection and agitation in a country that ia by her side and under her control 7 I cob fen I am a sympathiser with Ireland en general principles. Iler orators were the glory of my boyhood, and however ethers may affect Tennyson, and, to me, the iaeomprebensihie Browning, eive me still Lilla Rooke and the melodies ofTom Moore.

I am ashamed to say, howevor, that I am ignorant ef the history of a land whose sons have been to me a aouree ef so maoh interest and enjoyment; hence, the interest I take in the views that now fill the daily papers, and the question with whioh I take the liberty of treubling you. Fours, fte Heading this letter to a friend, who is well informed on the snbjeat of it, we give his comments in his ewn words What the causes are of the present agitation in Ireland ceu'd be very briefly explained. But any brief explanation wenld be unsatisfsotory, and only suggest further questions and the neocssity of further an ers. There is no royal road to learning chert cut. To properly understand the Irish sittftfcion, it is neecssary that the his.

tory ef the ooaneotion with England, and very especially the national of its ojsn people, should be studied. Had England mastered thia latter branch of infermation, and been governed by ft in its legislatidn, it would have saved her maoh of the trouble she has had, and izuoh that she may yet have, with the sister Tale. Races havo in latter years become rather nixed, and popularly speaking, rather than referring more to their habits and manners than to tho blood that.flows in thoir voiqs, tho English are Saxons, while the Irish are in everything oaltio English governments never seem to have regarded this fact. In former times Charlrs James Jox saw it, end had he lived; and remained in power, muoh of the admirable work or Mr. Gladstone would possibly Lave been Red Bjnch good donetVork, too, that would have been the more efffotivo, from its being done voluntarily and in good time.

Mr. Bright eees it to-day. But the faet remains ss ws have stated. Accordingly, England, responsive to English ecessity sifd feeling, exsots laws for the government Empire, forgetting that Cork is not Lancashire, and that a coat whioh might fit a Caoknsy very well, would likely be an ineonvenicnt and clumsy affair on the back of a Dublinite. Let us farther illustrate this matter: Suppose two er three smokers, smoking, enter a room where there are persons tc vrhem pmoking is offensive.

unreasonable, bow rude this would be Well, under the oiroumstaaees, what is to be done because, let as bear in mind, that both parties have their rights. Wie the oourse is obvious. Divide the, room by a partition, so that though in the same house, or traveling on the same train, personal taste may be gratified, aad offence given to no one. Prior to the year 1800, Ireland had a parliament of her own, just as the States of the Union have their In that year Mr. Pitt, by means of a system ef bribery corruption thafc the world has condemned, deprived her of this, her local legislature, and of cwjrse of every vestige of independence.

Thenceforward all Jaws, of faewever a local character, were enaeted by the British Parliament, the great majority of the members cf which ro-. ligiaas and political prejudices entirely out of the about the land for which they were legialating than they did From that melancholy hour in her history cry of Ireland has been for the restoration ef lier Parliament. A demand that is perfoctly constitutional and legal, and with which, naturally enough, now, es in the past, the great majority of tho American people sympathize. At time rolled oa many measures were passed looking to the end the pacification, as the phrases went, of Ireland. A Catholic ie obliged no longer to worship in ft cave, to sell bis bone, however valuable, for five pounds.

The professions ere open to him, end be ean sit in the House of Cannons. Unfortunately these Eaeatarcs, and every one of them, were extraoted from the fears, and not a sense of English justice. They were, thereforo, follewed by bo national gratitude, or any of the pood feelings that otherwise might have blossomed into suoh magnificent results Of the neasurea that we have beea referring to, the' Aet of Catholie Emancipation, passed in 1829, was actually wrung from England by O'Coanell. "I have seen civil war in Portugal," said the Duke of Wellington, "and I want tee nothing of the eort nearer beme" Truth to say, the disestablishment of the Eaglish Church in Ireland was a great act ef justice, voluntarily done by Mr. Gladstone to the people of Irelaad.

But even bore, so great were the enormities wbiah this aot abolished, that the feeling on its passage was one, net so ouch of gratification, as of aarpriae, that it had not beea done before, or that the atrocious wrong which it corrected wae ever permitted to exist. We laugh when we hear the story of Dean Swift through tbe morning servicc, ia the presence of a congregation, consisting clerk. It was, however, no laughing matter Is the poor Catholics, who, ia addition to supporting their own ehurch and clergy.had to support the Dean and hia olerk alio. It to believe that it is only withio few years that this system has been abolished. Aod now to oome to the qaeition of correspondent, to the cause ef the present agitation in Ireland.

The purpose of Mr. Parnell and the Land League is to compel an amendment of the land law of landlord and tenant. As it those as unjust and opprossive aa if the purpose was to starve the people and keep them aerfa. They offer a premium to indolence, and make industry the stepping stone to the most "exorbitant imposts and imposition. The laadlord class, with Engliih-roade law on their side, resent and resist any eliaoge.

They are satisfied'with things aa they are indeed would like to see tbcm "a little more" so, and hence the troub'e. The cerreotnoss of tbo foregoing remark will be appreciated, when we say that leases in Ireland are enly for one', and that if the tesant improves his land, bis rent will bo inoreased to its inereasod value the next year. It is to no purpose that the poor tenant exclaims "Why, sir, the increased vulue that you speak of irdue to the laber of my hands." He must pay the inoreased rant be evicted. That is, driven out by the authorities, to starve on the tide, in view of the little'letting'tlist his industry has made habitable, but the increased rent of which he is no longor able to pay. The land troubles of Ireland, to which we have been adverting, and whioh are the oause of the present uprising of the people, not by any means of fecent date only.

They began with the first occupation of Ireland by the English. Hero ia what Prof. Blackis, of Edinburg University, says on the subject: "Among the many acts of baseness branding the English character in their blundering pretense of governing Ireland giving it to the greedy and grasping oligarohy, who sucked its blood out in the name of rent, Mr. Froude, the historian, is eertainly no enthusiast about Ireland, yet, mark, speaking of tbo feudal possession of land in that oountry we Ltd been more faithful in our stewardship, Ireland would have been aa wealthy as the sister island, The fact is, the feudal tenure systijn has bean tried by every Strang government, and has everywhere been a failure. The King of Prussia seut it about its business in 1811, transferring the land from the old owners ta the tenants, indemnifying the farmer, and making the latter pay, and with tho happiest results.

Such a transfer in Ireland would be a groat reform indeed. Put the real "greatness" of the ebango would ho in its justice, and in the peace, happiness and prosperity that would flow from it to all concerned. The present movement in Ireland tho best organized, eo far as wo can judge, end the moat business like of any that has ever taken place there, albeit its loaders are unlike those on formor occasions, neither poets or orators. The exoittjoant to violate the law ia very groat, but we sinccrely hope that tbo people will remember the words of O'Connoll: "Tie who commits a crime gives strength to the enemy." Tho tidings from Ireland, just cow, are of the most threatening kind. On tlie one hand, the League is calmly, and with a great deal of determination, perfecting its organization; on the other, treops are baing moved from point to point What the upshot will he, it ix of eourse impossible to say.

Batwe hsre crest erafidenee in Mr. Gladstone. lie is unt only an able man, bat a just one, and mora diepoosd to deal fairly with Ireland then any minister that England bas had sinco the lime of Fi x. We are not without hope that, whatever the intermediate experiences nay be, in a little while we ehall be able to say thet tho wretched land system has been abolished, whieh hae been se long the curse of Ireland. We wish to engage some Pork from some of our patrons who owe us, and would like to hear from any one who can supply us with the farad.

An increased circulation of Republican newspapers, as a medium of oonvertiDg Democrats to the Republican faith, is advised by some of our State Republican exchanges. We advise the scattering, broadeast, of tho Morgantown Post, with suah ohoice sentences as "Demeoracy, the synouim of liar, slanderer and perjurer," It would not fail to have an excellent effeot.

Death of Mr. John Moler. About six o'clock last Saturday morning week, Mr. John Moler, one of most widely-known citizcns, died at the Antietam House. this the 75th year of his age.

The deceased, though possessing many eocentrioities of mind, was nevertheless a man of noble deeds as well as beuntifully sapplied with worldly goods. Since the death of his wife, Misa Eliza Hoffman, about forty years ago, he has oceapied the suite of rooms in whiah he died, never having eaten within that time at a public table. Being the last link cf the.Moler family, he has livtd alone, undisturbed in the possession of a kindly and benevolent disposition Although having received the credit for being miserly, he has helped many a young struggling with the wnrld and the adversities of misfortune, to sneeoss urd home. His charily never sought notoriety, and, consequently, it was kuown only to those who ahared'it Atpne time alone he distributed about 840,000 among a number of his rolatives, and even now his financial condition is only known to certain individuals. He leaves a eirele of nephews and nieces living at the present in and aroRcd Shapberdatown, W.

Va other qualifications of the deceased, his knowledge aud experience at a farmer was held in high esteem by the agriculturists of this eounty. In hia latter years, he visited his farm almost daily, as a beneficial exeroise and to look after the interests of his land. His death was rocsived sorrowfully, not only by those who shared in his goodness, but by all who knew him. and of the methods doviasd ts perpetuate hia memory, noao will be more lasting or more blessed than the oheerful homes that he provided for the needy in times of distress. Mr.

David K. Wiles, exeeutor, has filed in the Orphan's Court the will of Mr. Moler, which was made and acknowledged on the 29th of October, 1880, with Dr. Josiah F. Smith, Tazgart and John H.
