TUESDAY MORNING. SEPTEMBER 7. IS97. Niagara Falls and Wat kins Glen. Early Fall Excursion via.

B. O. The early fall is undoubtedly the best time in the year to visit Niagara Falls; not that the Falls are any better, but travelling is so much more comfortable. The intense heat of summer and the severe cold of winter are avoided. Then, too, the trees are covered with their autumnal foliage, making the scenery of bewitching beauty.

The Baltimore and Ohio has arranged a ten-day tour to Niagara, September 9th. The special train will run through to the Falls, arriving there at night, passing the picuresque portion of the route in daylight. The privilege of stopping off at Watkins' Glen. Glen Onoko, Mauch Chunk, Geneva, Rochester and Buffalo, will crowd into the ten days attractions that cannot be duplicated on the continent, and all this too, without any additional cost for railroad fare. A special express train of Pullman cars and first-class day coaches, in charge of an experienced Tourist Agent, will leave B.

O. Station, Washington, 8.10 a. leave Camden Station, Baltimore, 9.05 a. arrive Niagara Falls 11.00 p. m.

Outlook for the Fair. Indications point to a most successful fair this one that will fulfill the directors sanguine expectations. Extensive I improvements are now being made to the grounds and buildings. Carpenters and painters are now in full possession and the old place will be transformed. The ladies manifest a greater interest in their department and entries are now pouring in.

With the visit of Mr. Rouss, the North Carolinians, the Washington Light Infantry, and some other organizations and noted personages, a big day is assured. The races promise to be interesting. There are quite a number of thoroughbreds, owned by citizens of Winchester, which will be entered, and horsemen from a distance will enter some fast horses. Star.

Wilson. the New York After an eventful and varied career, in the course of which he has been in turn a soldier, a college professor, a lawyer, the head of the University of West Virginia, a Congressman identified with a measure of national importance, and a Cabinet officer, William Lyne Wilson is about to assume the duties of a new and honorable position, in the rest of his life can be passed in the scholarly quiet most congenial to him, and in the public usefulness that has ever been his ambition. On September 15 Mr. Wilson will become President of Washington and Lee University at Lexington, an institution dating far back into Colonial days, when it was an object of personal interest to many of the nation's founders, and with an unbroken record of lofty aims and high Washington gave money and attention to the university, and ever since his day it has held an enviable position among Southern seats of learning.

Mr. Wilson succeeds Gen. George Washington Custis Lee, who in turn, was the successor of his father. Gen. Robert E.

Lee. The new president was born in that portion of Virginia that was subsequently erected into West Virginia, and throughout large part of his life his home has been in that State. Horn in 1843. his early education was obtained at the Charles Town Academy and he was graduated in i860 from the Columbia College at Washington. The next year he entered the Confederate service and remained in it the war ended.

For some time thereafter he taught the ancient languages in the Columbian College, studying law the meanwhile and gaining admission to the bar. His entrance into politics was made in 1880, when he was a delegate from West Virginia, to the National Democratic Convention.
