Though the bright hopes which caused tho eve of the cation to brighten with tho liveliest emotions of patriotic enthusiasm, and its heart to bound with brightest anticipations of good when tho news of Gen.

Hooker's onslaught on tho encrav across tho llnppahannoc was heralded so gloriously through every town, village and city of loyalty have been sadly and suddenly dashed to earth, lot us not dospair. "We havo another forcible illustration of tho truth, that wo havo to contend with no insignificant enemy, lie is American, possesses American courage, American zeal, American endurance, and American liko will never givo op the contest till overpowered by superior forces and greater advantages, and then only after a most determined resistance. But tho ship must not bo given up though apparently on her boams ends. Sho must bo right ed and trimmed for a continuance of her national voyago. Nothing but tho most determined resolution on tho part of tho Government to prosccuto tho war with all tho power and resources of tho nation at hand, in men and monoy, can now savo us from annihilation as a nation.

Let tho work bo entered upon heartily. Let tho nation bo saved at any and every cost. It is worth tho sacrifico required. By tho latost report wo aro informed that Gen. Hooker has ro-crosscd tho Rap-pahannoc and is pressing upon tho heels pf Gen.

Loo's army. It may bo or may not bo so. Tho flaunting dispatches of tho capture of. Richmond by Gen. Keyes turns out to bo wholly untrue.

Deception and trcacherv, corruption and imbecility aro prevalent in every department of a Gov racnt that pormits so baso use of tho telegraph which is wholly under its con trol. Comixq. Under tho Homestead Bill, wo understand, tho rich farming lands to tho north of us aro being rapidly settled. Emigrants seeking homes aro coming in at tho rate of fifty or moro weekly, and preparations aro already being made in tho vicinity of tho Clay Banks, and at Stony Creek, to erect flouring and lumber mills, and tho young man that purchased ''Aio first certificate at tho Ionia Laud Office, under tho Homestead Act, passed down last week, with tho dosign of commencing his improvrnents. Tho limo is not distant when a rich harvest of agricultural products will bo scut abroad from our Dorthoren counties, uow wilderness.

Costly. -Tho War Committee's Report, when completed, will make, threo hundred solid pages, document sizo. The Government Printing Office will bo employed on it till tho middlo of May or Juno next. This volnminous and amazingly expensive work is purposely designed for tho complete overthrow of General McClellan and tho support and perpetuation of a crumbling, wicked political organization abolitionism. Tho blood-letter, Chandlor, of Michigan, is chairman of tho Committee.

Internal Revenue Decisions. Tho Commissioner of Internal Rcvcnuo decides: If a mortgagee or his agent sell at auction they aro required to tako out a license. Sheriffs' deeds on salo of real estato rcquiro a stamp. Merchants and dealers aro to bo taxed on their nctt income, after deducting expenses for rent, clerk hiro and such debts as may havo been actually lost. Debts lost, or ascertained to bo lost, eince tho 31st December, 1802, aro not to bo doductod from this year's assessment.

Frovost Marshals. Assistant Provost Marshal Generals, soon to bo appointed, aro to rcsido at each Stato capital, and aro to bo officers of tho army do-tailed for that purpose, usually of tho rank of Major or Lieut. Colonel. How to be Assessed. Tho Incomo Tax will bo assessed du ring tho present month May.

Every person will bo required to return to the Assessor his total income, giving the sources from whenco derived. Persons whoso income docs not exceed ten thousand dollars will pay a tax of threo per cent on so much thereof as is liable to bo taxod. Incomes of over ten thousand dollars will pay a tax of fivo percent, ex cept interest derived from notes, bonds or other U. S. securities, on which a duty of ono and a half per cent will bo assessed.

Every farmer or planter is roquirod to mako return of tho valua of tho cntiro products of his farm or plantation, without consideration of tho labor of himsolf or others, and without deductions for family consumption. deductions. All taxes assessed by tho Stato, and taxes of a local naturo, will bo deducted from each person's income. Salaries of officers or employes of government, hen three per cent has been deducted by disbursing officer. Interest or dividends on stock, capital or deposits in banks or in corporatod companies of various kinds, from which three per cent has already been deducted by its officers.

Also tho sum of six hundred dollars when no deductions therefrom havo been previously made. Tho amount actually paid for tho rent of any dwelling house or estato which is tho rcsidenco of tho person assessed. Tho amount paid by any farmer or planter for hired labor and necessary repairs upon his farm or plantation, including tho subsistence of tho laborers. Persons receiving rent may deduct thcro-from tho amount paid for nccossary ro-pairs, insurance and interest on incumbrances upon such rented property. Tho cost of new buildings or improvements on old ones shall not bo deducted from income Interest paid by any person on incumbrances upon the dwelling houso or oslato on which ho resides may bo deducted from his incomo, also his payments for necessary repairs.

Tho tax must bo levied on all dividends doclarod prior to Sept. 1, 18G2, and on tho six hundred dollars of tho salaries of all local officers, and those in tho civil, military or othor servico of tho United States, for servico rendered prior to that date, as such dividends and proportion of salaries were not subject to deduction or assessment. Farm produce on hand on on tho 31st day of December, 1802, must bo appraised at its market valuo on that dav. Large Transaction. Messrs.

Ferry and Thompson, who have purchased several hundred acres of pine lands belonging to tho Barber Estate, situated in Ravenna, near Crockery Creek, aro making arrangements on a gigantic scale for stripping tho same. A largo boarding-house, a storo and blacksmith shop aro to bo erected, and men by tho scores and teams of no insignificant number to bo employed. The present high prices of lumber are stirring up our lumbermen to most vigorous exertions in every direction. The Red White and Green. Tho pleasing blend ing of tho full pink and whito blossoms of tho peach, pear, plum and cherry, peering out from amid rapidly expanding green leaves, forms a charming panorama for tho cyo to dwell upon. Old forest, too, is waking from his long winter's slumbor and donning his new robo of green. Surely we live now amid perfect beauty, such as God alono has power to create Increase in travel. Since tho approach of our unusually fino spring weather, travel has recoived a fresh impotus. Wo notice the trains on tho D.

fc M. Railway exhibit a constantly increasing num- bor of passengers. Indications warrant an encouraging increase of rovenuo to tho various Railway Companies, East and West, during tho present soason of travel, and extensive preparations aro making on all bides to meet tho public wants. Ottawa County Official Canvass. Large quantities of wheat and other grains aro now being committed to tho bosom of mother earth by our farmers, confidently hoping for a rich harvest therefrom in duo timo. Attention is now being turned to planting operations. Indications assuro us that a larger breadth of land than usual will bo cultivated by our agriculturists during tho season for farm operations already inaugeratcd so auspiciously. Teacuers. The number of teachers in attendauco at the six State Teachers' Institutes, that formed tho spring series, now just closed, is estimated at ono thousand and twelve a higher number than has ever before been in attendance.

This speaks well for tho educational interests of tho State. First Medal of Honor. The first medal of honor, under a recent act of Congress, to merritorious soldiers, was presented by tho Secretary of War to Jacob Parrot, a boy belonging to the 33d Ohio. He was ono of tho brave littlo band sent out by Gen. Mitchell to destroy railroad bridgos.

Twenty of his companions have been similarly rewarded. Michigan Ahead. In apportioning tho draft credit will be given for all recruits furnished, taking threo years men as tho basis. All tho troops from our Stato are threo years men. Now York and New England havo sent many two years and nino months mon to tho war.

So whilo tho draft falls heavily on thoso States it will bo comparatively light on our own. For in tho former one and a half regiments of two years men, and four of nino months men aro only equal to ono of threo years men. Small Change. An Agusta, (Georgia,) newspaper states on authority of a gentlemen just returned from upper North Carolina that ton penny nails aro passing current thoro for small chaugo, at fivo cents each. Tho Lynchburg Republican complains that no such metallic basis for currency exists there, but in lieu thereof grains of corn represent fivo cents, and quids of tobacco represent dimes.

Ice. More than 00,000 tons of ice, it is said, havo been taken from tho Kcnc-bec River, Maine, during tho winter past, destined for tho New Orleans and Havan-na raarkots. A portion of it has been contracted to bo delivered at I ho former city at $25 per ton. Provost Marshals.
