Glaser, 84, a prominent Delaware Valley businessman and confectioner, died Friday at the Albert Einstein Medical Center, Northern Division. He lived at the Benson Manor in Abington. Mr. Glaser was chairman of the board of the Dairy Maid Confectionery Co. of Philadelphia; the James Candy Co.

of Atlantic City, and the Stutz Candy Co. in Hatboro. He had been president of all those companies until 1979. In 1962, he received the Candy Kettle Award, one of the industry's highest honors. Mr.

Glaser served in the Army during World War and spent 20 years on active and reserve duty in the 108th Field Artillery and 315th Infantry. He was past president of the Germantown Optimist Club, the Germantown Businessmen's Association, the Pennsylvania Manufacturing Confectioners' Association, and the Philadelphia Retail Confectioners' Association. He was also co-chairman of the candy, ice cream, and dairy division of Catholic Charities from 1960 to 1975. Mr. Glaser is survived by his wife, Henrietta Glaser; a son, John; two daughters, Mary E.

Barchman and Eleanor 1 M. Graham; eight grandchildren; one great grandchild; three brothers and two sisters. A Mass of Christian Burial will be celebrated at 10 a.m. Tuesday at the Church of the Holy Child, Broad Street and Duncannon Avenue. Burial will be at Holy Sepulchre Cemetery.

Mildred Jones Clement Mildred Jones Clement, 83, a descendant of Philadelphia's third mayor, died Friday 8 at the Wayne Nursing Home in Wayne, where she lived. One of Mrs. Clement's ancestors was Griffith Jones, who was the mayor of Philadelphia in 1704. Mrs. Clement was the widow of DeWitt Clement, the former manager of industrial development for the Philadelphia and Delaware County Chambers of Commerce.

Mrs. Clement, who was a lifelong resident of Wayne, was active in many civic and charitable organizations. For 50 years, she worked with the Wayne Woman's Exchange, a group that helps persons in financial straits. She survived by a son, Frederick T.J. Clement; a daughter, Eleanor Clement Littleton; 11 grandchildren and seven great-grandchildren.

Funeral services will be held at 11 a.m. Tuesday at Old St. Davids Church in Radnor. Burial will be in the church cemetery. Dr.

Harold Newman Dr. Harold N. Newman, 84, a retired optometrist, died Saturday at Albert Einstein Medical Center, Northern Division. Dr. Newman, who had offices at 3016 W.

Diamond retired 10 years ago. He is survived by his wife, Tibby Berkowitz Newman; son, Eddie; a daughter, Roselyn Ozlek, and four grandchildren. Services will be at 11:30 a.m. Sunday at King David Memorial Park in Cornwells Heights. Anita K.

Bahn, 60; epidemiologist st Dr. Anita K. Bahn, 60, a leading worker in epidemiology and biostatistics, died Friday in the Hospital of the University of Pennsylvania. She lived near the Art Museum in Center City. She served as a professor of research medicine in the University of Pennsylvania School of Medicine, as chairwoman of the Graduate School in Epidemiology, and as director of the Epidemiology Statistics Unit of Penn's Cancer Center.

She was also senior epidemiologist of the Institute for Cancer Research at the Fox Chase Cancer Center. Dr. Bahn also served as chief epidemiologist for the state of Maryland and as deputy chairman of the Department of Preventive Medicine at the Medical College of Pennsylvania. From 1951 to 1966, she was chief of the outpatient studies section of the office of biometry at the National Institute of Mental Health in Washington. She was a graduate of the Johns Hopkins University School of Hy.

Bahn a critic of state officials who repeatedly failed to fund and implement a plan to support collection of cancer statistics, cancer control and epidemiological investigations in the field. In a letter to the editor of The Inquirer last fall she said that "Pennsylvania has the lowest per-capita budget for cancer and environmental control of any of its neighboring states. "Delaware, with a population of only half a million, has an annual budget of $1 million for its cancercontrol program. New Jersey has 7 million people, compared with Pennsylvania's 12 million, yet New Jersey now has a budget of over $2 million in programs related to cancer and the environment while Pennsylvania's budget is just over one-half million dollars." Soviet buildup reported Associated Press MANILA, Philippines The Soviet Union is building a huge military complex with offensive capability at Cam Ranh Bay, the one-time U.S. base that was America's largest beachhead in Vietnam, according to an interview with the Pacific commander of the U.S.

Army. Maj. Gen. Herbert Eric Wolff said that Soviet occupancy of the former American naval and air complex is a threat to non-communist Southeast Asian countries and the region's air and sea lanes, the newspaper Bulletin Today reported yesterday. Wolff was interviewed at the end of a Southeast Asian tour.
