1 Obituaries Willis Satterthwaite; lawyer, Quaker activist Willis Hibbs Satterthwaite, 74, died Thursday at his home in the Morgan House, Stenton Avenue and Mermaid Lane. A member of the firm of Dechert Price Rhoads, he was former vice president and general counsel for the Penn Mutual Life Insurance Co. Mr. Satterthwaite, who was a graduate of Yale and the University of Pennsylvania, joined the insurance company as an assistant counsel in 1935. He was named vice president in 1953 and became the firm's general counsel in 1965.

He retired from Penn Mutual in 1971 and joined Dechert Price Rhoads. He retired from active practice with the center city firm in 1976. Prominent in the legal field, he was a member of the House gates of the American Bar Association from .1966 to 1969. He was a member of the executive committee and former chairman of the legal section of the American Life Convention. He was a past president of the Association of Life Insurance Counsel and a member of the Life Insurance Law Committee.

He was also a member of the Phila- Sunday, May 11, 1980 Philadelphia Inquirer delphia and Pennsylvania bar associations. Mr. Satterthwaite had been president of the Fox Chase Medical Center since 1975 and had been a member of the board of Jeanes Hospital since 1972. Active in Quaker affairs, he had been chairman of and spokesman for the Friends Committee on National Legislation and clerk of the Abington Friends Quarterly Meeting. He was chairman of the Philadelphia Yearly Meeting's Economic Development Corporation for Disadvantaged Minority Groups from 1972 to 1975 and chairman of its Economic Development Fund from 1971 to 1978.

He was a member of the board of directors of Pennswood Village. He is survived by two daughters, Ellen Seibert and Ann Satterthwaite; a son, Ridgway, and six grandchildren. Services will be at 3 p.m. Monday at Abington Friends Meeting, Meetinghouse Road and Greewood Avenue, Jenkintown. Burial will be private.

Gertrude S. Vance, 73, former teacher Gertrude Stewart Vance, 73, a former Philadelphia schoolteacher, died Thursday at her home in the Nicetown area. Mrs. Vance spent her 21 years in the Philadelphia public school system teaching third-grade classes at the George Meade Elementary School at 18th and Oxford Streets. She retired in 1969.

A graduate of West Virginia State Institute and Temple and Villanova William A. Ratzke William A. Ratzke, 75, a retired Philadelphia firefighter, died Wednesday in Rolling Hill Hospital of a heart attack. He lived at 311 W. Grange St.

He was a member of St. John of the Cross Senior Citizens of Roslyn. He is survived by his wife, Evelyn M. Haig Ratzke; two sons, William A. Jr.

and John two daughters, Barbara Miriam Langdon and Evelyn O'Brien; 12 grandchildren and a brother. Services will be at 1 p.m. Monday at the Deeter Funeral Home, 5800 N. Fifth St. Burial will be in Northwood Cemetery.

Mary Estep Starr Mary Estep Starr, 86, who had been active in Philadelphia-area organizations, died Friday in the St. Clair Memorial Hospital in Pittsburgh.
