Sartain was born in Philadelphia. --November 21, 1843, was graduated with degree of A. B. from Central High School in 1861, studied painting under Schussele, Bonnat, and at the Ecole des Beaux Arts, in Paris; was awarded silver medal, Boston, 1881; honorable mention, Philadelphia, 1S87; bronze medal, Buffalo Exposition, 1901; silver medal. Charleston Exposition, 1902, and others.

He was an Associate National Academician, late professor in life classes of the Art Students' League of New York; president of tne New York Art Club and an occasional contributor on art for journals and other periodicals. One of his pictures was bought by the French Government for the Luxembourg Gallery, and one by the Argentine Government from the Exposition Universale at Buenos Aires, where he was awarded a silver medal. Examples of his work are to be found in the National Gallery in Washington; Metropolitan Museum, Princeton College, Vassar College, Portland, Oregon, Museum, Indianapolis and South Carolina Museums, and in various other public and private collections. Mr. Sartain never iriarried.

He said that when "the officers of the law honestly undertake to enforce the statutes there always follows an awakening of honest American public sentiment which gives them powerful support." In another address tonight before the Roosevelt Memorial Association, the Governor eluogized President Theodore Roosevelt, whose birthday, he asked the people to observe tomorrow with appropriate exercises. The Governor, in his talk to the Bible classes, said results obtained in the law enforcement campaign of the State Police "are remarkable." Eulogizes Butter Referring to the work of General Butler as Director of Safety in Philadelphia, the Governor aid "public sentiment recently compelled" his retention. He asserted that "except for the aroused public sentiment of the decent people in Philadelphia General Butler "would today be out of Philadelphia and back with the marines." He added this same thing could be done elsewhere "if the officials responsible would keep their oath as he keeps his." enforcement in a borough or city is, first of all, the duty of the borough or city authorities, and behind that lies the duty of the citizens to hold their officials to strict account," he said. "The State cannot save them from their own shortcomings.

A moment later her immense noee thrust into the glaring rays of flood lights trained upon her from the hangar roof. Spectators were gazing, mouths agape, at the gigantic airship as she raced like some fabled juggernaut of the air over the full length of the enormous structure that is her home. She seemed to flash into the ravs of the cast Hood lights, over the hangar, ami-into the' darkness again on the west in less than ten seconds, no great was her speed.
