1923. entitled "An Ordinance to levy and fix the rate of taxes for the year 1924." Section 1. The Council of the City of Philadelphia ordains. That Section 4 of an ordinance approved December 8. 1923.

entitled "An Ordinance to levy and fix the rate of taxes for the year 1924," which reads as follows: "Sect. 4. That upon all taxes paid during January and February a discount of two per cent, shall be allowed: during the month of March a discount of one and one-half per cent shall be allowed: during the months1 of April and May a discount of one per cent, shall be allowed; during the months of June. July and August no discount shall be allowed, and no penalties shall be imposed: If paid during the month of September an addition or ienalty of one'per cent, shall be imposed: if paid during the month of October an addition or penalty of two per cent, shall be Imposed: if paid during the month of Xovember an addition or penalty of three per cent, shall be Imposed: if paid during the month of December an addition or penalty of four per cent, shall be imposed: and upon all taxes remaining ttnoald on and after the first day of January. 1925.

May Ask Supreme Court to Reverse Public Service Commission Report The question of taking an appeal to the Pennsylvania Supreme Court and, if necessary, to the United States Supreme Court from the decision of the Superior Court, which sustained the report of the Public Service Commis-fion in the Philadelphia Rapid Transit valuation case, was discussed for more than one hour yesterday by City Solicitor Gaffney, C. Oscar Beasley and Howard Heckler, representing the United Business Men's Association.

Beasley urged that an appeal be taken, and that a final show-down be had as to the validity of the 1907 contract between the city and the P. H. fixing the rate of fare at five cents. The City Solicitor asked the other attorneys to present to him in writing their reasons for urging an appeal, and they agreed to do so. "My mind is open upon the question," said the City Solicitor.

"An appeal is an expensive matter, and I wish to consider all reasons that can be advanced for such a move," It is understood that Beasley believes the chief ground of appeal is in recent decisions of the United States Supreme Court holding that a limited, contract between a municipality ana a utility company are binding. The United State Supreme Court, according, to Beasley, has ruled that an indefinite contract as to time can be changed, but that a limited contract cannot be changed. He expresses the belief that a fifty-year contract, such as that of 1907 is a limited contract. "It may be expensive," said Beasley. "but I think it worth the while of the city to find out the standing of tluit 1007 agreement."
