Usami. traffic manager of the Southern Manchurian Hallways, with headquarters at Daiien, Manchuria. The visitor stopped off at Philadelphia on a tour of inspection as a yuest of Alfred Ball, member of the Board of Directors of the Port of Philadelphia Ocean Traffic Bureau, and was taken along the entire river front, paying particular attention to the grain elevator service. Before leaving, the guest expressed himself as. being well pleased with the equipment of the port and classed the grain elevators at Girard Point among the finest he has inspected on his world tour.

He expects to return again in a. few days, accompanied by a co-worker from Manchuria, for a further inspection. The Maritime Exchange will be open until noon today and close the remainder in observance of Thanksgiving Day. Plans are being made for a lively session at the meeting of the administrative council of the Atlantic Coast Shipbuilders Association, to be held at the offices of the association at 1600 Walnut street on Monday afternoon, December 10. The'November meeting was cancelled owing to attention required at the Marine Congress being held in New York at that time.

Shipping Board action on some of the resolutions adopted at the Marine Congress has not met with the approval of the administrative council, particular opposition beinsr expressed to the resolution recommending the sale without restriction of certain vessels of the government fleet and the scrapping of others. A discussion will also be held regarding the indications from 'Washington that the administration does not consider the present as an appropriate time for abolishment of the Shipping Board and lhe transfer of its functions to the department of Commerce. A resolution to this effect was presented and tabled after debate by the Marine Congress. The tank steamer Gulfprince from Port Arthur for Philadelphia went east of the channel at Dan Baker Shoal early yesterday morning and was stuck in the mud until 12.40 o'clock when she floated and proceeded to Reedy Island at 1.15 o'clock without damage. The steamer Xeponset of the Nawsco Line, arrived in port yesterday from Portland, and will complete taking cargo for Pacific coast ports.

While at Portland two days delay was occasioned in lifting cargo owing to heavy rains. Preparations are being made for handling the large number of immigrants booked to arrive io port Saturday on the steamer Colombo, of the Italia-America Line. Advices show the steamer carried 28 first. 574 second, and 7S7 third-class passengers. The Colombo was originally booked for New York, but instructions were revived by the Italia-America Shipping Corporation at Philadelphia to arrange for handlinr the steamer.

She will be dooked at 53 South.
