Replies from Panama and Costa Rica to the. notes dispatched several days ago by former Secretary Colby were received today at the State Department.

That from I'anama was said to have expressed a willingness to acvepj the offer of the good offices of the United States in attempting to settle the dispute, but the one from Costa Rica was described as unsatisfactory. It was received contemporaneously with reports that that government still was sending troops into the disputed territory. It was said that the American government had no official information that either Panama or Costa Rica intended to submit the dispute to the League of Nations, as reported in pres dispatcher from Central America and Paris. Today's action of the State Department, it was added, was taken without reference to such reports. President Harding and his advisers were said to have given their approval of the steps already taken to protect American interests in the zone of hostilities and indicated that unless the two American warships now on their way south proved adequate fo accomplish that purpose a larger force might follow them.

President Harding has taken a keen personal interest in the situation and was said to be anxious to see everything possible clone to restore peace. Rccause of hjs recent visit to Panama and the Canal Zone, it was said he feels that he might be in a peculiar position to re-establish concord. A peaceful solution of the dispute over the territory of Coto on the basis of the White award is understood to have bfyB suggested. The notes did not suggest mediation by the United States, but were understood to have conveyed the impression that this country stood ready to enforce if necessary, a peaceful solution. Arrangements for Senate action next week on several pending treaties were made today by Republican leaders. Minor treaties only are to be taken up at first, and the question of considering the Colombian Treaty still was unsettled, although President Harding was said to have indicated today in conference with Senator Lodge that he hoped for its early disposal.

That the administration has agreed to take no action on the "Three-Power" Treaty, negotiated by former President Wilson, guaranteeing Fram against aggression, was indicated today by Republican leaders. The treaty is now on tile with the Senate Foreign Relations Committee, and the most authoritative information today was that it would continue to lie in the committee's pigeonhole. Other treaties, possibly including the Colombian, will be taken up by the Senate Committee next Monday under a call issued today by Chairman Lodge. Among the minor conventions for which action is planned during the present ext raordinary session of the Senate "are several commercial treaties with Latin-American Nations for freedom of intercourse of traveling men. None of the treaties which have been referred to the Senate Committee died with the adjournment of the last Congress, but during the Senate's executive session yesterday all were re-referred to the committee.

The Treaty of Versailles was a legacy of former President Wilson to President Harding, and is in the White House archives. Prominent Republicans today declared that the President's inaugural address left no doubt that it would remain there indefinitely.
