In Nebraska, where four people were killed when lightning hit their plane, 26 counties were declared disaster areas and officials feared the flooding from a week of wet weather could worsen. A severe storm watch went up Monday from Cleveland to Syracuse, N.Y., with forecasters warning of large hail, dangerous lightning and damaging winds in parts of northeastern Ohio, northwest Pennsylvania, western New York and the eastern Great Lakes. Three people were slightly injured and 25 houses were damaged in central Pennsylvania when up to 2 inches of rain fell early Monday in Centre County, authorities said. A state police helicopter searched by air for stranded residents, and small boats patrolled swollen creeks and flooded roads near Bald Eagle State Park.

In western New York, five bridges were washed out in the towns of Poland and Kennedy in Chautauqua County and Chautauqua Lake and the Chadakoin River were half a foot above flood stage, the National Weather Service said Monday. In Allegany County, 4.4 inches of rain fell within 24 hours, flooding basements and closing several roads. The rising Genesee River reached flood stage of 17 feet at Portageville and was expected to crest between 19 and 21 feet by Monday night. While the rain eased in the nation's mid-section, runoff-swollen rivers continued to rise and officials in Nebraska, Missouri, Iowa, South Dakota, Wisconsin and Kansas had only begun to assess flood damage. "More heavy rains are just something we can't take right now," said Benny Gullach of the National Weather Service in Omaha, Neb.

"Even one-half inch more of rain could make flooding even worse than what we are having right now." At least 1,500 homes and over 1 million acres of farmland remained flooded in Nebraska, and Civil Defense centers were opened in Ashland, DeWitt an Beatrice so residents could report property damage. "I have asked Civil Defense to have, by Friday, a detailed list of the public property damaged or destroyed so we can have that ready for application" for federal aid, Nebraska Gov. Bob Kerrey said Monday. The town of King's Lake, was evacuated late Sunday when the Elkhorn River overflowed, authorities said. Ninety percent of the houses sustained damage and some were under 6 feet of water, said Douglas County Deputy Sheriff Scott Farmer, adding that waters were not expected to recede for at least 36 hours.

Four people from Wooster, Ohio, were killed Sunday afternoon when their single-engine plane crashed eight miles south of Broken Bow, in heavy rain and hail, officials said. Witnesses said they saw lightning strike the aircraft just before it plummeted. "The plane apparently came apart in mid-air," said Custer County Sheriff Neal Fink. Madison, reported 7 inches of rain on Sunday, but no evacuations were ordered, police said. In northwest Missouri, where a week of heavy rain pushed the Missouri River over its banks and onto more than 70,000 acres of prime bottomland, some of the 1,000 evacuated families began returning home Monday after spending three nights in shelters.

"We have a town in Nebraska report 7 inches of rain in a half-hour and we received a heavy rainfall, so it is still not certain what we will do," said Atchison County, Sheriff JackMillsap. In Holt County, Judge Lee Russell said floodwaters rose so quickly that ranchers were forced to flee and leave their livestock behind. "We have a lot of livestock that we've got inundated. There's probably a lot of those drowned, hogs and cattle," he said. More than a dozen tornadoes were reported Sunday in the Midwest.

(AP) Insurance companies sent extra teams of adjusters to Denver's northwestern suburbs Monday, settling claims arising from last week's storms in which hail as big as softballs left damage estimated at $200 million to $350 million. "There will be claims from people who don't realize they have damage," said Jim Rose, a branch manager for Transamerica Insurance Co. "They won't realize it until it rains," and their roofs leak. Insurers expect about 100,000 claims from a pummeling one- hour storm Wednesday and another barrage of hail that hit the eastern suburbs of Denver on Friday afternoon, said Rose, who serves as publication relations chairman for the Rocky Mountain Insurance Council. Estimates of damage range from about $200 million to as high as $350 million.

"The day after the storm was pretty chaotic," Rose said. "You end up processing a lot of paper and telling people to put up a lot of plywood. "Now you have adjusters actually out writing checks." He added, "I was out in Aurora this weekend and, while it was nothing like what hit out west, there are some roofs and cars that were ruined." Rose said his company brought in three adjusters from out of town to help with the extraordinary workload. "I can see the number of adjusters on the street almost doubling for something like this," he said. The hail Wednesday afternoon and evening ranged from pea- to softball-sized and was particularly heavy and steady in Arvada and Wheat Ridge, both northwest of Denver.

A National Weather Service forecaster said a 30- to 40-square-mile quadrant of the metropolitan Denver area took the brunt of the intense, slow-moving storm. The storm hit its peak at rush hour and "there were a lot of cars on the street that might not have been there otherwise," Rose said. Water up to 5 feet deep backed up on streets and highways from the nearly 5 inches of rain that accompanied the two-hour storm, as hailstones clogged storm sewers. A Denver woman drowned when she was swept under a vehicle. In Wheat Ridge, the hail and high water left Carole Ferris wondering how to replace her two-story home.

The structure's foundation was weakened when a rush of water slammed a 4-foot wall of hail into it. The next day, the Wheat Ridge building inspector condemned the $62,000 structure, blaming the hail. Farmers Union Mutual Insurance Co. officials, however, decided that the damage was primarily due to flooding, a condition not covered by Ms. Ferris' homeowners' policy.

Skeletal remains discovered in the grave were identified Saturday as those of 3-year-old Ryan Burton, who had been missing almost three years. But who, residents wonder, killed the young girl? "We've had a couple of children who have been run over, but never any children killed in my lifetime," said J.D. Reeves, 28, a Breckenridge police officer who has always lived in the town.

"In town like this, who'd have thought something like this could have happened?" Reeves said. "Now they're thinking it could have happened to their child just as easily.
