Rolark, 67, of United Black Fund ASSOCIATED TRESS WASHINGTON Calvin W. Rolark, 67, founder of the United Black Fund of America, died Sunday night of a heart attack. He was admitted to Howard University Hospital three weeks ago suffering from pneumonia. In 1969, Mr.

Rolark founded the United Black Fund, which grew into 'one of the nation's largest black charitable fund-raising organizations. It has provided money for more than 150 Washington social service organizations and community projects. Mr. Rolark also was the founder of the Washington Informer newspaper, and was publisher from its inception in 1962 until his death. He was the husband of former District of Columbia Councilwoman Wilhelmina Rolark.

"Calvin Rolark was not a public official, but he has a record of public service any public official would envy," said Eleanor Holmes Norton, the city's delegate to Congress. Mayor Sharon Pratt Kelly said that Mr. Rolark had frequently advised her on city matters. "A towering figure has been lost," she said. Mr.

Rolark was born in Texarkana, Texas, and attended Prairie View College and Tennessee State, Michigan State and Cornell Universities. He worked with the United Planning Organization as both a contract coordinator and agency coordinator and was named Citizen of the Year by the District of Columbia Federation of Civic Associations in 1969. His funeral is scheduled Saturday. Robert Lansing, star of 12 O'Clock High' LOS ANC.ELES TIMES Robert Lansing, 66, a Broadway, film and television actor who starred in the series 12 O'clock High, has died. Mr.

Lansing, who lived in Manhattan, died of cancer Sunday at a New York City hospice. Mr. Lansing, a native of San Diego, made his acting debut in 1951 on Broadway in Stalag 17. His craggy good looks and stentorian voice earned him continuing stage work. Among his Broadway credits were The Little Foxes, Suddenly Last Summer, Cyrano de Bergerac and Charley's Aunt.

Off-Broadway, his work included Father, the Sea Plays of Eugene O'Neill, and two one-man shows, Da-mian and The Disciple of Discontent. Mr. Lansing's motion picture roles included A Gathering of Eagles and Mary G. Roebling, 89; was pioneering female banker SCHLUPP Crt. 24, 1994, ANNA (nee Sondes), formerly of Trevose, beloved wife of the late Peter Schlupp, devoted mother of Helen Bradley, dear sister of Betty Scudder; also survived by 4 grandchildren and 3 great grandchildren.

Sharif ASSOCIATED PRESS Mary G. Roebling, 89, the first North American woman to serve as president and board chair of a major banking institution, died yesterday at her home in Trenton. "She really was a role model for women. A lot of us who looked up to her pray we can carry that kind of message for young girls of today," said LaRae Orullian, chair of Denver-based Women's Bank. The bank is the first nationally chartered bank established by women and one that Mrs.

Roebling was instrumental in founding in 1978. The message, Orullian said, is "to be honest and loving and you can be whatever it is you want to be. She believed in hard work and she had fun doing it." Mrs. Roebling, friend to numerous entertainers and politicians, including President Richard Nixon, broke gender barriers in an illustrious career that spanned five decades. Mrs.

Roebling's second husband was banking and steel-cable magnate Siegfried Roebling, whose Trenton-based Roebling Steel Corp. built the Brooklyn Bridge. After his death, Mrs. Roebling in 1937 took over the Trenton Trust, becoming the first North American woman to lead a major banking institution. Though the country was in the depths of the Depression, Mrs.

Roebling is credited with not only saving the bank, but increasing its assets fourfold within a decade. She served as president or chairwoman of the bank until 1972, when Under the Yum Yum Tree. On television, he appeared in episodes of such hits as Star Trek, Alfred Hitchcock Presents, The Twilight Zone and Murder, She Wrote. But Mr. Lansing probably best R.

Lansing in 1969. remembered as the authoritarian Brig. Gen. Frank Savage in 12 O'Clock High. The ABC drama series about World War II bomber pilots aired from Sept.

18, 1964, through Jan. 13, 1967. Mr. Lansing's character died at the beginning of the second season. Trenton Trust was merged into the National State Bank.

Mrs. Roebling was then elected board chairwoman of the combined institutions. Mrs. Roebling was the first female governor of the American Stock Exchange and the first female member of Philadelphia's exclusive Union League. New Jersey in 1988 named the new commerce building after her, making Mrs.

Roebling the first living American woman to have a major government building named after her. Mrs. Roebling served on the boards of many government and civic organizations and held honorary degrees from various universities. Gov. Whitman, the first woman to be elected governor of New Jersey, said she was "saddened" by news of Mrs.

Roebling's death. "Her civic contributions and charitable work will keep her memory alive and will serve as a continuing reminder that caring for one another should always be on our minds," Whitman said. Born in Haddon Township, Mrs. Roebling attended public schools in South Jersey and continued advance studies in economics and finance at the University of Pennsylvania and New York University. She is survived by a daughter, Betty Hobin; a sister, Margaret G.

In 1961, he became chairman of the party and the state control commission, a powerful agency that supervised the Soviet economy and local administration. Brezhnev, Khrushchev's successor as Soviet leader, "saw Shelepin as a serious rival, and removed him from the political scene." Khrushchev's rule who was once considered a contender for the top leadership of the Soviet Union, died Monday. The ITAR-Tass news agency reported his death but did not give the cause or say where he died. Mr. Shelepin was born in Voronezh, 300 miles southeast of Moscow, in 1918. He followed a classic career path for Soviet leaders, joining the Communist Party in 1940 after graduating from the Moscow Institute of History, Philosophy and Literature.

He became a propagandist for the Komsomol, the Soviet youth organization, and headed it from 1952 to 19. directing hundreds of thousands of young people to build cities in the Siberian wilderness and culti vate the so-called virpir atn lands of 1 Jizakhstan. He became a member of the Communist Party Central Com.
