Abram Chayes, legal adviser to the State Department during the Kennedy administration, said "there can be no doubt" that the United States has violated international law by supporting military activity against the Sandinista government.

Salvadoran troops to be in war games SAN SALVADOR, El Salvador (AP) Saivadoran troops will take part in U.S.-Honduran war games next month, a top military officer said Wednesday. The officer, who has access to the decision-making process, said El Salvador will send the U.S.-trained Atonal Battalion and about 180 paratroopers from the Airborne Battalion to the maneuvers, to take place about 30 miles from the Salvadoran- Honduran border. El Salvador's participation in the maneuvers would mark the first time since the 1969 war between El Salvador and Honduras that the two countries have agreed to work side by side on military matters. It also would be the first time Salvadoran soldiers have taken part in joint maneuvers with the United States since the civil war began there 4 2 years ago. The second phase of the Granadero I maneuvers, scheduled for May 23-June 30, will involve about 1,000 U.S.

troops practicing counterinsurgency tactics with Honduran and Salvadoran troops. The military officer, who asked that his name not be used for security reasons, said Salvadoran troops would participate through the conclusion of the exercises unless recalled because they are needed at home to fight leftist guerrillas trying to topple the U.S.-backed government. A Defense Ministry spokesman, Lt. Col. Ricardo Cienfuegos, had no comment on the report but said there would be a statement later.

The first phase of the joint Granadero I exercises began April 1 with 800 U.S. Army engineers building two dirt airstrips, one at Cucuyagua, about 35 miles from the Salvadoran border, and the other at Jamastran, about 20 miles from the Nicaraguan border. Both airstrips will be capable of handling C-130 transport aircraft. Chayes spoke on behalf of Nicaragua during the first day of preliminary hearings on a complaint Nicaragua filed against the United States. He said the U.N.

Charter contains an "unqualified prohibition against the threat or use of force in any form." Both Nicaragua and the United States are arguing their cases in the preliminary hearings, although the United States has rejected the court's jurisdiction over the case. The court Wednesday granted a one-day recess requested by the U.S. delegation to allow it to "prepare its case," said a court source who refused to be identified, in line with court procedure. The United States will present its arguments Friday, said Alan Romberg, a State Department spokesman in Washington. During the hearings, the court will hear any arguments from both sides about whether it has jurisdiction in the case, Romberg said.

The U.N. Charter, Chayes said, calls on member countries to refrain from the use of force against the "territorial integrity or political independence of any state." The 1947 treaty of Rio de Janeiro, the Charter of the Organization of American States, prohibits "intervention for any reason" in the internal affairs of OAS member nations, he said. The United States and Nicaragua are signatories of both agreements. Chayes maintained that the Reagan administration has violated the agreements by supporting the forces fighting the Sandinista government, and by "direct action" of U.S. armed forces.

He said the United States "directly participated" in a raid on an oil depot near the Nicaraguan port of Corinto last Oct. 10. The raid resulted in the loss of 1.6 million gallons of fuel and the evacuation of Corinto's 20,000 inhabitants, he said. The Harvard University Law School professor added that the U.S. Air Force regularly flies intelligence missions over Nicaragua.

"A series of (U.S. military) land and naval deployments in the area surrounding Nicaragua serve as a shield behind which the armed paramilitary (rebel) forces can act more freely," he said. In its application for World Court intervention, filed April 9, the Sandinista government accused the United States of violating Nicaragua's territorial integrity by waging "armed attacks" on air, sea and land. Nicaragua asked the court to take provisional measures to protect its sovereignty. The Sandinista government also asked the court to direct the United States to pay reparations for "damages to persons, property and the Nicaraguan economy" caused by the alleged U.S.

actions. Earlier Wednesday, Carlos Arguello, Nicaraguan ambassador to the Netherlands and his country's chief representative at the court, told the 15-judge panel that "we have come to knock at the (world) door searching not for armaments or troops to defend us, but for the moral support of the highest legal authority in the world." Three days before the Nicaraguan complaint was filed, the U.S. government announced that it would not accept court jurisdiction in- Central American disputes for two years because it "did not wish to see the court abused for furthering a propaganda campaign." A U.S. submission to the court contended Nicaragua's court action was an attempt to divert attention from "political, social, economic and security matters that confront Central America," and focus on one aspect of the Central American crisis for propaganda purposes. The United States named Davis R.

Robinson, a State Department legal adviser, as its agent to handle the Nicaraguan complaint. Founder of Guardian Angels freed DETROIT (AP) Curtis Sliwa, of the Guardian Angels, was released Wednesday from the Detroit House of Corrections after serving two days of a 10-day jail term. Sliwa was found guilty March 5 of. encroaching on city property when he attempted to build a tent city on a downtown plaza in protest of sexual attacks on Detroit schoolgirls. Sliwa, whose organization began by sending safety patrols on New York City streets and subway trains, chose jail over paying a $100 fine.
