The Presbytery, whose members donated funds to support the insur1 ance company through the 18th and 19th centuries, has said it might want that money back, with interest, before the merger takes place. "There have been sufficient objections raised that they raise a question in my mind is the mission being eliminated?" Maleski said.

The insurance commissioner, who as a lawyer formerly worked with religiously affiliated hospitals, said she was sensitive to "issues of the relationship of a private company and church property" and wants any such questions resolved before approving the deal. "The original mission was to sell to Presbyterian and other Protestant ministers and to keep it within a certain sum," she said. "They told me from the beginning they were going to do everything in their power to preserve the mission, I haven't seen any evidence of that." Fred Dreher, a Philadelphia lawyer who represents Covenant in the merger, said Maleski had not voiced her objections to the plan directly to the two companies. "We'd be more than happy to discuss any concerns that she has in an effort to move forward," he said. Officials of the two companies had to be able to close the merger before the end of last month, although the agreement sets Sept.

30 as a "drop-dead date," after which either side could back out of the deal. But Maleski said yesterday that she would not act until her objections are met, and she acknowleged that, conceivably, the terms of the deal could change sufficiently to force a second vote on the plan by policyholders. "I think these are differences we can all work out," she said. But, she added, "I am not going to just approve it, because there are outstanding issues." Analysts predicted the Federal Reserve would raise short-term interest rates by at least a quarter of a percentage point when the central bank's policy -setting Federal Open Market Committee meets Aug. 16. Since February, the Fed has pushed one rate it controls up from 3 percent to 4.25 percent, but it has been nearly three months since the last increase. Recent strong employment growth has created fears that wages will be forced upward as worker shortages develop, leading to higher inflation. "At this stage there's no reason to be concerned about inflation," said Labor Secretary Robert Reich.

"We still have room for growth. We're not in any way bumping up against the wall." Indeed, some analysts said the Federal Reserve may be overly concerned that the economy is reaching capacity and could needlessly push borrowing costs higher. The bulk of July's job growth was in services, where payrolls swelled by 138,000, and in retailing, up 75,000. There were big gains at temporary help firms, in health care and at restaurants. The number of average weekly hours worked last month was unchanged at 34.6, while average weekly earnings increased to $384.75 in July from $383.37 during June.

Buoncuore Eric W. Johnson wrote 57 books, helping parents, teachers and teens School, but he gave that up after four years because he found he missed teaching, his wife said.
