But until Aug. 25, no one actually seized the ship.

Then, just a day or two after the Romance returned from repairs at a Long Beach dry dock, the San Diego County tax collector seized it and put it under guard. County officials said property tax bills from 1982 and 1983 had not been paid. Initially, owners of the Romance claimed no liability for the tax bill. Jones had sold the boat a few days before the seizure, and it was owned by a newly created firm, Marine Management Financial Corp. of San Diego, they said.

But Friday, with no public announcement, Marine Management executives met quietly with county tax officials and paid off most of the debt. "Friday at 3 o'clock, they came in and brought us a cashier's check. We said thank you, with a smile," Chief Deputy Tax Collector Paul Boland said. Boland said the county, in an unusual arrangement, had also reached a stipulation to take the remaining $1,900 out of money that would have been due Jones from Marine Management when the Romance's escrow closes. Executives from Marine Management could not be reached for comment late Monday.

But their lawyer, Robert Herndon, said they were now "determining the proper course of action" to clear other debts, including those to New York investors. "They're going to take a very responsible approach to these things, as you can see by the tax matter," he said. Last week, as his company's newly purchased ship was under guard, Marine Management Vice President Fred Moore had said the same thing. He had vowed that one day he did not wish to offer a date and disappoint investors again the ship really would cruise as promised. Until then, Marine Management would stay in San Diego.
