Dallas Trades Kicker Herrera THOSSAND OAKS, Calif. (UK The Dallas Cowboys Monday traded Jloldout fourthyear kicker Efren Herrera, the leading scorer on last season's Super Bowl champions, to Seattle for an undisclosed draft choice. "It's not a high draft choice," said Gil Brandt, vice president for personnel "development for Dallas. Herrera, 27, failed to report to training camp 21 and had ac- cumulated fines of $500 per day since.

He said he was insulted by Dallas' contract offers and sought a pay -raise to an estimated $80,000. He reportedly earned $40,000 to $50,000 in 1977 when he scored 93 points to lead NFC kickers during the regular season. The Cowboys also asked waivers Monday on Ove of Abilene 'Christian, who kicked two three extra point at- tempts and had a 27-yard Afield goal blocked during 'Dallas' first pre-season game. The trade and cut left Dallas with free agent rookie Jay Sherrill of North Carolina State and veteran Skip Butler, who had retired but who remains the property of the Detroit Lions. Coach Tom Landry has scheduled Butler, the second leading scorer in Houston Oilers' history" to handle kicking chores Saturday when the Cowboys host the Oilers at Texas Stadium.

But a team spokesman said Detroit must be compensated and Butler signed to a contract before he will be able to play. Sherrill has kicked six-of- six extra point attempts and has not attempted a field goal in two pre-season games. In addition to Johansson, Dallas asked waivers on eighthround draft choice Homer Butler of UCLA and free agents punter Donnie Fechtman of North Texas State, wide receiver Gene Washington of Georgia, guard Louis Green of Alabama, center Tim Young of Ball State, linebacker Ken Culbertson of West Virginia and defensive tackle Joe Morieno of Idaho State. hospital bulletin 'there has been change in'tKe condition 1 of paralysis since the time of injury." The 26-year-old athlete went down and lay motionless on the field for more than five minutes when Raider safety back Jack Tatum hit him as Stingley dove for a pass in the second quarter. When he arrived at the hospital, doctors diagnosed his injury as a fracture and dislocation of the vertebrae inhhsneck.

"He spent a restful night and remains in good general condition in the intensive care unit." But the doctors added that his condition had not improved from Sunday when he was able only to move his right arm slightly. "He has sensation to a limited degree in the entire body," the doctors said. There was "no further prognosis" about his eventual recovery from the paralysis. Dr. Manard Pont, a neurologist who performed a one-hour operation on the veteran Patriot receiver early Sunday, planned no further procedures, pending observation of Stingley's recovery from the first qurgery which corrected the dislocated vertebrae and put his neck in traction.

Stingley's wife, Tina, was at his bedside, and his visitors included Raider head coach John Madden and a number of Oakland players. Hitchcock Opens Drills, To Field Improved Team LARRY KUECK, O'Connell assistant coach, keeps a close watch as his Buc gridders go through morning sprints Monday. (News photo by Vince Stiglich Jr.) Lopez Main Attraction On Women 's Golf Tour HITCHCOCK-The Hitchcock High School Bulldogs opener their fall football training Monday and indications are strong that Coach Phil Bennett will field an improved team this season. The Bulldogs will workout through Thursday in shorts and shoes, and then go into full pads Friday. Bennett has nine returning starters from the Bulldogs team that posted a 3-7 season record and a 2-7 district 14-AAA mark last year. The returning starters include Arthur Cruz," Greg Spiller, Harold Reeves, Ernest James, John Lowe, NEW YORK (UPI) Ever since Nancy Lopez turned the LPGA tour into her own special showcase, it is almost as if the rest of the women golfers have, become supporting players to the star. Lopez, with eight victories this year, is the main attraction 'each week, "Playing so much amateur golf helped me to cope with all different situations on the tour," says this year's leading money winner.

"College golf also prepared me mentally because I felt I grew up quite a bit in college. pressure on me drydose, "the Arnold Palmer everyone wants to know 5 how. When she loses; everyone wants to know why. One of the other women may momentarily a of limelight with a victory, but by the time the tour reaches the next stop, the winner is forgotten. Everybody wants Nancy Lopez.

Fans converge on her for her autograph, promoters hound her for her services and the media subject her to a barrage of interviews. Her galleries usually number one or two thousand, while the other women generally attract a few hundred. "Nancy Lopez is unique," says Jane Blalock, one of the top players on the tour. "She's just what we needed. She can attract the galleries that no one else can." How Lopez has managed to remain the sweet girl- next-door is her secret.

She possesses a maturity beyond her 21 years and has handled her success with enormous class. of women's golf. It's an honor to be put next to Arnold Palmer. I want to stay in the limelight, but I don't want my life to change because of it. "You have to get used to all the attention.

Now it really doesn't bother me at all." There is no doubt that all the players recognize Lopez' value to women's golf and are extremely grateful for what she has done for, the game. It used to be that the curious came to Laura Baugh, cute and wholesome, and Jan Stephenson, lovely and sexy. But their golf games never have been as pretty as their faces and the women needed someone who combined good looks and talent. They found it in Nancy Lopez. "Let's face it.

It used to be that men just came out here to gape at the women," says Sally Little, a very attractive 26-year- Rankin Victory Case Of Justice MANHASSET, N.Y. (UPI) Judy Rankin's victory Sunday in the $100,000 LPGA Long Island Classic was a case of "justice," said her Galveston County Not Included Hearings Set On Speckled Trout Limits By A. C. BECKER JR. News Outdoor Editor Public hearings to discuss the possibility of establishing bag and size limits on speckled trout for sports fishing will be held in 14 regulatory control coastal counties during the week of Aug.

Orange, Refugio, San Patricio and Willacy. The three Galveston, Harris and surround the Galveston bays complex currently do not come under regulatory control. The Texas Parks and Wildlife Department is considering a proposal to establish a 20 speckled trout per day limit, with a possession limit of 40, along with a minimum size limit of 12 inches. The proposal is similar to speckled trout regulations recently adopted in Mississippi. The Mississippi regulations were put in to prevent an over-harvest of speckled trout.

Although there is nothing in the Texas Parks and Wildlife Department's news release on the hearings specifically stated -as over-harvest, the issue is the cause for concern of speckled trout in Texas waters. Public hearings nearest to Galveston will be at Angleton and Beaumont. The Brazoria County public hearing will be at 2 p.m., Aug. 24, in the commissioner's courtroom, Brazoria County Courthouse in Angleton. The Jefferson County hearing will be Aug.

The last major regulation passed on sports fishing catches as the Red Drum Conservation Act of several years ago. Prior to that piece of legislation, there was only a minimum size limit on redfish where sports fishing was involved. That limit was and still is 14 inches.

The Red Drum act placed a 10 per day limit on red- fish. The possession limit is set at 20 and the limits can not include more than two redfish in excess of 35 inches. "It's nice to see one of the women who really deserve it win one," said "Yippy." "Women like Blalock, Whitworth Rankin were here for a long time not making very much before these young girls were around.

The contracts for these tournaments were signed before Nancy Lopez ever came along. "Granted Nancy has done well but if you look at the record every tournament she won the others haven't been in. Judy's been crippled most of the year with her backache. This win was a big one for her and it was a little justice for the older players." Rankin, 33-year-old winner of 11 tournaments in the last two years while twice leading the official earnings list, was mired in 15th place this year, dhe winner's check Sunday boosted her to $39,360 but she only moved up to 14th place. old who is used to the gapers in her eighth year as a pro.

She's one of the nicest people you can meet. It's nice to see someone with so much talent who is also so nice. She has charisma, and that's something you can't just get." Lopez' charisma and drawing power are such that when she seemed 4o be in danger of missing the cut for the first time in her young pro life last week in the Long Island Charity Classic, it caused one of the officials to suggest that the ropes holding back the gallery were suitable for hanging. But it is that type of comment which is causing some irritation to creep in among the rest of the top players. Although they appreciate Lopez' contribution, they too would like a little recognition.

They are tired of media and answering questions about Lopez after turning in an impressive sub-par round. It is not so much what they say as how they say it. "I play Nancy Lopezand I don't think a lot of the top players do," Sandra Post said recently after fielding her 10th Nancy Lopez question. "It's tough enough playing the course." "I've never been asked so many questions about a person I don't even know," added a testy Judy Rankin, the No. 1 player in 1976 and 1977.

"The person who should be answering questions on Nancy Lopez is Nancy Lopez." Upper Coast Fimhinq Survey TUESDAY'S OUTLOOK-Continued spottyr WATER CONDITIONS-Choppy and sandy in open areas. Bennett considers team strengths this season to be offensive backs, receivers and tight ends, and defensive secondary. The team weaknesses included inexperience in the line and a lack of overall depth. Cruz will be starting his third year as quarterback of the Bulldogs. He is a fine football player and with his two years of previous starting experience, Cruz has savvy for the position. Hitchcock has two good running backs in Reeves and and a fine tight end in 215 pound 6-2 Koopman, who was a starter in his sophomore season last year.

Lowe rates as a good defensive back. James, Julian, Gonzales and Alessi give the Bulldogs some experience in the line, but after that the team will have to depend upon newcomers. Bennett is not without promising newcomers. Some of the more outstanding ones include Eddie Cruse, Kevin Mangum, Willie Lowe, Kenny Howard, Jack Click, David Slawson, Allen Stewart, Mariano Hernandez, Mark Cook, Dan O'Neal, Richard Vesquez and Barret Crooks. Hitchcock with an enrollment approximately 600 ranks as a middle size school in the tough District 14-AAA, which includes such powers as Friendswood, Bay City and West Columbia.

(UPI) It is still at the stage of being an "agreement in principle," but the Golden State Warriors management began talking like the owners of Portland Trail Blazer superstar Bill Walton Monday. "That's essentially the story," said Scotty Stirling, the Warriors' general manager. "We have an agreement in principle.

I won't comment beyond that." Owner Franklin Mieuli, who lets his chin whiskers grow just like Walton does, said he thinks Walton decided on the Warriors last Thursday. "I went up there to see him. But the deed isn't done thau easily. I'm sure he's impressed with the manner in which we run the ballclub, the personal type of non-conglomerate operation we have," Mieuli said. "But it's complicated.

I honest-to-God don't know where we are right now." Mieuli said Stirling and Warrior attorney Luther J. Avery were working out details of the club's offer to Walton. Most of the speculation going on in the Bay Area was over who the team would give up. The names Clifford Ray, Robert Parish figured in it. One of the problems, however, is that the Warriors are already weak up front and Walton won't be able to play next season until at least next March, if at all.

Bengals Lose Top Pick Browner For Six Weeks CINCINNATI- (UPI) The Cincinnati Bengals have lost their No. 1 draft pick, former Notre Dame defensive lineman Ross Browner, for the next six weeks because of an arm injury and resulting surgery. Browner was hurt in Saturday night's 14-10 preseason loss to the Detroit Lions apd underwent surgery Sunday. Team physician Dr. Ralph Richter, who performed the operation, said Browner had some of his bicep muscle torn off the bone and had to have it sewn back.

Bengals assistant general manager Mike Brown said Browner suffered the injury when he threw out his arm to ward off a block and his bicep hit the blocker's shoulder pads. "The remarkable thing was he was hurt in the second quarter and he played the whole second half," said Brown. "And, he well. "It's a tough blow for him and the team," added Brown. "He was doing well and we were counting on him.

We're still counting on him. We're just going to be short-handed for a while." The six week absence means Browner probably will miss the first four games of the regular season. The Bengals, who have lost both their preseason games so far, entertain the Chicago Bears in another exhibition game Saturday.
