believes the Reagan Administration must move away from the "silly business" of separate negotiations on intercontinental and theater nuclear weapons But because separate talks have long been under way on limitation of nuclear missiles in Europe he said the Administration should push for an interim agreement in those talks then move to combine them with the negotiations on reducing strategic forces Rep Albert Gore Jr (D-Tenn) a member of the House Intelligence Committee has advocated a moratorium and then a phasing out of large accurate ICBMs with multiple kind of missiles that could be empldyed in a first replacing them with single-warhead missiles Both the basing of the MX missile in existing silos and the development of a new single-warhead ICBM had been rejected earlier when considered
