WEDNESDAY FEBRUARY 9 1983PART PAGF 9 Coe Angeles Mmes Blue-Ribbon Panel Likely to Ask Reagan for More Time to Devise MX Basing Plan Writer talks during the Carter Administration said also that he believes the Reagan Administration must move away from the "silly business" of separate negotiations on intercontinental and theater nuclear weapons But because separate talks have long been under way on limitation of nuclear missiles in Europe he said the Administration should push for an interim agreement in those talks then move to combine them with the negotiations on reducing strategic forces Rep Albert Gore Jr (D-Tenn) a member of the House Intelligence Committee has advocated a moratorium and then a phasing out of large accurate ICBMs with multiple kind of missiles that could be empldyed in a first replacing them with single-warhead missiles Both the basing of the MX missile in existing silos and the development of a new single-warhead ICBM had been rejected earlier when considered separately by government planners Advocates of the much-ridiculed "dense-pack" proposal offered after massive opposition developed to a Carter-era plan to hide 200 missiles among 4600 shelters arranged in a "racetrack" pattern across the desert Southwest contend that some of the closely spaced missiles would survive an all-out Russian attack The theory is that many incoming warheads would destroy one another in a "fratricide" effect leaving a substantial number of MXs armed with 10 nuclear warheads each able to retaliate basing plan has a solid consensus of 17 behind it with the other 83 firmly against it" The new single-warhead missile being discussed by the committee -would rely on high mobility for security from attack being deployed aboard armored vehicles capable of moving rapidly across military installations The combination program under consideration by the panel was viewed as a way of going ahead with the MX at much less than the $26 billion-plus that the Administration estimated it would cost to deploy 100 of the missiles in the "dense-pack" mode A new single-warhead ICBM has been advocated as a means of advancing the prospect of arms control accords first-strike thus unlike ICBMs with multiple independently targeted warheads would not tempt a worried adversary to launch a preemptive first strike of his own Former US strategic arms negotiator Paul Warnke said Tuesday that phasing out missiles with multiple warheads in favor of single-warhead ICBMs would create problems in monitoring an arms control agreement because "it would require a form of
