A police officer and three other persons escaped serious injury yesterday afternoon after a sevetvmjle high-speed chase ended with their two cars colliding, police said. The chase began near W. Miracle Mile and N.

Flowing Wells when officer George Smith spotted a car with suspicious licenses plates, police said. When Smith tried to stop the car, the car's driver tried to escape by driving onto Interstate 10 to Ina Rd. and then west to Camino de los Caballos. The driver lost control of his car while turning south on Caballos, hit a tree near the roadside, careened back onto the road and hit Smith's marked patrol car, police said. Police said the fleeing car bad been embezzled from a Prescott auto dealer.

They said they arrested Charles Star, 38, John W. Roberts, 43, and Elizabeth A. Reid, 27, in the case. All gave their address as a Miracle Mile motel, police said. Jail authorities, however, said they only had Elizabeth A.

Starr, also known as Elizabeth Reid, in custory. She was charged with possession of a stolen motor vehicle. The two men were on their way to jail early this morning after being questioned, police said. $2.8 billion in tourism PHOENIX (AP) Tourism pumped $2.88 billion Into Arizona's economy last year, Arizona State University economist M.E. Bond said yesterday.

Bond headed a study that showed $147 million in sales and fuel taxes were derived from travel in 1977, and that the industry provided 66,335 jobs. Maricopa County received $1.37 billion in tourist spending in 1977, while visitors spent $659 million in Pima County, Bond said. Coconino County received $382 million and Yuma County $136 million. Court 'disappoints' Barr PHOENIX (AP) House Majority Leader Burton Barr, R-Phoenix, said yesterday that he is "disappointed" in the Arizona Supreme Court's decision to accept jurisdiction in the Chino Valley groundwater dispute. Barr said he felt the high court had a perfect "out" because the dispute had not been fully adjudicated by the lower courts.

He said the impact of a negative decision could be "disastrous." Barr and Senate leaders were instrumental in drafting last year's emergency act setting up a 25-member commission to draft recommendations for a new groundwater code by Dec. 31, 1979. A key part of that act, the section challenged by the Chino Valley ranchers, is a provision prohibiting injunctions-against pumping water from critical groundwater areas. "Injunctive relief is impractical," Barr emphasized. "Can you see a judge shutting off the water supply for the city of Prescott or throwing 10,000 miners out of work in Southern Arizona?" Schoolgirl fatally struck PHOENIX (AP) A 10-year-old girt was killed yesterday as she stepped from a school bus in south Phoenix, police said.

Officers identified the victim as Crystal Barker. They said a car driven by Claud Maulden, 20. allegedly swerved around vehicles stopped behind the school bus and hit the child as she crossed the street. Fire department officials said she was thrown about 100 feet. Police said Maulden told them his brakes had failed.

He was released pending a report by the Maricopa County attorney's office. Libertarians lose status PHOENIX (AP) The Libertarian Party is not a recognized political party in the state and not entitled to the benefits of official status, the Arizona Supreme Court ruled yesterday. In a 3-2 decision, the high court cited state statutes which require that a political party receive 5 percent of the "total votes cast" to remain on the official ballot for state offices. The court held that "total votes cast" means total votes cast for state officers. Under this interpretation, the party received 1.4 percent of the total votes cast.

The Libertarian Party, through petition signatures, was allowed to be represented by an official party ballot at the primary election of 1976. The party nominated two candidates for the House, two for the Senate and one for the Corporation Commission. The court also held that statutes which denied the party official status are constitutional because they have met tests of the U.S. Supreme Court. The decision came in suit by John Dannarr and the Lib-ertanan Party of Arizona against the state and counties of Arizona.
