John Chatley 77, retired banker; was widely active in civic affairs John Chatley 77, a retired senior vice president of Fidelity Bank and a civic leader, died Friday at Chester, 28 County years at his Hospital. home, He "May- had field." in West Chester. Mr.

Chatley retired from Fidelity Bank in 1973 after 43 years of service. At the time of his retirement, he was in charge of real estate managment, financing and development. During his years at Fidelity Bank, he negotiated contracts and directly supervised extensive mortgage investments of both Pennsylvania school and state employee retirement funds. He was the former president. of the Mortgage Bankers Association of Philadelphia.

Born in Philadelphia, Mr. Chatley graduated from Ridley Park High School in subsequently from Drexel University. He also studied at the Wharton School at the University of Pennsylvania as well as at Harvard, Columbia and Yale Universities. He served in the Coast Guard during World War IL. He was the former chairman of the West Chester Area School Authority, where he was a member for 20 years; a board member and former chairman of the Salvation Army Advisory for Southeastern Pennsylvania and a member of its executive committee for 20 years, and former County Housing Associations: a former board member and campaign vice chairman of the Philadelphia United Fund, and former president of the Chester County Art Association.

Mr. Chatley participated in the campaign to raise funds for the renovation of the Chester County Historical Society Museum. In 1976, he was the West Chester Salvation Army chairman. In 1977, he was West Chester YMCA co-chairman, and in 1979, he was the president of the West Chester United Fund. He was also a township leader and organizer for Civil Defense in Delaware County.

He also served on the governor's and president's committees on the aging. His wife, Ruth Sinclair Chatley, died in 1986. Mr. Chatley is survived by two sons, John 3d and Frederick a daughter, Marcia Gregory; four grandchildren, and one great-grandchild. Services will be held at 11 a.m.

Thursday at the Bradford Friends Meeting, Marshalton Village, West Chester. Interment will be private. In lieu of flowers, contributions may be made to the educational fund at. Bradford Meeting, Box 283, West Chester, 19381. Caroline Reutter, retired educator Caroline L.

Reutter, 81, of the Franklinville section of Franklin Township, a retired township elementary school principal, died Friday at her home. Miss Reutter was a Philadelphia native and longtime Clayton resident. She lived in Franklinville for the last six years. She was a graduate of Glassboro State Normal School. and received a master's degree from Rutgers University in New Brunswick.

Deaths here Peter F. Hughes, 88, a landscaper for more than 50 years, died Friday at the Torresdale Division of Frankford Hospital. He lived in Bensalem, Bucks County. Mr. Hughes worked as a landscaper for the Sisters of the Most Blessed Sacrament at the order's motherhouse at St.

Elizabeth's Convent and St. Michael's Hall. 1663 Bristol Bensalem. He was a member of St. Charles Borromeo Church.

Survivors: son, Peter daughters, Mary T. Zubrzycki and Kathleen F. Uphoff, and nine grandchildren. Services: friends may call, 7 to 9 p.m. Monday, Hoffmann Funeral Home.

EVA NOWAK KLEIN, 73, of Oaklyn, died Friday at Cooper Hospital-University Medical Center, Camden.

DAVID J. LAVERY 76, of Glassboro, formerly of Deptford and South Philadelphia, died Thursday at Kennedy Memorial Township Division. Mr. Lavery, was an employee of the Pennsylvania Railroad for 36 years and was a member of the Brotherhood of Railway and Airline Clerks. Survivors: two sons, John of Maple Shade and Robert of Houston; a daughter, Trudy Duerr of Ardmore, four grandchildren; a brother, Robert Woodbury, and two sisters, Mary Bailey of California and Margaret Stringfellow of Pennsylvania.

Mr. Chatley was also a 32-year board member and former president of the board of the Glen Mills School; a 20-year board member of Paoli Memorial Hospital; a board member of the former Philadelphia and Chester The Caroline L.

Reutter School on Delsea Drive in Clayton was named for Miss Reutter, who worked in the township school system for 50 years. Miss Reutter was a member of the New Jersey Education Association, the New Jersey Retired Teachers' Association and the New Jersey Principals' Association. She also was a member of the First Baptist Church of Clayton, where she served as the church clerk and taught the women's Sunday school class for 50 years. of the city. Born in Baltimore and a graduate of Howard University, she came to Philadelphia to earn a master's degree in social work at the University of Pennsylvania and stayed to work in the field.

She worked for the Women's Christian Alliance here until she retired in 1982. She was a member of Delta Sigma Theta. Survivors: sons, Walter Jackson Chandler Jackson and Robert Jackson; stepsons, Craig and Gary; daughters, Jernice Thomas and Rosamond Chamberlain; three sisters, 12 grandchildren: six stepgrandchildren, and a great-granddaughter. Two small planes attempting to land at an airport collided, exploded and crashed into Tampa Bay yesterday, killing the three men aboard, authorities said. The bodies of the three men were found in the wreckage, which was scattered over half a mile in shallow water alongside Albert Whitted Airport, said U.S. Coast Guard Petty Officer Chuck Rose. One victim, flying a single- engine. four-seat Beech Sundowner, was identified as Roy E.

Lindenmuth, 70, of St. Petersburg. The identities of the two men aboard the second plane, an antique Commonwealth, were being withheld pending notification of relatives, said Rose. Mrs. Prendergast was a member of Our Mother of Good Counsel in Bryn Mawr. E. Gerhardsen, 91; led Norway after the war Associated Press OSLO, Norway Einar Gerhardsen, who as prime minister led Norway through its postwar reconstruction and was the chief architect of its welfare state system, died yesterday at age 90. The national news agency NTB said Mr. Gerhardsen died at a Lilleborg nursing home. He was hospitalized with heart trouble July 9.

His sons Rune and Truls and daughter Torgunn were by his bed when he died. In an address to the nation, Prime Minister Gro Harlem Brundtland called Mr. Gerhardsen "the most towering Norwegian personality of the 20th century." Mr. Gerhardsen was born May 10, 1897, in Asker just south of Oslo, to a working-class family. He entered the Young Socialist Movement as a teenager and soon became active in union and Labor Party activities.

He was mayor of Oslo when Germany invaded Norway on April 9, 1940. He fled the country but returned as a resistance fighter. He was captured by the Nazis and spent years in a concentration camp. In June 1945, Mr. Gerhardsen, then head of the Labor Party, formed Norway's first postwar cabinet, a coalition of all major political parties.

He left the government in 1951 to become president of the Storting, or parliament, but returned in 1955 to serve 10 years as prime minister. He retired from politics in 1972 after Norwegians voted in a referendum against joining the European Economic Community.
