OBITUARIES John Chatley 77, retired banker? active in civic affairs County Housing Associations: a for was widely John Chatley 77, a retired senior vice president of Fidelity Bank and a civic leader, died Friday at Chester County Hospital. He had lived for 28 years at his home, "May-field," in West Chester. Mr! Chatley retired from Fidelity Rank in 1973 after years of service.

At the time of his retirement, he was in charge of real estate managment, financing and development. During his years at Fidelity Rank, he negotiated contracts and directly supervised extensive mortgage investments of both Pennsylvania school and state employee retirement funds. He was the former president, of the Mortgage Rankers Association of Philadelphia. Born in Philadelphia, Mr. Chatley graduated from Ridley Park High School in 1928 and subsequently from Drexel University.

He also studied at the Wharton School at the University of Pennsylvania as well as at Harvard, Columbia and Yale Universities. He served in the Coast Guard during World War II. He was the former chairman of the West Chester Area School Authority, where he was a member for 20 years; a board member and former chairman of the Salvation Army Advisory Board for Southeastern Pennsylvania and a member of its executive committtec for 20 years, and former Caroline Reutter, retired educator KALL Sept. Gerhardsen, 91; led Norway after the war Msocialcd Press OSLO, Norway Einar Gerhard- sen, who as prime minister led Norway through its postwar reconstruc tion and was the chiel architect of its welfare state system, died yesterday at age 90.

The national news agency NTB said Mr. Gerhardsen died at a Lille- borg nursing home. He was hospital ized with heart trouble July 9. His sons Rune and Truls and daughter Torgunn were by his bed when he died. In an address to the nation, Prime Minister Gro Harlem Brundtland called Mr.

Gerhardsen "the most towering Norwegian personality of the 20th century. Mr. Gerhardsen was born May 10, 1897, in Asker just south of Oslo, to a working-class family. He entered the Young Socialist Movement as a teenager and soon became active in union and Labor Party activities. He was mayor ot Oslo when Germany invaded Norway on April 9, 1940.

He fled the country but returned as a resistance fighter. He was captured by the Nazis and spent 3'6 years in a concentration camp. In June 1945, Mr. Gerhardsen, then head of the Labor Party, formed Nor way mai puatwiii LULimut, a coalition of all major political parties. He left the government in 1951 to become president of the Storting, or parliament, but returned in 1955 to serve 10 years as prime minister.

He retired from politics in 1972 after Norwegians voted in a referendum against joining the European Economic Community.
