William Glynn, 84, whose philanthropic works began shortly after he emigrated from Russia 65 years ago, died yesterday at Lankenau Hospital. Brought to the United States through the efforts of an uncle in 1922, Mr.

Glynn later was active in sponsoring Jewish emigrants from Europe in the early days of the Holocaust. His cousin helped him get his first job, as a cap-maker in a factory at 10th and Race Streets. Within a year, he decided to go into business for himself, opening a restaurant on South Street that did not make money because Mr. Glynn had difficulty refusing food to those could not afford to pay, his family said yesterday. He then closed his restaurant and became a street peddler, offering men's hats and shirts, and women's hosiery from a sidewalk stand.

From this venture, he got the idea of becoming a clothing manufacturer, and he opened a small shop on Market Street, where he became a jobber of women's hosiery. The business prospered, and he moved his shop to the 400 block of North Third Street, making connections with hosiery mills in Kensington, Reading and Burlington, N.J. The more he prospered, family members recalled yesterday, the more aid Mr. Glynn gave to the A Barmine, Soviet who defected Associated Press WASHINGTON Alexander G. Barmine, 88, who was a brigadier general in the Soviet Red Army when he defected in 1937 and who later became a private in the U.S.

Army, has died, family members said yesterday. Gen. Barmine's daughter, Margot Hornblower, said he died Christmas Day from complications after a stroke. Gen. Barmine, a native of Mohileff in Byelorussia, had been living in Chevy Chase, a Washington suburb.

As a naturalized American, Gen. Barmine had a long career in journalism and government service. In 1945, he wrote One Who Survived, a book about his experiences in the Soviet military and diplomatic services that was translated into 23 languages. He defected during Joseph Stalin's purges of his general Staff. Gen.

Barmine had been associated with Marshal Mikhail Tukha-chevsky, who was executed. Gen. Barmine had a master's degree in Farsi, the Persian language, and was consul general in Resht, Iran, and charge d'affaires in Athens before he fled to the West, disobeying an order to return to Moscow, Where he later was sentenced to death in absentia. Gen. Barmine headed the Russian Services of the Voice of America from 1948 to 1964 and was a senior adviser on Soviet affairs to the U.S.

Information Agency until 1972. He lived in France after his defection and came to the United States in 1940. He served in an antiaircraft artillery unit of the U.S. Army from 1942 to 1943. A New York Times article about him at the time said that although his background was known to superiors, he did not disclose to fellow soldiers that he had been a Red Army general.

Gen. Barmine worked in radio communications and wrote for Reader's Digest, the Saturday Evening Post and other publications before joining the Voice of America. He is survived by his wife, Halyna; a-jn; three daughters, and three gfandchildren. Jehn Chidester, retired Phila. police detective John Chidester, 49, a retired Philadelphia police detective, died Saturday at his home in the city's Frank-ford section.

He had been hospitalized recently with stomach problems and had been in poor health for some time, according to a friend, Robert Shu-berf, who is also a retired police detective. Mr. Chidester, a lifelong Frankford resident and graduate of Frankford High School, received numerous commendations during his police ca-reef, which began in 1962 after a four-year stint in the Army. In the early 1970s, he was praised by several Philadelphia banks for his work in solving a series of Center City holdups! Mr. Chidester was promoted to detective in 1966.

He served the next 19 years in the Central Detective Division' in Center City until his retirement in 1985. He is survived by his wife, Ellen; two sons, Michael J. and John 3d, and a broiher and a sister. A viewing will be held from 7 to 9 p.mrtomorrow at Aldworth Funeral Home, Decatur and Charles Streets, in Holmesburg. Services will be held at 11 a.m.

In 1975, he was honored as Man of the Year by Histadrut, the Israeli labor organization, in recognition of his fund-raising efforts for Israel. Until his death, he made charitable contributions in the names of the River Park House, where he lived, and would send along notes wishing the recipients good luck.

Through the years, Mr. Glynn also donated furniture, rehabilitation equipment and bicycles, and provided entertainment for patients at Valley Forge Veterans Administration Hospital. When Wilkes-Barre was hit by severe floods in the 1960s, Mr. Glynn rounded up and delivered two carloads of relief supplies, his family recalled. In 1958, Mr.

Glynn leaped into the Schuylkill to save a drowning woman, then gave her a job so she could afford psychiatric care, his daughter said. He is survived by his wife, the former Fannie Kutzowsky; a son, Morris; a daughter, Claire Sachs; eight grandchildren; two greatgrandchildren, and three sisters.
