Broad St. Killing cited at relief site in Ethiopia By Jerry Gray Associated Press NAIROBI Ethiopian troops killed 20 people when thousands of drought victims at a food relief center refused to leave a northern region where rebels are fighting the Marxist government, sources said yesterday. The shooting occurred Monday at ine nonnern town ui rvorem 111 i igi province, where the drought victims had gathered for monthly emergency rations, the sources said. "Troops surrounded the distribution center and started pushing them into trucks," said Haile Kiros Ges-sesse, an official of the rebel Tigre People's Liberation Front. "People ran away and that's when troops opened fire, killing 20 and wounding many more," he suid by telephone from London.

Relief officials in Ethiopia's capital, Addis Ababa, said the drought victims offered only passive resistance before soldiers responded with gunfire. Both Haile and the relief officials quoted witnesses as saying troops were forcing the peasants to relocate. After the shooting, 17 trucks were used to ferry up to 3,000 people for resettlement, said one Western relief official, speaking by telephone from Addis Ababa. A spokeswoman for Michael J. Priestley, head of U.N.

relief operations in Ethiopia, said that he was investigating the incident and that he had requested an urgent meeting with the commissioner of Ethiopia's Relief and Rehabilitation Commission. Tigre and its northern neighbor, Eritrea, have been hardest hit by a drought that threatens more than five million Ethiopians with starvation. The drought in the north has been exacerbated by insurgencies, including a 27-year-old civil war in Eritrea. Ethiopia's Marxist government began a voluntary resettlement in November 1984 with the goal of moving 1.5 million people from the overpop-ulated, drought-ravaged north to unused, verdant land in the south and west. At least 600,000 people were resettled before the government, under criticism, halted the program in February 1986.

Critics said the government's aim is to depopulate the north to remove support for the rebels. JACKSON CHARLES en Beb. 10, 1988, ef Mt. Airy, husband of the late Marv E. Jackson (nee Duke), father ef Mrs.
