He turned it around for the Democrats." Mr. Williams, known for his green polka-dot bow ties, was born Feb. 23, 1911. He was an heir to the Mennen toiletries business, from which came the nickname "Soapy." In a December 1986 interview, he told the Associated Press that it was while he was in law school that he decided to be a Democrat. "I was tremendously impressed by Franklin Roosevelt and the New Deal," he said.

Mr. Williams said that when he became governor Michigan had been hit hard by the Depression, especially the working people who had fled to Detroit and its auto factories after Henry Ford came up with the $5 workday. "I vowed I would do what I could to help the underdog," he said. He graduated from Princeton University and the University of Michigan Law School. Services were scheduled for Friday in Detroit.

Mennen "Soapy" Williams, 76, the bow-tie-wearing Democrat who served six terms as governor of Michigan and then became chief justice of the state Supreme Court, died yesterday. Mr. Williams suffered a massive cerebral hemorrhage Monday night at his home in Grosse Pointe Farms and never regained consciousness. He was pronounced dead at 2:22 p.m.

at St. John Hospital in Detroit, spokeswoman Dorothy Columbo said. "A giant has fallen," Gov. James Blanchard said in a statement. "He was a giant in Michigan politics and in Michigan life.

No one gave more unselfishly to the public good in Michigan than Governor Williams." Mr. Williams' wife, Nancy, and their three children were at the hospital at the time of his death, said Tom Farrell, spokesman for the state Supreme Court. "He will be remembered always as the governor of the people and a justice of the people," said Dorothy Comstock Riley, a Supreme Court justice. "His parting is painful, but our memories of him run long and deep." Mr. Williams had recovered from 1983 surgery for prostate cancer, Kar-rell said.

Mr. Williams had had no recent health problems, said Ralph Dclisio, director of the intensive care unit at the hospital. Mr. Williams was Michigan's governor from 1949 to 1960 and a chief justice of the Michigan Supreme Court from 1983 to 1986. He was forced to retire from the Supreme Court because of his age.

L'nited Press International SAN DIEGO Heather O'Rourke, the 12-year-old star of the Poltergeist films who chilled moviegoers with the eerie line "They're heeere!" died of septic shock during intestinal surgery, hospital officials said yesterday. Officials said Heather suffered from an acute obstruction of her intestines and shock resulting from bacterial toxins in her blood.

She went into cardiac arrest Monday morning as she was being taken to Community Hospital in El Cajon. Her heart was restarted at 9:25 a.m. and she was flown by helicopter to Children's Hospital of San Diego, said hospital spokesman Vincent Bond. She was diagnosed as having a bowel obstruction caused by "a congenital anomaly" and underwent surgery at 12:45 p.m. She died two hours later of the continuing shock caused by toxins released by bacteria in her blood, Bond said.

Bond said he did not know when she first became ill. He said he had no information on whether Heather had a history of intestinal problems or whether the family was aware of the congenital malformation that caused the fatal blockage. The O'Rourke family was not available for comment. The girl's manager, Mike Meyer, earlier said she had come down with the flu Sunday evening, but that her parents at first did not believe her condition was serious. G.

Mennen Soapy' Williams vcrsity of Detroit Law School and headed a leadership program at Oakland University. He was the state's longest-serving governor until Republican William Milliken, who was governor from 1969 to 1983. Mr. Williams was elected to six two-year terms, still a record for the number of gubernatorial elections won in Michigan, and lost only one election in his 50-year political career the 1966 race for the U.S. Senate.

Governors now serve four-year terms. As governor, Mr. Williams presided over an economic crisis marked by a state "payless payday," and was instrumental in pushing the early civil rights movement. She was named Woman of the Year in science in 1951. When she could, she worked with her husband, the late Professor William F.

Price, 49, former associate professor of pediatrics and community medicine at Temple University's School of Medicine, died of pneumonia Monday at his home in West Philadelphia. A pediatrician who had worked in Philadelphia hospitals since 1969 and had served as chairman of the pediatrics department at Albert Einstein Medical Center, Northern Division, Dr. Price went into semi-retirement in 1984 to write children's books. A graduate of Birmingham Southern College, he earned his medical degree at the University of Alabama. He served with the Air Force, working at Tachikawa Air Force Base in Japan.

He returned to serve his residency at St. Christopher's Hospital for Children.
