Vote counters' break irks McGovern staff COLUMBUS, Ohio (AP) Secretary of State Ted W. Brown said early today a member of Sen. George McGovern's presidential campaign staff threatened to sue him for allowing the Hamilton County Board of Elections to interrupt its vote counting. Brown agreed to let the Hamilton County workers quit at 6 a.m. with a promise they would resume counting at 6 p.m.

Brown did not identify the person who made the threat, but said he asked the party to have McGovern's attorney contact him. He later talked to another person in the McGovern headquarters and explained he allowed the interruption because the Hamilton County staff was tired. He suggested that any complaint be made to John A. Wiethe, Hamilton County Democratic Chairman who also is chairman of that county's board of elections. The Ohio Supreme Court earlier denied a McGovern request to impound ballots in Cuyahoga County because his chief opponent for Ohio's 153 national convention votes, Sen.

Hubert H. Humphrey, held a private meeting with election officials there. Brown said Wiethe had estimated it would take 12 hours to complete the Hamilton County count. "I feel it can be done in 10 hours," Brown said, "because they now have the advantage of experience." KiefferJr. (R). ....661 ....439 By JACKCARPENTER With a record primary turnout of 19.382 voters in Tuscarawas County Tuesday, the unofficial elections board count was not finished until this morning. Lateness of the windup was attributed, in a large measure, to confusion on the part of precinct workers when they counted presidential delegates and alternates and made poll book entries.

tions board was 2F in New Philadelphia, whose workers arrived at 8:50. IT WAS'T LONG before board checkers were running into problems and by 12:30 the lineup of precinct workers waiting to report extended outside the north entrance of the courthouse. Checkers explained what corrections had to be made in poll books and then presiding judges and workers huddled to carry out instructions. The total of 19,382 votes comprised 15,280 Democratic ballots, 4081 Republican and 21 American Independent Party.

The 1968 primary total was 14,551, or 4831 less than Tuesday. The 1970 primary total was 12.298. Comparing the 15,280 Democratic votes cast Tuesday with the 10,122 cast in 1968, when there was a sheriff contest, shows a difference of 5158 votes. The large increase may be indicative of a Republican switch to the Democratic ledger..
