The new discount rates understate the actual return to investors 5.69 percent for three-month bills, with a $10,000 bill selling for $9,860.20, and 5.79 percent for six-month bills selling for $9,719.40. The nation's basic money supply rose $8.7 billion to a seasonally adjusted $731.0 billion in the week ended Dec. 22, the Federal Reserve Board reported. The basic money supply includes cash in circulation, deposits in checking accounts and non-bank travelers checks. For the latest 13 weeks, the money supply averaged $710.3 billion, a 15.8 percent seasonally adjusted annual rate of gain from the previous 13 weeks.

Pennwalt Corp. has acquired Phar-masol Corp. of Easton, a maker of aerosol drugs and fragrances. Pharmasol, which reported revenues of $11.8 million last year, will operate as part of Pennwalt's pharmaceutical division. Terms of the deal were not announced CertainTeed Corp.

of Valley Forge said it had purchased Air Vent a privately held manufacturer of attic and roof ventilation products. Air Vent, based in Peoria Heights, 111., has annual sales of about $12 million. Terms of the purchase were not disclosed. O'Brien Energy Systems has signed an agreement to sell steam to a Du Pont Co. photochemical manufacturing plant in Parlin, N.J.

Mobile Field Office, headquartered in Berlin, Camden County, rents office, storage and over-ihe-road trailers for commercial use. Its gross income in 1985 was $7.5 million.
