July 4. Is the election of senators by the direct vote of the people, a good Idea? Is It worth while? Will It cause members of the senat to have more or less regard for pre-election 'promises? Although only a short time has passed since the direct election of senators became the law, those who have been familiar with senate atmosphere for years, declare It has changed considerably, and for the bet-er. A significant thing in this connec-i tion has just occurred. For the first time in the history of the government, the average rate in a tariff bill has been reduced In the senate. The average rate In the senate tariff bill is 2 per cent lower than the average rate in the house bill.

At the same time, the senat amendments will result in the government receiving some $3,000,000 more in revenue annually than under the house bill. The senate has changed. There is no doubt about that. A knowledge that If they desire to remain In public life they must-have some record for campaign promises, seems to be working out for the public good. Parcel Post Rates.

Too High. The excellent and very successful parcel post system now in vogue In ilie United States is making a lot of money for Uncle Sam. In fact, it is making altogether too much money. The public is being charged too high rates. The parcel post Is cleaning up profits at the rate of over $20,000,000 a year Nearly two-thirds of the gross revenue received from carrying parcels is clean profit.

Representative David J. iLewls of Maryland and Oeorge J. Kindell of Colorado have been laboring with Postmaster General Burleson to get him to reduce the rates. The law gives the postmaster general full power to do anything he wants in the way of reducing rates or increasing efficiency. A GOOD INVESTMENT.

Lamar, long a mysterious character in Wall street, who has been 'mentioned in the lobbyb investigation in Washington, and Edward Lauterbach, the prominent New York lawyer, whose name was also brought into the case, have been well known among financiers for many years.

Lamar is suspected of having telephoned to New York lawyers, who acted for railroad fnanciers, slating he could influence the action of congressmen in connection with legislation about the roads. Lauuter-bach was borught into the case by Robert S. Lovett, chairman of the board of directors of the Union Pa cific, who said the lawyer sought em ployment in connection with the sale of the Southern Pacificc stock owned by his company. The Mesa team's aggregate final score was 4,744 and that of fhe Phoenix rifle club 4,735, giving Mesa a margin of victory of nine points. Jn the first telegraphic match, on April 27, the Phoenix rifle club took ftrst with 784 points, with Troop of Morenci, second with "77, Company of Mesa third with 768 and Tucson rifle club fourth. with 745. To Good To Be True.

In the second contest, on May 11, Troop of Morenci startled the rifle world by piling up a score of 816 and in the third match, on May 26,. by shooting the records full ot holes by establishing a score of 862. Jt-4d enveloped, however Troop A was not observing the rules of the contest, the first inkling of that fact coming from the Trocy A team cap-aln, who to Jr( (Roskruge stating that he was fearful that his team was not shooting according to rules and asked to be advised. The series of matches had progressed so far that to have started all over again would have been Impossible, but Secretary Roskruge did liot desire to rule the troop team out of the contest altogether. After consulting with members of other rifle teams interested, he instructed the troop team to continue the series, shooting under the rules' of the contest, and that If the team was leading at the close of the contest it should shoot against the second high est team for possession of the trophy No further advices were received from the Morenci team and it did not participate further in the matches Under scrutiny the "record scores" made by the Morenci troop team fall to pieces, for instead of shooting according- to the rules of the contest, which were perfectly understood by other teams entered, the team shot and shot until it made scores which were regarded as sufficiently high and then turned in the high ones for the team score.

That explains the wonderful eagle eyes and trigger fingers of the Morenci team. When the Morenci team voluntarily disqualified itself it left the race after that to Company at Mesa and the Phoenix rifle club. In the second match Tucson scored 774 and in the third 753. They shot no more after that, owing to the fact that a combination of circumstances and misfortunes shot the team to pieces. Thrilling Close.

The Mesa-Phoenix contest remained ar thriller to the last. In the first match the Phoenix team defeated its rival by sixteen points; in the second Company retaliated and defeated Phoenix by 33 points. In the next contest, May 25, Phoenix came back strong it "saw" Mesa's 780 points and raised it by 28 points, re-establishing Itself in the lead. In the following match fortune switched again to the Mesa team, which scored 809 points to the Phoenix team's 778, a thirty-point victory, and reclaimed the lead again. Interest was heightened on June 22, when the two teams, now the only ones competing, shot as follows: Mesa 801.

Phoenix 816. This left Mesa still leading, but Its margin cut down to 4 The final match, shot last Sunday, was almost as close and fully as exciting. 'Mesa shot 788 and Phoenix 783. giving the trophy by a margin of 9 points. The Individual scores made by the members of the Mesa team are being compiled at present by Secretary Roskruge and will be engraved upon the beautiful cup which will be presented them by Mr.

Roskruge. Shoot It Success. "Despite the fact that the Troop A team dropped out of the race after the second match and the fact that the Tucson team was hard-hit by a combination of circumstances, I believe that the contest was a great success," declare Mr. Ruskruge yesterday. "The weather was an untoward factor during1 the latter part of the contest, but it should be remembered that occasion for shooting with serious intent is just as likely to arise in hot weather as in pleasant weather and the rifleman who can shoot and hit regardless of the status of the thermometer Is the successful rifleman." Several things conspired to break into the team work of the Tucson rifle team.

Several of the expert riflemen of the company had to go to Phoenix to attend the officers' school, private business pulled others out of the contest and illness struck down others. The final score of the Tucson team, which participated In only three matches, cannot be considered, fairly, as being the Tucson brand of marks manship, for the local team has long held a reputation for being able to hit the bull's eye slam-bang in the pupil.
