Oivind Osteng, spokesman for Prime Minister Gro Harlem Brundtland, said yesterday that the bullets were turned over to police. It was not known who sent the bullets. Norwegians are in the midst of an emotional debate leading up to their Nov. 28 referendum on whether to join the European Union.
