Last week, three-month bills brought an average discount rate of 2.37 percent, and six-month bills averaged 3.05 percent VS. Treasury instruments can be bought directly through Federal Reserve Banks or their branches there are none In Arizona or the Department of the Treasury. "Auctions of three- and six-month bills are held weekly, and bills with a 52-week maturity are offered every four weeks.

Offerings of longer-term instruments have less precise dates. The minimum acceptable dollar amount for an application for bills is $10,000. Treasury notes and bonds are Issued in denominations of $1,000, $5,000, $10,000, $100,000 and $1 million with the exception of notes with terms of less than four years, which have $5,000 minimum denominations. Treasury bills do not bear a stated interest rate, but are sold at a discount from par. The owner does not receive interest payments during the life of the Investment Instead, the difference between the purchase price of the bill and the amount paid to the owner at maturity (par) represents the interest on the bill.

Treasury notes and bonds bear a stated interest rate and the owner receives semiannual Interest payments. The Interest Income is exempt from Arizona income taxes, but any profit or gain made on the sale of Treasury instruments is taxable. Those Interested in purchasing the various Treasury issues may do so by mall. A spokeswoman at the Federal Reserve Bank Branch in Los Angeles said a cashier's check postmarked the day before the bills' auction will be accepted for that auction even if the check is received days later. Personal checks are not accepted for Treasury bills.

However, personal checks may be mailed postmarked the day before the auction for Treasury notes and bonds. Checks will be accepted even though they may be received after the auction, provided they are properly postmarked, she said. Jackson moved to Scottsdale in 1960, and in 1971 he and Thomas Barrett III started the Scottsdale Car Auctions. Tucson restaurants receiving the award were Anthony's In the Cata-linas and Janos. Royal Buick received the automaker's "Best in Class" award recently.
