By James. Carroll Inquirer Washington Bureau WASHINGTON Amid concerns over budgetary red ink, the Navy is planning to take the battleship Missouri on a nearly round trip for a recommissioning ceremony next month at a cost that outraged congressional critics say could run as high as $5 million. At the May 10 ceremony in Snn Francisco, the World War II ship, on which Japan formally surrendered to the United States, will be welcomed back into the active fleet. Navy officials say the ceremony will cost no-more than any other warship TRU5T COMPANY OF PHILADELPHIA Brandt, Mary-Ann Schmidt, Edw. Schmidt.

"In today's budget crunch it just makes no sense," said Rep. Dan Lun-grcn whose distrjct includes the Long Beach "shipyard.

Lawmakers; Long Beach Naval Shipyard union officials and Navy sources estimated the cost of the Missouri's round trip at anywhere from $250,000 to S5 million. The cost, the congressmen said, includes fuel lor the trip, temporary facilities to handle the Missouri in San Francisco and transportation' of the families of the Missouri's 1,500 crew members, most of whom live in southern California. In addition, 400 to 500 people at the Long Beach shipyard will be out of work many without pay while the Missouri is away, the congressmen said. Most of the congressional delegation in the San Francisco Bay area, and many local officials, have vociferously opposed the Navy's decision to base the Missouri in San Fran- I Cisco, starting in 1989.
