Penrose Pledges His Support 5 Special to The Inquirer. INQUIRER BUREAU, POST BUJLDIXQ WASHINGTON, D. Oct. 17. That there is an ever growing sentiment in Congress in support of a programme of adequate national defense, is indicated by letters from Senators and Representatives to the National Security League, some of which were made public here today.

Representative George W. Edmonds, of Philadelphia, in a recent letter to the league's headquarters here, 6ays he has spent six months investigating army and navy conditions and declares as a result of his inquiry he "favors legislation which will place our country in a state of preparedness commensurate with its greatness, and to preserve its standing anions the other great nations." Senator Boies Penrose, of Philadelphia, also writes as follows: "I am in hearty accord with the purposes of the National League and I am an earnest advocate of national preparedness. 1 shall be glad to do all 1 can at the approaching session of Congress to co-operate with the National Security League and in every other direction to bring about these results." The replies are nearly all favorable for legislation looking toward more adequate preparedness for national defense, although there are one or two "members who express themselves in op position to any -increase whatever in the army and navy. It is evident from the attitude of Representative Warren Worth Bailey, of Pennsylvania, that any improvements in the national defense will be fought by an organized group of representatives. In view of this fact the leaders of the league's movement have redoubled their efforts to impress upon each of the congressmen, through organized public sentiment, the absolute necessity of adopting the recommendations of the army and navy boards.

Oct. 17 Recommending a cheaper postage for local delivery letters in Philadelphia and other large ciiks, Senator John W. Weeks, of Massachusetts, in a statement made public today advocated a reduction of the City delivery rate from two cents to one cent. Senator Weeks, who is a prominent member of the Senate Committee on Postofrices and Postrcads. mil) make a determined effort in next Congress to secure the reduction in local delivery rates, believing that it will greatly facilitate business transactions in the large Said he: legislation made necessary by the European situation takes up all the time of the forthcoming Congress.

OBITUARY Mrs. Mathilda Latare After an illness of five weeks, Mrs. Mathilda Latare, mother of Mrs. R. Penn Smith, of Strafford, died on Saturday night at the home of her daughter.

Mrs. Latare, who was the widow of a former Consul General to Haiti, was a native of The Hague, Holland. She made her home at 1230 Spruce street. The funeral will be held tomorrow morning at the Smith, residence. Interment will be in Greenwood Cemetery, New York.

Mrs. Emeline Maddock Mrs. Emeline Maddock, widow of John Bringhurst Maddock and only daughter of the late Samuel Allardyce, died at Hamilton court on Saturday, after a prolonged illness. She is survived by three daughters, Mrs. John H.

McQuillen, Anna Baugh Maddock and Emeline Maddock, and one grandson, John Hugh McQuillen. The funeral services will be held on Tuesday afternoon, from the residence of Dr. Daniel N. McQuillen, at 2048 Upland way, Overbrook. DIED ADAMS.
