"All the police transfers will amount to nothing without removals "of higher-up police officials." said the District Attorney. nothing more than police shifts have been accomplished by the end of the week's eraee given by the government representative. Lieutenant Colonel Hatch, the result will be that the Fosdick agents, my agents, the Intorchurch Federation agents and all reform bodits will form a close alliance and finish the job." In these words the District Attorney of Philadelphia county labelled the Mayor's clean-up methods thus far as camouflage, and threatens to expose its false pretense. Mr. Rotan was referring directly to yestrrday-'s latest developments, which consisted of the transfer, apparently over the head of Director Wilson, of Lieutenant Davis Bennett, defendant in the Fifth ward murder, from the Third and Delancey streets station to Moyamensing nvenue and Dickinson streets, exchanging places with Lieutenant William Daly; Hie shiftinnr of Lieutenant Charles Kun-Ide to the Tenth and Pmttonwood streets, or tenderloin, station, exchanging places with Lieutenant Howard Laweon, who is it present under suspension.

The Mayor's announcements of the positive retention of the three principal heads in the Department of Public Safety were made at 10 o'clock last night, as be left his City Hall oftice, where, earlier in the evening, he had conferred with "Wilson and Davis together, and, later, with Robinson, in the presence of Detective Alfred I. Souder. Deprived of Real Authority Tlut whatever may be said of the causes -or influences which have made "VY ilson, Davis and Robinson immune in the police "shake-up," which the Mayor himself promised, it can be said upon the very best authority that, so far as concerns the vice probe and near-crusade, thcv have been deprived of all author-ity. Upon equally reliable authority it can said that the Mayor now has in his own possession, or where he cou'd reach if within a few moments' notice, sufficient evidence of vice conditions and police inefficiency, or worse, to blow the did off the entire Police Department and eradicate one or more of the highest police heads from the administration map. Thus far the Mayor has not called for 8.11 of that information, nor attempted make it of any actual or lasting use.

Kvid'ence now in the hands of -the Mayor corroborates charges of the Inter-Church" Federation's War Time Committee and proved it was justified in its letter to the Mayor some weeks ago, in which it declared that the police and politicians protected and profited by vice. Lieutenant Colonel C. P. Hatch, Marine Corps, knew the Mayor engaged outside detectives, he stated, and was not the least surprised at the Mayor's announcement of vice graft evidence.

Rotan Not Surprised District Attorney Samuel P. Rotan was even less surprised at the Mayor's discovery than either the Inter-Church Committee or Lieutenant Colonel Hatch. Mayor Smith refused to make any statement as to what he was going to do with the proofs of vice graft in his hands. When or how he would make an expose or whether he would make it at all, he did not answer. The Mayor did not state that the proofs of crime in his hands would be used to begin prosecutions.

The Mayor-did not consult District Atorney Rotan about his evidence. The most significant of the police shifts was the removal of Lieutenant Bennett, from the Third andDeLancey streets station. As Director Wilson had said that lie would not transfer Bennett under ar.v conditions, it was fur ther proof that Mayor Smith had gone over the head of Director ilson. The transfer was ordered by Superin tendent James Robinson after a conference with Bennett at his office. Bennett had just come out of the Court of Quarter Sessions where he pleaded not guilty before Judge Carr, when arraigned on the indictments growing out of the Fifth ward murder.

In one case the Mayor and Bennett are charged together with others for conspiracy to violate the Shern law against the use of the police in politics, although the Mayor has been granted a separate trial. Bennett Not Worried Only removals of higher up9 and punishment for those protecting and profiting by crime will amount to anything in the opinion of Mr. Rotan. In juxtaposition with Mr. Rotan's comment, the views of Lieutenant Bennett himself on his removal wcrrj significant.

He said: "The change makes little difference to me. I am an officer and will do my duty wherever I am assigned." "It was upon the basis of my own investigator's reports that I have repeatedly stated that police and politicians -were profiting by protection of vice dens in this city said Mr. 'Rotan. "Just at, the time that my evidence was approaching the point when I could have made a lot of arrests, the Fos-dick-Daniels report came along and up--sct my plans. My evidence was not at the time so complete as to make sure of convictions.

"But this thing Avill not be permitted to go up in political smoke. All the police transfers will amount to nothing without removals of higher up police officials. I will not say I mean Director, assistant director, superintendent, captains or lieutenants when' I say removals, but I do not mean sergeants and patrolmen. "If nothing more than police shifts have been accomplished by the end of the week's grace given by the government's representative, Lieutenant Colonel Hatch, the result will be that the Fosdick agents, my agents, the Inter-church Federation agents and all reform bodies will form a closer alliance and finish the job." Consistently with Captain Callahan's statement that he was opposed to segregation and quarantine, followed by the Mayor's approval of that idea, the vice squad system of quarantine by policemen in civilian clothes was taken awav. His great experience as a steel maker and builder of ships has been drafted, for the Nation." Chairman Hurley made It clear that Mr. Schwab is to have a free hand in carrying out the Shipping Board's building programme. The board, will continue direction of policies and will determine the number and character of ships to be built. After a programme has been decided upon it will be Mr. Schwab's task to put it through, and in this he will have unlimited authority and lesources.

It was said that in the brief conferences held today details of organization weie not discussed, and that the question of Mi-. Schwab's salary was not taken up. Mr. Schwab is the fifth man to be put in charge of the Shipping Board's building programme, but his appointment was attended by none of the friction which marked some of the previous changes in management. The suggestion for the appointment of a practical builder of national prominence came this time from the Shipping Board itself, and Mr.

Hurley chose Mr. Schwab. First of all was wanted a man who could inspire the yard owners and workers with the supreme im- poriance or ounamg snips as last as they can be turned out. Mr; Schwab's genius for getting the best out of the men with whom he is associated and in this connection a Fleet Corporation official recalled the story that Schwab never employed a man he could not praise together with his record of achievement in developing the Bethlehem Steel properties, brought unanimous annrov-al in tht Aboard of his selection as the man for the place. Schwab was in Washington all last Sunday conferring with Mr. Hurley, Mr. Piez and others. Last night Mr. Hurley was at the White.

House for more than an hour outlining the steps proposed to President Wilson, who gave the chairman's suggestions unqualified approval. Announcement of Mr. Schwab's appointment was made after he had been thanked bv the President for sacrificing his personal, interests and inclination to accept the position. Exact division of authority between Mr. Schwab and Mr.

Piez has not yet been discussed. In general, however, Mr. Schwab will have charge of construction, with no restrictions on put ting into c-iiect whatever measures lie thinks will turn out ships. Mr. Piez will continue to carry the burden of administration of the Fleet Corporation, such as contracts, legal questions and all the multitudinous details arising from the expenditure cf hundreds of roiliioits of dollars.
