As Jay Leno roams our streets today shooting bits for his Nov. 1 NBC special, a wacky new kids game show, Double Dare, begins taping at Channel 12 for Nickelodeon. The cable network has ordered 65 half-hour episodes, to air weekdays at 5:30 p.m. (Eastern), beginning Oct.

6. Executive producer Geoffrey Darby and his crew will tape an average four shows a day over the next month, with the audiences composed of youngsters bused in daily from area schools Why here? "We like Philadelphia, and we wanted to get out of New York," says Darby, a New Yorker. "We wanted suburban 'middle America' kids, because most of our demographics are in the suburbs, and it's a lot easier to bring kids in from the suburbs in Philadelphia than it is in Manhattan." Double Dare pits two teams of kids to qualify, they must have been born between 1973 and 76 in "an outrageous trivia quiz," followed by a run through "a very yechy obstacle course" that includes such stunts as sloshing through a slime-filled tub. (Hey, where do I sign?) The entire production staff is from Philadelphia, with deposed WIOQ-FM (102.1) jock John "Harvey in the Morning" Harvey serving as announcer. "The prospect intrigued me," he says.

"I used to have kids on my show once in a while. They're good show business, at times. Really entertaining." Any trepidations? "I have an eerie feeling," he says, "because I know they've got a jumpsuit for me to wear. I never saw Johnny Olson or Don Pardo in a jumpsuit. There may be a little green slime in my future." We won't mention your past, Harv.

Sock-hop alert, Part Dance Party V.S.A., the teen dance show produced by Camden's Mike Nise, has received its third 13-week renewal from cable's USA Network. The half-hour weekday show is taped at Channel 17, along with the local Dancin' on Air. After more than 1,500 programs in five years, Nice is looking for backup hosts male or female for both shows. Ford, 15, lives part of the year in New York, where she's been pursuing a show business career for three years.

She played troubled Mary Sue Morgan on NBC's Another World from 1982-84, followed by a similar role on Search or Tomorrow. Haines, 16, a sophomore at Ab-ington Friends School, is taking advanced drama classes at the Walnut Street Theater. He plays surprise! a high school student in the Philadelphia-based film The 7n Crowd (formerly titled Bandstand). Numbers Wednesday's premiere of ABC's Head of the Class, the new Howard Hesseman sitcom, went to the head of the Nielsen class with a strong 21.0 rating and 34 percent audience share between p.m. NBC's Highway to Heaven had a 15.224; CBS's telemovie, Clue, an 8.113.

It's three in a row for NBC's Today show, which won last week's Nielsen war with a 4.924. ABC's Good Morning America host David Hartman is in the thick of heavy-duty contract talks had a 4.622, while the lame-duck CBS Morning News checked in with a 2.814. As part of its East Coast road show, Paramount's Entertainment Tonight hosted by Mary Hart and former CBS Sportsman John Tesch will be broadcast from Channel 10 on Oct. 9-10, following three days in Washington L.A. funnyman Wil Shriner and People Are Talking host Richard Bey will trade locales the week of Sept.
