It is news, though, when the news specials are in a position to make news. That's the case tonight on ABC, when veteran correspondent David Brinkley has a one-hour interview with our veteran President. The Cosby Show p.m., Ch.

3) This repeat, in which Cliff (Bill Cosby) tries frantically to lose weight, should not be confused with the Cosby Show episode of two weeks ago, in which Clair (Phylicia Rashad) tried frantically to lose weight NBC. Relax, sports fans. The Mummers won't strut into any football games this time around. That's a promise, says Channel 3 general manager Jim "The Mayor" Thompson. Thompson, along with everybody else within shouting distance of KYW-TV.

would like to forget the Mummers-football disaster on New Year's Day '88, when Channel 3 bumped the Orange Bowl on NBC to stay with the long-running parade until its conclusion. Then they ran a zillion credits. Despite hundreds of calls from irate football fans, KYW-TV didn't pick up the national title game between Miami and Oklahoma which began at 8:30 p.m. until 9:28 p.m. The next day, Thompson promised he would make contingency plans for the "89 parade telecast.

Get out your pencils. Whether or not the parade goes as scheduled Jan. 1. Channel 29 will carry NBC's telecast of the AFC playoff game. No Lunden.

Billy Crystal will host the 31st annual Grammy Awards, to be telecast live by CBS Feb. 22. Philadelphia native and Temple grad Milt Weiss has been promoted to senior producer for ABC World News Tonight in New York. Weiss, who previously worked out of ABC's LA. bureau, replaces Mike Clemente, now Washington-based senior producer for the weekend newscasts Two promotions at New Jersey Network: Michael Fairhurst, 36, a 10-year NJN vet, goes from coordinating producer to exec producer of New Jersey Network News.

He replaces Lionel Phillips, now with New York's WCBS-TV. Dan Noonan, 38, another 10-year NJN man, is exec producer for public affairs, a new position. Angela Gilyard, 10, a student at the Anna B. Pratt School in North Philadelphia, is one of 15 Special Olympians appearing tonight on ABC's A Very Special Christmas Party (Channel 6 at 8 p.m.) As expected, Jay Leno has signed another exclusive contract with NBC, continuing his status as sole guest host of Johnny Carson's Tonight show through the 1989-90 season. Garden network, will sit in with co-host Harry Smith her husband on CBS This Morning.

Aint love grand? The last time Smith and Joyce were on air together was in '84, when they were noon co-anchors at Denver's KMGH-TV. They were just pals then. Over the next few years, romance blossomed, and the same week in January '86 when Smith became a Dallas-based CBS Newsie, they got engaged. When the Denver-Dallas commute became too much, Joyce landed a job at Dallas' WFAA-TV as a weekend sports anchor-reporter. In November '87, after they had married, Smith got the CBS This Morning gig, and the commute was on again.

A few months later, Joyce became the first on-air female reporter on New York's MSG network. Short stuff. Speaking of backups, Entertainment This Weekend's Robb Weller will sit in for vacationing Charlie Gibson on ABC's Good Morning America the week of Jan. 2. The following week, former NBC baseball analyst Joe Garagiola, a Today show regular from 1968 to 73, will sub with Joan Edward Woodward (left) and George C.

If the parade is postponed, Channel 3 will air a lineup of news programs, second- string flicks and specials from 8 a.m. to 8 p.m. A Very Special Christmas Party (8-9 p.m., Ch. 6) ABC starts prime time at the Kennedy compound in Hyannis Port, and ends it at the White House with Ronald Reagan.

The one person most comfortable in both camps, perhaps, is Arnold Schwarzenegger, a guest here and a high-profile Republican supporter. The show, hosted by Special Olympics founder Eunice Kennedy Shriver (Schwarzenegger's mother-in-law), welcomes 15 mentally retarded athletes to celebrate a traditional New England Christmas; other guests, from other parts of the country, include singers Barbara Mandrell and Randy Travis, actor Danny DeVito and Mike Tyson. Scott is a terrific Ebenezer Scrooge in this flawless 1984 TV adaptation of the famous Dickens tale. Viewers know, by now, to expect Equalizer star Edward Woodward as the Ghost of Christmas Present, but there are other surprises lurking in this telemovie adaptation. Watch, for example, for Willow and Singing Detective actress Joanne Whalley in a minor role. CBS repeat. Dear John p.m., Ch.

3) A repeat of the series pilot, for those who missed it 11 weeks ago. NBC. L. A. Law (10-11 p.m., Ch.

3) This show from last season is one of the series' best: a face-off, figuratively speaking, between Sifuentes (Jimmy Smits) and a fiery, short-statured opponent (played beautifully by David Rappaport, coming off the puerile The Wizard). NBC repeat. Ronald Reagan and David Brinkley (lO-ll p.m., Ch. 6) This interview, taped yesterday at the White House, promises to be an outgoing Here's where it gets tricky. If the parade is postponed to Jan.

2, Channel 29 will carry NBC's Tournament of Roses Parade, Hall of Fame Bowl and the national championship Fiesta Bowl. Channel 3 will pick up NBC's Orange Bowl. Kickoff is at 8:20 p.m. The station isn't giving any particulars, but a spokeswoman promises that viewers, parade or no parade, will see the Orange Bowl live in its entirety. At the same time, KYW-TV is assuring Mummers fans that they won't miss a single exciting minute of parade coverage.

Stay tuned. If the parade is postponed a second time, until Jan. 7, Channel 3 will carry the entire NBC lineup of bowl games on Jan. 2. Got that? "Double" returns.

Double Dare, the Nickelodeon kiddie show that gives new meaning to the phrase "grody to the max," returns to the Channel 12 studios Jan. 5 to begin production on 45 to 50 episodes. Marc Summers is host; Harvey the of WMGK-FM (102.9) is the announcer. This season's new, huge, obstacle-course set features a water slide and 30 new obstacles, including a popcorn maker and a spider web. (Where do I sign?) Except for a two-week period, the popular Dare has been produced out of WHYY-TV since its October 1986 premiere.

Dare is seen weeknights at 7:30 on cable's Nickelodeon network. The syndicated version airs weekdays at 4 p.m. on Channel 17. AH in the family.
