Tribune News Services It's 'Winter' in spring at Victory Gardens Julie Harris, five-time Tony Award winner for her Broadway work, has signed to star with Chicago-based stage televisionfilm actor Mike Nussbaum in a new play at Victory Gardens, the Off-Loop theater that next season celebrates its 25th anniversary. The play, set in a nursing home, is "Winter," by Claudia Allen, a member of Victory Gardens playwrights' ensemble. The two actors took part in a staged reading of the drama last autumn, and both agreed to return for the main-stage production, directed by Sandy Shinner, May 24-June 20, 1999. Two other plays in the five-show 1998-99 season have been picked: A revival of Ron Carter's "The Sovereign State of Boogedy Boogedy," staged by Dennis Zacek, theater's artistic director (Sept 21-Oct.
