favor of amend ing our laws so that alens would not be de barred from securing ownership of mineral lands in the territories He argued tba there wrs a distinct difference between the ownership of agricultural lands and th ownership of mines In this fa wns cei bitily correct When capi talists or any other capitalists for that mat ter are cure large tiacts of land tnes shut out American families from opportun ity to found independent homes but when capital is turned into mining devel opment employment is furnisfaedto a mul titude of men at rales of wages which en able them to live tn comfort and proper! educate their children It is right and proper to preserve the land of the country from foreign ownership so that American citizens can found homes upon it but mineral lano comes tinder a different class of rules A tract of mineral land is practically goo 1 fur nothing unless a valuable mine i fouud brneath its surface and the openii and working of the mine is in all respects so far as the questions at issue in this dis cussion is touched like the operation of a factory Nobody cares where the monet com rt from that founds a factory nor how much of it may be launched iu the enter prise 'lhe important fact to the commu nity is that an industrial establishment has be founded which will furnish employ ment for workers and add to the aggregate of public Wealth If we had sufficient American capital available open nil the mines says the Aspen Times in all the States and Terri tories there might be some reason for op posing 'he advent of capital from abroad Hut the time will never come at least not for many geneiatious when it will not be of great benefit the United States to re ceive an influx of foreign wealth The re sources of the country have scarcely been touched and the important problem now is to them developed Every factory es tablish and every mine opened increases the ware earning and wea tb producing power of the nation while every dollar brought from foreign shores and put into such euterpi is is so much added to the grand aggregate of wealth It may be argu that it' is a disadvan tage to have the pr fits of such enterprises carrte I away from the country To som extent this is true but the benefits secured far more than over lahce this contra side of the account But it is also true that foreigners who make money in American ent rpii es will re iuvest their profits in the country where the have met with such success and since the op ortunities for such re iuvestmeut are practically without limit it is altog tber probable that for a long course of years iu ad tition to secur ing the original capital we will in one way or auother retain the major part of its in crement SUDDENLY STUPID New York hankers have lately been in terviewed on the subj ct of the new silver coinage law and its effects on trade and comm rc Very many of these financiers of the financial center of America sys the Gruss Valley Telegraph are declutii that is yet too enrly to predict tbe effects of the silver law But ju before that act became a liw those financiers were ready enough and quick enot gh with their pre dictions and they said that dire rui'J and misery would pervade the land and that prosperity would forever keep her face away ftom Aruetic i and only smi'e on thoe nations that bal the single gold etandurd for money And now when their bad re sults as predicted do not take place those eminent financiers are hesitating as to fur ther predictions It is curious to see bow wise men get stupid all ut once This is perhaps because the wise mtn were not so really wise And with other things besides tbe silver law it has oft been shown that statesmen and experts can see jiii about as far ahead as to the effects of a measure as can common people Theories asserted that it would not be in the power of a Constitu tional Convention to form a Constitution in which the fixing of the eonnty bound tries might be included It has said how ever and it still maintains that such mat ters are properly the work of our State gislature and that they would be out of place iu a Constitutional Convention Chers is moreover as little likelihood of a Nevada Convention proposing such a thing as that it will name a Governor who shall hold the office for life and that the person named will be the editor of tbe Elko Inde It is a very good suggestion thrown out by the Boise Statesman that the proprietor ship and management of the great Sho shone alls Idaho should piss into the hands of the general government where this magnificent spectacle could be cared fgr as iu the Yellowstone National Park in the State of Wyoming Something should certainly be done in this direction and Idaho herself has all the burdens at pres ent that is cap ble of bearing
