ships 'Alone Meets Favor Objecting to the majority of suggestions made by Mayor Weaver as to the disposition of the 84,000 emergency item of the Board of Education, which he has been holding up, the members of the special committee appointed to take up the matter yesterday returned to the Mayor a new schedule of expenditures of the srau which they request Councils to approve. The committee is composed of the chairmen of the various committees of the board and is Leaded by the president, Henry K. Edmunds, as chairman. The eommiltce does not favor any of the items suggested by the Mayor except an appropriation of $10,000 for the Pennsylvania Museum and School of Industrial Art, which they are willing to grant if a (sufficient number of scholarships are granted the board in addition to those now held for the public schools. The other suggestions to which the committee object are items of $17,500 for tickets for free distribution to the school children admitting them to the Zoological Gardens, $7500 to the Academy of Fine Arts, for insurance, and $60,000 to pay the, salaries of medical inspectors for the schools.

The insurance, sum is also thought too high, but the committee approved the payment of $20,000 to the Sinking Fund for this purpose. It was suggested that $40,000 be used to pay the salaries of the newly appointed district superintendents and for incidental expenses. For the additional equipment of the Northeast Manual Training School and repairing the Central Manual Training School $50,000 is asked to be appropriated. In order to extinguish certain ground rents and make rentaLs of buildings $11,581 is asked, and the balance, $7010, is suggested to be used in the refitting of the office of the Superintendent of Schools and the equipment of the offioe of the new Superintendent of Supplies on the third floor of the City Hall and for the repair of the schools. The Kent county authorities, Sheriff Edward Baker in particular, were in receipt to-day of telephone and telegrhapic messages and letters from numerous places commending them upon their plucky rescue from a determined mob of Frederick M. Groves, the negro fiend, who attacked and terribly maltreated Miss Florence Booze, the school teacher of Sussex county. There is a powerful sentiment among the 'women of the lower counties that lirovea ought to have been taken from the jail and burned at the stake, and many who are law-abiding citizens even now declare that the negro Groves, Miss Booze's assailant, and the negro Cubbage, the assailant of little Lillian Boyles, ought to be lynched. The majo was released from Dover jail only last Saturday night, where he had been imprisoned as a tramp, and prison life has little terror for him.

Three other criminal assaults of this character have been fixed upon him by the authorities and it is said that he has been positively identified as John Lank-ford, the man who recently escaped from the Sussex county prison, where the mob refused to allow him to be taken on Tuesday night in the fear that he might again escape the clutches of the law.
