Stocks squeeze out small gain NEW YORK (UPI) The stock market, overcoming heavy tax selling and President Reagan's doubts about balancing the budget, squeezed out a small gain Wednesday in moderately active trading.

He said he could "promise the American people that we stick with our tax program (of cuts). I have no plans for increasing taxes in any way." The White House later said Reagan would not rule out all areas of increases.

The government reported November factory operating rates fell to 74.9 percent of capacity from 76.9 percent in October and 78.4 percent in September. November industrial production and mid-December car sales were down sharply. Composite volume of NYSE issues traded on all U.S. exchanges and over the counter at 4 p.m. EST totaled 53,074,100 shares compared with 48,581,300 traded Wednesday.

The American Stock Exchange index rose 0.90 to 318.87 and the price of a share adeed four cents. Declines topped advances 286-268 among the 808 issues traded. Volume totaled 4,940,000 shares compared with 4,440,000 Wednesday. The National Association of Securities Dealers's NASDAQ index of OTC stocks gained 0.61 to 195.70. On the trading floor, Gulf Oil was the most active NYSE-listed issue, up to 38 8 IBM was second on the active list, up 1 Vi- to 55 Exxon was the third most active issue, down 8 to 30 On the Amex, MetPath Laboratories was the most active issue, off 2 to 20 Numac Oil Gas followed off to Houston Oil Trust was third, up 'A to 20.

GM plans layoffs DETROIT (UPI) General Motors, hit by bulging inventories and slumping sales, Thursday announced the temporary post-Christmas layoffs of 37,500 workers at assembly plants across the country. The automaker announced 27,200 workers will be idled temporarily during the week of Jan. 4, the first week following the holiday shutdown, while 10,300 will be laid off the following week. GM's sales during the first 10 days of November were down 26.4 percent from depressed levels a year ago. So far this year, GM's sales are down 7.5 percent from 1980.

The company as of Dec. had a 77-day backlog of unsold cars. The industry considers a 60-day supply. ideal. The automaker has been building its supply of new mid-sized front-wheel drive A-car models, set to be formally introduced next month.

(UPI) A suspected skyjacker arrested while hitchhiking near the Southern California airport where he allegedly hijacked an American Airlines jet to Cuba at gunpoint last year faced charges of air piracy Thursday. Gerald Marity, 37, was arrested Wednesday night after a police officer saw him standing in the middle of an Interstate 10 freeway entrance ramp just a few miles from Ontario International Airport. Marity was arraigned before U.S.

Magistrate Ronald Rose in Tustin, and was scheduled to Dec 21 a ring in Los An ele federal court Hoos said was not known how long Marity had been in the United States or how he entered the country. Police Officer Dan Fous said he stopped Maritv he W8S ing in the mi dle of "He (Marity) said he was hitchhiking going to see his girlfriend at the corner of Vineyard and Holt streets, "Fous said. But the officer did not believe Marity's story because the address given by the suspect was the location of Ontario International Airport. Fous said he asked for a warrant check on the man and was told there was a warrant out for Marity's arrest on suspicion of air piracy. The officer said he searched Marity and found a 10-inch butcher knife inside his coat.

Fous said Marity denied knowing anything about the warrant for his arrest. Marity was taken to San Bernardino County and held in lieu of $350,000 bail. The American Airlines Boeing 727 was commandeered April 9,1980 while its crew prepared to take on passengers at Ontario for a flight to Chicago and New York. Passengers had not yet boarded the jetliner Marity allegedly vaulted a fence and boarded'the plane, then pointed a .45 caliber pistol at the cockpit crew and ordered the pilot to fly to Cuba. After a refueling stop at Dallas-Fort Worth airport the plane continued its forced flight and landed later that same day at Jose Marti airport in Havana the crew returned to Ontario the same day.
