Reagan's lawyer, Theodore Olson, said late last week that he has cooperated with various document requests from Walsh's office, but has not heard from Walsh's office recently. The focus of the prosecutors' attention, according to the sources: who knew, and how much did they know, about the most legally troublesome of all the Iran arms shipments, a CIA-assisted delivery of 18 Hawk an ti-aircraft missiles from Israel to Iran in November 1985. Reagan has given several different accounts of how much he knew about the November 1985 Hawks shipment. The sources say prosecutors have examined notes from key White House meetings attended by Reagan, then-Vice President Bush, Weinberger, Shultz and White House chief of staff Don Regan in late November 1986 when the lie furor erupted over the secret Iran arms sales.

Prosecutors retrieved some of Weinberger's notes from the Library of Congress late last year and are using those in their investigation, the sources added. "The prosecutors' theory is that in the midst of this political crisis, the Historic Reagan White House decided to limit the political damage and conceal the most troubling aspects of the Iran arms deals," said one of the sources, who is outside the government. The 1985 delivery of Hawk missiles was a huge problem for the Reagan administration because the shipment went forward without formal presidential authorization as called for under the HughesRyan Amendment of the Foreign Assistance Act. A document signed by Reagan that retroactively approved the shipment was destroyed by national security adviser John Poindexter in November 1986. It depicted the Iran initiative as a swap of arms for American hostages held in Lebanon, something Reagan had declared on national television that he would never do.

Investigators later recovered drafts of the document. One White House meeting that Iran-Contra prosecutors are focusing on, according to the sources is a meeting of the National Security Planning Group on Nov. 24,1986. The participants were Reagan, Bush, Weinberger, Shultz, Regan, Attorney General Edwin Meese, CIA Director William Casey, Poindexter and retired CIA employee George Cave. There is great potential for the San Jacinto neighborhood. "There's a lot of help if you really want to do the house right. There's no reason to let a neighborhood go." and 1519 18th St. "A lot of these houses can have the same success story," Pace said. "The answer is to stabilize it and secure it and work with the property owners to rehab it or sell it We try to work all avenues." The house at 1122 Sealy which was built in 1874, was slated for demolition 15 years ago when a couple stepped in bought it. They are still in the process of restoring the house. "The whole fabric of the block would have been lost," he said.

Homes such as the Letitia Rosenberg Home for Women at 1804 25th St. and the Henry Beissner Home at 2818 Ball St. were not on the city's auction list. But both homes are delipadated and boarded up. The Rosenberg Home is owned by the Resolution Trust the agency charged with overseeing failed savings and loans, which is trying to find a buyer.

The study by the Population Crisis Committee lists 83 countries with 73 percent of the world's population as lands where human suffering is either high or extreme, based on scores in 10 categories of human discomfort.

A similar study in 1987 said 70 percent of the world's people half a billion fewer were suffering. "The 1992 Human Suffering Index shows that an appalling three- quarters of the world's people live in countries where human suffering is the rule, rather than the exception," said Sharon itor of the study. Courses of action available to policyholders include continuation or cancellation of their policies. Policyholders who wish to continue their coverage need do nothing more so long as their premiums are paid. II premiums are due, policyholders should continue to pay them in the same amount and manner as in the past in order to keep their coverage force.

To avoid possible loss of coverage, policyholders must continue to pay premiums unless and until similar insurance can be obtained from another company. Policy provisions with respect to filing claims remain in force and must be observed. Claims will continue to be handled in the standard process as specified in the insurance contracts issued by the company. Policyholders will be notified if there is any change in claims processing or handling. Policyholders' rights are governed by the Texas Insurance Code, Texas Department of Insurance rules, and by policyholdBrs' individual contracts of insurance.

Policyholders with specific questions regarding policy provisions should seek independent legal advice. No action is required by policyholders under Commissioner's Order No. 92-0454. If any action should be required in the future, policyholders will be nolified. This notice is published pursuant to Article 21.28-A, Section 5A, of the Texas Insurance Code.
