EVENING STAR Largest CircilatiM is the Diatriet WASHINGTON CITY WEDMEWAT Reading Mitter on Every Pigt. The I-ogislature of Mujtnd meets to-day for regular biennial session. The Legislature is entirely Democratic, and the Governor and all the executive members of the government are of the fame political family. It does not follow, however, that the proceedings will be entirely unanimous- The railroad question will be a bone for animated contention; there will be a sharp contest in this connection over the election of a State Treasurer, who will be. enabled to give the easting rote in the Board of Public Works.

The Board consist of throe members; of these the Baltimore and Ohio has now one member, whose rote is oflket by that of Governor Bowie, and the struggle is now between the Baltimore and Ohio railroad interest and the Bowie and Potomac railroad interest to secure ths third man on the Board. Quite likely Mr. Garrett will win, as he is apt to do. The State government needs the money pretty badly, as obown by Got.

Bowie's letter to Mr. Garrett; bat the point will be raised by the Garrett men in the Legislature that it will be unfair to burthen the Baltimore and Ohio Railroad with this lax while, by an inadvertence, the Legislature failed in chartering the Baltimore and Potomac road, to compel that road to pay tribute to the The long and short of it is, Mr. Garrett is not troubled by any legal scruples about collecting and paying over this capitation tax. Hat he is looking forward to competition with the Baltimore and Potomac read in the way of fares. If the Maryland Legislature can contrive to bring the screws to bear upon the Baltimore Miid Potomac road, and compel it to pay the tax, we shall doubtless find Mr. Garrett very willing to continue to pay the certainly until some passenger shall make a case nnder the decision of the Supreme Court, and bring it to an issue. It is certainly not hb interest or disposition to quarrel with the State of Maryland, and his present apparently antagonistic position is, as we have pointed out, simply because his road is taxed and the Baltimore A 1 aiiu roati is not. Mot only has she no new evidence of any kind to offer, but she involves herself in so strange a mesh of contradictions and inconsistencies, that at last she stands before us like a prosecutor who feels himself bound to press the charge, even after he has discovered the innocence of the accused. She seises upon every straw that oomes In her way. She puts her own interpretation upon pamages In Lord Byron's writings for the purpose of identifying the poet with the creations of his fancy, fehe contradicts her farmer "true story;" she contradicts the story which she now declares that Lady Byren told her; and lastly, she contradicts, in the last part of her present volume, the accusations which she makes in the tint part. Pint, we have Mrs. Stowe alleging that Lady Byron knew of her husband's intercourse with his sister directly after the marriage: now Mrs.

Stowe asserts that she did not find it out till a later period:" thirdly, she quotes Lady Byron's own words, showing that she had discovered the crime at an early stage of her married life; fourthly, Mrs. Stowe tries to prove that Lord Byron was insane, and this one specimen out of many. With the exception oi the New York Tribune and the Springfield Republican, the presa universally express the opinion that Mrs. Stowe's "vindication" is an utter failure. The Mew York Journal of Commerce gives the following concise ramming up of the case: "AU that Mrs.

Stowe says in the new book, she could have said and should have said, when she spoke at all, in her first Atlantic paper, so that her entire charge against the memory of Lord Byron might have been before tne world at one time, ana in a brief compass, and promptly confirmed, or refuted, or relegated to the umbo of forgotten sensations. Her present venture looks like a piece of professional book making, of which the Atlantic article was but the cheap and sucoessful advertisement in advance. 'Professional book making' is the exact phrase for this piece of literary patchwork and padding. It bears every appearance of having oeen written to take advantage, we mean, of the still lingering desire to hear more of the shocking story which rang through the papers months ago, and to profit by that love of indecent scandal which the prurient lilterateuri of the day tlnd so much gain in catering to. It consists of 16 mo.

pages, and proves, upon sis, to be only a hammering out of the scanty data contained in the Atlantic paper (which also reappears in full.) a renrint and ex a mi nation of some of tbe facta ami arguments ottered in defense of Lord Bvron, a prodigiously tiresome etfort to prove from passages in bis works that be was not too good to commit incest, a few of Byron's poems bearing on bis unhappy marriage, and about five pages ot matter that may be called new, tboagb it is only an elaboration, still vague and unsatisfactory, of Mrs. Stowe's previous of Lady Byron's statement to ber. Not a particle of direct proof of the alleged crime is adduced. The gist of tbe matter, as newly dreesed up, is this: That Lady Byron told Mrs. Stowe that night in her presence, he (Lord treated his sister with a which both shocked and astonished ber," and that in conversations with his sister subsequently, Lord Byron "boldly avowed the connection (with his sister) as having existed in time past, and as one that was to continue in time to come, and implied that she submit to it." Lady Byron did not say that she was a witness of any actual guilt between them, nor that anyone else saw evidence of it, or that she had a scrap of writing or any testimony whatever (other than Brron'a ipse dixit) to confirm it.

She does not allege that Mrs. Leigh confessed her participation in the imputed crime. So much for the "hour of revelation" which Mrs. Stowe hinted at so melodramatically in her (taper. The "child born with the curse of sin 011 it" makes an equally shadowy figure in this book.

Here is all that Mrs. Stowe has to say on this important topic, and we call the reader's particular attention to the evident desire of Lady Byron and Stowe to shirk the responsibility of charging that there was an offspring of the alleged incest: I Was there a child?" I had been told by Mrs. that there a daughter, who had lived some years. She said there was one, a daughter, who made her friends much trouble, being of a very difficult nature to manage. I had understood that at one time this daughter cscapeo from Iter friends to the continent, and that Byron assisted in efforts to recover her.

Of Lady' Byron's kindness hotli to Mrs. Leigh and the child, I had before frnm Mr? wtm va my tirst information. This is evasive and quibbling. Tbe fact that Stowe dodger the direct accusation, and gives no name to the woman who told her "that there was a daughter," and slips away trom this branch of the subject so quickly, shows that she dots net fully believe her insinuation to bo true, though she is none the less willing make it. A curious discrepancy drops out in Mrs.

new version of her conversation with Lady Bvtou. It is this: Lady Byron says that on one occasion in her presence, before marriage. Lord Byron fainted away, and attributed his emotion to "fear of detection" of the incest; and yet, a few pages further on. we Un her declaring that he rrecly acknowledged the crime to her. (of which she had no ocular or other proofs,) boasted of it, and justiti- it.

The whole case, now made out, if we arc to believe both Mrs. Stowe and her heroine, rests on the assertion of Lord Byron of his own guilt. In Philadelphia the operators ceased work promptly in obedience to the order from New York, but oar dispatches gare the assurance that there would be no delay in the business or the office. At Cincinnati the status or the strike was unchanged, and the officers of the company are confident of thetr ability to attend to all business. The Executive Committee of the Company at New Tork maintain that tkere is no reason for a strike, no reduction of salaries having been made, ordered, contemplated, or suggested. The object of the strike, as heretofore stated, is to rapport the San Francisco operators of the line who refused to work at reduced wages.
