HARRISBURG(AP)-Gov. Milton J. Shapp has 'unveiled the 1 massive financial proposal his administration put together to lure a Volkswagen plant to Pennsylvania. The project, announced by Shapp at a press the state to arrange about four-fifths'of the anticipated $250 in financing necessary to get the plant- into production. The state will invest about $40 million from its own coffers, and will work with staterelated institutions and private banks much of the financing.

Volkswagen will apparently con-' tribute about $55 million of the $250 million. The West German firm last week that it. has picked a site at New Stanton, near Pittsburgh, for the plant. The facility was built by Chrysler Corp. but Volkswagen plans to assemble Rabbit cars hiring about 5,000 workers.

The decision Stanton and another site hear Cleveland followed months of negotiations with officials from Pennsylvania and Ohio. That decision won't be final until Pennsylvania officials arrange the financing and put the deal in writing. 1 Major componenets of the $250 million financing project are: million in grants from the Pennsylvania Industrial Development Authority (PIDA) to the Westmoreland County Industrial Development Authority (WCIDA) to be used to acquire the property. $10 million state appropriation to PIDA as part of the acquisition Kiwanis Club Presents Awards To Talent Groups Awards were'presented the top three unite in the recent Kiwanis "Top Talent 26" production at a special banquet party Tuesday evening at the Beechwoods Presbyterian Church. Volkswagen wants the state to complete official action on the financing plan within 25 UT30 days, Shapp said. "We're taking the role of an investment manager," said David a Shapp aide who had handled most of the talks with Volkswagen. Shapp said the plant alone would produce an additional $90 million in state tax revenue over the next five not to mention side benefits such as related industrial growth.

The financing project will require an outlay of about $40 million in state money, but half of that will be repaid with interest, he said. The governor said the 'project will first require a few legislative measures, which he discussed Tuesday in a meeting with leaders from the General Assembly. "I'm pleased to say that the response from both the Democratic leaders and the Republican leaden was quite favorable," Shapp said. He said some of the necessary legislation would be introduced today. The project calls for the PIDA loan to be repaid over 20 years at a very low interest rate 1'A per cent compared to the.4 per cent PIDA is currently charging, Shapp said.

-The Westmoreland County authority would own the plant and surrounding property and lease it to Volkswagen's subsidiary. "They (Chrysler) have over 140 million in the plant," Shapp said, but he declined to say whether the sale price would be higher than that. The governor said he waa not sure one legislative measure to permit the reduction of local taxes will be necessary.
