Paul Price, 77, a retired Methodist minister and a member of the church's staff of Christian education, died Friday in Jeanes Hospital. He lived at Evangelical Manor, 8401 Roosevelt Blvd. Mr. Price retired in' 1970 after working for 15 years on the Methodist Church's home office staff in Dayton, Ohio. He had previously served as a minister of the Park United Methodist Church, Reading, and Calvary United Methodist Church, Mohnton.

Mr. Price received his bachelor's degree from Albright College and its Evangelical School of Theology in Reading. He is survived by two sons, John P. and Jay three brothers, and a granddaughter. Funeral services will be held at 1:30 p.m.

The owners of Budco Quality Theaters Inc.

filed the lawsuit contending that the critics violated federal antitrust laws by engaging in a "scheme and conspiracy" to deprive the chain of revenues. The management cited a "critics' letter" signed by most of the critics for publications and broadcast stations in the area finding fault with the choice of Budco's Goldman Theater, 15th and Chestnut Streets, to show the film. The letter was circulated to indus-' try publications, as well as United Artists, distributors of the movie, and Francis Ford Coppola, its producer. In the letter, the critics described the Goldman as "one of the dirtiest and most poorly maintained theatres in the city" and described its projection and sound quality as poor. Mr. Barnes retired two years ago after heading Fiscal Planning a Bryn Mawr firm specializing in planning corporate budgets. Mr. Barnes, a resident of the area since 1948, was a former vice president of the Fidelity Bank, a post he left to establish his own planning firm. Before working for Fidelity, he worked in the banking business in Boston.

Mr. Barnes was a former member of the Overbrook Country Club, the Union League and the Racquet Club. He had been very active in organizations for the blind throughout the area and was on the board of the Rudolphe and Chaplin homes for the blind here. Mr. Barnes was an Army veteran of World War II.

Surviving are his wife, Mary Swayne Barnes; two sons, Geoffrey and John; and six grandchildren. Funeral services will be private. George I. Segal George I. Segal, 65, the head of a distributor of novelties and calendars and a former wholesale meat dealer, died Monday in Lankenau Hospital.

He lived at 1370 Indian Creek Wynnewood. Mr. Segal was the owner of Fund Raiser Products 4629 Frankford Ave. Until 10 years ago Mr. Segal owned Jacob Segal Wholesale Meats here.

A member of B'nai B'rith, he was a member of Adath Israel Congregation. He was a member of the Radnor Valley Country Club. He lived at 391 Martin St. and was formerly of Cle-menton, N.J., and Kensington. Mr. Lyons retired in 1950 after working many years as a clerk in Philadelphia's Court of Common Pleas. Mr.

Lyons was born in County Mayo, Ireland. He was a graduate of Girard College and a longtime 18th Ward Republican leader in Kensing ton. He lived in Roslyn. Mr. Maher had worked for the U.S. Postal Service for 48 years, the last 17 of them as assistant superintendent of the Germantown facility. He retired in 1962.

Surviving are a son, Joseph a daughter, Mae Steelman; a sister, 13 grandchildren and five great-grandchildren. A Mass of Christian Burial will be offered at 10 a.m. Tuesday at St. John of the Cross Church, Woodland Road, Roslyn. Interment will be in Holy Sepulchre Cemetery, Wyndmoor.

Frances E. Dowdy Frances E. Dowdy, 73, a former resident of Ardmore and Berwyn, died Nov. 10 in Cape Coral, Fla. Mrs.

Dowdy was a longtime member of the board of the Nearly New Shop in Ardmore, operated to benefit the University of Pennsylvania Hospital. Surviving are her husband, Henry R. Dowdy three sons, Edwin H. Fowler, Richard P. Fowler and Robert B.

Victorine S. Richards Victorine Stratton Richards, 84, died Saturday at Friends Hall in West Chester. She had lived in Gladwyne for many years. Mrs. Richards was the widow of Earl Morgan Richards, a vice president of Republic Steel who died in 1973.

Ryan said he believed that the Vietnam War epic, awaited by critics for more than five years, was an "event that deserved a much more palatable forum." After learning that the Budco chain had chosen the Goldman to show the movie, the critics agreed to write the letter. Although the letter itself was not reprinted in area newspapers, references to it appeared in several news columns and in reviews. Although the movie is being shown elsewhere around the country on 70-millimeter film, the Goldman's version is on 35-millimeter film. In the lawsuit, Budco officials say a 70-millimeter version of the movie was not made available by United Artists for showing in Philadelphia.

Named with Ryan in the lawsuit are movie critics for the Daily News, Philadelphia magazine, the Journal, the Courier-Post, the Burlington County Times, KYW-Radio and WPVI-TV. monitoring of samples from a wide area should let experts spot potential pollution dangers before they become problems. "And if you have a working bank, you can evaluate how well regulations are improving environmental conditions and also if people are complying with the regulations," Durst said. The emphasis of the five-year, $1.5 million pilot program run jointly by the Bureau of Standards and the EPA is to develop techniques that can be applied to a larger, permanent sample bank that the EPA is interested in developing. In the first four years, the bank will gather samples of human liver tissue from cadavers as well as grains, bivalve shellfish and particles taken from the air.

In the fifth year, the results will be reviewed and the program analyzed to see if it is practical. Project leaders estimate the bank will contain 30,000 samples at the end of the program. If a permanent bank is established, the samples will be transferred to it, they said. If the Senate and Assembly go along with Byrne's request, they will put to rest, at least for another five years, their differences over how the SCI is to be controlled. The SCI was created by the legislature in 1968 to investigate organized crime and political corruption in New Jersey.

Efforts to make it a permanent body have failed repeatedly, mainly because of Senate opposition. In 1978, the Assembly approved a bill to make the SCI permanent, but the Senate once again imposed a five-year life and amended the bill to give the Senate powers of approval over the governor's two appointments to the four-member commission. Byrne said that because the Speaker of the Assembly is permitted one appointment and the Senate the other, the amendment in effect would give the Senate control over three of the four appointments. Associated Press WASHINGTON The government will store thousands of samples of tissue, grain and other items from the environment to serve as a base for monitoring future pollution trends, officials say. The National Bureau of Standards formally dedicated the experimental specimen bank last week.

The pilot center in Gaithersburg, is the world's first for the systematic collection, analysis and long-term storage of environmental samples. "The basic purpose of the specimen bank is to provide a system for monitoring pollutant trends by comparing new samples with historic samples that are on file," said George M. Goldstein, coordinator of the program. Goldstein, who works for the Environmental Protection Agency (EPA), said a bank of pristine samples stored over long periods would allow scientists to look back at earlier pollution levels and analyze pollution trends. Byrne yesterday vetoed a bill to extend the life of the State Commission of Investigation (SCI) because of a section that 'gave the New Jersey Senate what he said was "too much power" over his appointments. Both houses of the legislature are-expected to meet Byrne's request to eliminate the Senate's power of advice and consent. The bill would extend authorization for the SCI by five years. Byrne's veto action leaves the legislature time to re-enact the bill without the disputed amendment.

The SCI's authorization had been sched uled to expire Dec. 31. The SCI has scheduled a private session early next month to take testimony from Angelo Bruno, reputed leader of organized crime in Philadelphia and South Jersev..
