was was was to tell if you're eligible for benefits William Steif Newspaper Enterprise Association You, your dependents and your survivors are eligible for Social Security benefits only if you have been under the program for a minimum amount of time. To become fully insured, you must have been under Social Security about 25 percent of your working life from age 21 (or 1950, whichever is later) until you reach retirement age, become disabled or die. So, today's young worker needs 10 years of coverage (40 quarters) out of a working lifetime of about 40 years. For older workers, the requirement on a sliding scale according to age. Example: Workers who became 62 1977 needed 26 quarters of coverage, while those who turned 62 in needed 27 quarters.

The maximum of 40 quarters will be reached by those who become 62 in 1991 and thereafter. Before 1978, you gained a quarter of coverage by earning covered wages of as little as $50 during the three-month period. That permitted a lot of people not normally covered by Social Security to moonlight for a few days each quarter to gain coverage. In 1978, the system was changed to an annual basis, so that one quarter of coverage was credited to the worker for each $250 earned in 1978. This amount rises annually to reflect increases in wages across the country.

In 1979, for example, it was $260. This still permits some moonlighting by uncovered workers to gain Social Security protection. But the amounts they must earn and pay into Social Security are a bit more substantial. Social Security and you Fourth of 14 articles Farm workers and domestic workers used to be treated differently as far as qualifying for Social Security was concerned. However, the 1977 amendments to the law brought them under the same general provisions as everyone else.

They had to earn at least $250 in 1978, for example, to gain one quarter of coverage. Benefits for survivors are given under a less strict rule than for retirees. For instance, benefits are payable to surviving children of a wage earner who was covered by Social Security for as few as six of the 13 quarters preceding his death. So, if the deceased had worked only a little over three years and had been covered by Social Security half that time, the system would pay survivors' benefits to his children. That is strong insurance.

To be eligible for disability benefits, workers over 30 must be "fully insured" and must have been cOvered by Social Security for five of the 10 years just before their disability began. Workers disabled before 30 are covered somewhat more liberally on the theory they have had less chance to be employed five full years. TOMORROW: Help for the aged poor. Bradley M. J. Bradley, former Phila. congressman By Richard V. Sabatini Inquirer Staff Writer Michael J.

Bradley, 82, a former congressman who also once served as chairman of the Democratic City Committee and the city's Board of Revision of Taxes, died Tuesday at his Bustleton home. Mr. Bradley, the father of Common Pleas President Judge Edward J. Bradley, spent over 40 years in public work. His last post was as chairman of the tax board, a job he left in 1976.

Mr. Bradley served in Congress from 1937 until 1947 as a representative of Philadelphia's old Third District. An ardent New Dealer, he took up the struggle in Congress for a livable wage and fought for the Fair Labor Standards Act. The act was passed in 1938, despite what Mr. Bradley termed "a barrage of big business propaganda" dumped on Congress.

One of his proudest congressional accomplishments, according to his family, was the passage of legislation making the Independence Hall area a national landmark. Until his death, Mr. Bradley was a member of the Independence National Historical Park Advisory Commission, to which he was appointed in 1949. Mr. Bradley got his political start as a Democratic committeeman in the city's 31st Ward in the 1920s, when Democrats were rare in city politics.

He rose as a ward leader and, in 1934, bid for a seat in Congress against Republican Clare G. Fenerty. Fenerty won and Mr. Bradley was named to the state job of deputy insurance commissioner, a post he held for two years until making another, successful bid against Fenerty. During his last year in Congress, Mr.

Bradley was elected chairman of the Democratic City Committee and was active in the initial stages of the reform movement that led to the Democratic takeover of City Hall. After leaving the committee chairmanship in 1948, he became collector of customs for the Port of Philadelphia, a job he held until 1 1953, when he was named a deputy city managing director by Mayor Joseph Clark. In 1955, Mr. Bradley was appointed to the powerful Board of Revision of Taxes as the Democratic member. He served on the board until 1976, spending several years as its chairman.

Born in Kensington, Mr. Bradley left St. Ann's Parochial School after the eighth grade to work. He attended night classes to learn telegraphy. When World War I broke out, Mr.

Bradley became a chief radio electrician and served overseas in Rome. During the peace conference that ended the war, he was placed in charge of all President Woodrow Wilson's telegrams and cables. After war, Mr. Bradley returned to city to work in the inthe vestment and securities business. He worked for 13 years as manager of the Camden office of the E.

A. Pierce Co. Surviving besides his son, Edward, are another son, Raymond two daughters, Marian T. Bradley and Catharine B. Arter; a brother; a sister; 17 grandchildren, and four greatgrandchildren.

A Mass of Christian Burial will be offered at 11 a.m. Saturday at Maternity BVM Church, 9220 Bustleton Ave. Interment will be in Holy Cross Cemetery, Yeadon. Angelo Zosa, 41, professor, psychiatrist Dr. Angelo M.

Zosa, 41, a psychiatrist and assistant professor of psychiatry at Temple University School of Medicine, died Sunday in American Oncologic Hospital. He lived in Wyncote. Dr. Zosa was medical executive director and one of the founders of the Montgomery County Mental Health-Mental Retardation Emergency Service in Norristown. In addition to his private practice in Wyncote, Dr.

Zosa was a member of the staff at Horsham Hospital, Ambler, and Abington Memorial Hospital. He was a member of Horsham Hospital's board of directors. Surviving are his wife, Nancy Schadt Zosa; two sons, Michael and Christopher; two daughters, Jennifer and Kathryn; his mother, Amparo Zosa, four brothers and six sisters. A Mass of Christian Burial will be celebrated at 10 a.m. Thursday at the Church of the Immaculate Conception, West Avenue, Jenkintown.

Deaths elsewhere Jerome Cavanagh, 51, former mayor of Detroit, died Tuesday after an apparent heart attack while on a business trip to Lexington, Ky. Mr. Cavanagh became mayor of Detroit in 1962 when he upset Mayor Louis C. Miriani, overcoming the opposition of the business community, the CIO Democratic machine and the Although Mr.

Cavanagh was white, most of his support came from Detroit's large black population. When he took office, Detroit was in the midst of a recession, and racial tensions were at a boiling point. During his first term, he named several blacks to his administration and secured $77 million in federal funds for one of the nation's largest antipoverty programs. "He said he was most proud of the 1963 freedom march in Detroit when he walked arm-in-arm with the late Rev. Dr.

Martin Luther King Jr. Two years later, he was overwhelmingly re-elected and was in in July 1967 when Detroit was racked by a week of rioting that left 43 people dead and scores of businesses in ruin. Herbert K. Lombard, 89, an internationally known cancer researcher and one of the first to link the disease to smoking, died Sunday in Boston. He had been ill with heart disease and skin cancer.

During the 1920s, Dr. Lombard noted a link between smoking and oral cancer and in the 1950s discovered a statistical link between smoking and lung cancer. He was also active in the public health field, and in 1926 developed for Massachusetts the first comprehensive system of cancer clinics in the nation. Harry N. Abrams, 74, one of America's foremost publishers of art books, died Sunday in New York.

Mr. Abrams founded the Harry N. Abrams Co. in 1949 and sold it to the Times-Mirror Co. 17 years later.

Born in London in 1905, he came to the United States in 1912 and settled in the Brownsville section of Brooklyn, where he worked in the family shoeshop.
