a a a a a a a a a 1 Wednesday, July 15, 1987 The Philadelphia Inquirer Death Notices Death Notices Death Notices Death Notices Owen Brooke Rhoads, lawyer and reformer, social and civic leader Owen Brooke Rhoads, 83, lawyer, reformer and Philadelphia civic leader, died Monday in Southern Pines, N.C., of injuries suffered in a fall. A resident of Hollystone, in Paoli, Mr. Rhoads returned to' Moccasin Crossing, his home in Southern Pines, each January. An accomplished horseman, he spent his time there riding and rereading the classics, his family said. He was partner in Dechert, Price Rhoads, a law firm with offices in Harrisburg, New York, Washington, Brussels and London, until his retirement in 1971.

Former treasurer and chairman of the board of governors of the Philadelphia, Bar Association, he was a standing master of the board of governance Pennsylvania Bar Association for 20 years, appointed by the Pennsylvania Supreme Court. Born Dec. 11, 1903, he studied at Haverford College, where he distinguished himself as a scholar and athlete and was stuck with the nickname "Dusty." He was captain of the football team and earned letters in basketball and track, served as president of the Class of 1925 and headed student government at the college. He was named a Rhodes Scholar and spent three years at the New College at Oxford University. Before making the voyage, he announced that he intended to study history and to lay a foundation for a career as a teacher.

Once in England, he decided on the law. His experience at Oxford gave an international perspective to his down-toQuaker, upbringing, background. It came through in the courtroom, associates said. He wasted no time in getting to work. Returning to Philadelphia in 1928, he joined Curtis Bok and Robert Dechert in practice.

In-1936, the firm became Dechert, Price Rhoads. Deaths elsewhere OBITUARIES Margery Mingey Adams, 60, a member of a prominent Philadelphia family active in advertising and public relations, died Monday at St. Margaret's Memorial Hospital in Pittsburgh. Formerly of Drexel Hill and Wenga, the Adamses' home in Paoli, she lived in Pittsburgh. A graduate of Rosemont College, she was a member of the Women's Advisory Board of Children's Hospital, worked with Pittsburgh's Opera Workshop and was a member of Fox Chapel Episcopal Church, where she was active in the Guild and taught Sunday School classes.

She was the widow of Jedidiah Howe Adams 4th, who died in September. Surviving are two daughters, Anne Peyton and Mary Amanda; a son, Stuart; a stepson, Jedidiah Howe Adams 5th; three sisters, and two brothers. Graveside services will be held at 2 p.m. Friday at Great Valley Presbyterian Church Cemetery, Paoli. Marilyn Gerring Parnell, 46, a teacher active in youth work and church affairs, was fatally injured Monday in an auto accident near Dagsboro, Del.

She lived in West Chester. A graduate of West Chester University, Mrs. Parnell taught for some years in elementary schools the West Chester area. More recently, she directed the Pee Wee Soccer Club and coached the West Chester United Soccer Club. A member of the Bethlehem United Methodist Church, she served on its Council on Ministries and the Library Committee and formerly headed its Missions Committee.

She was also active in the Community Bible Study group. Surviving are her husband, William C. Parnell; sons, William Scott, Jeffrey Todd and Eric Brian; parents, I.W. and Mildred Gerring and two sisters. A memorial service will be held at Desegregation fight to yield $83 million Associated Press CHICAGO The city's public schools will collect $83 million in federal funds over the next tive years for desegregation programs as part of its settlement of a four-year court fight with the government.

Schools Superintendent Manford Byrd Jr. said Monday that the money would come from a supplemental appropriations bill signed Saturday by President Reagan. The proposed agreement between the Chicago Board of Education and the federal government calls for the money to be used for new, not current, desegregation programs, he said. As a result, Byrd said, the money will not help the board reduce its projected $154 million deficit for the new school year. During the last school year, the board spent $85 million for desegregation programs, including magnet schools, special programs 1 in predominantly minority schools and transportation.

Int. Holy Cross Gem. He plunged into civics and led efforts to reform city and state health and welfare programs. He became a principal critic of the politics that governed the programs, especially of their use as havens for patronage workers. Mr.

Rhoads led efforts to clean up Pennhurst State School and to humanize its care of retarded children. He fought for implementation of mental health programs, for reform of the prison system and for an adequate public health program in cities and counties throughout the state. He served as president of the Public Charities Association of Pennsylvania, the Pennsylvania Citizens' Association and its successor organization, the Pennsylvania Citizens Association for Health Welfare. Most of his goals, ranging from Civil Service coverage for health workers to introduction of mental health, child care and welfare programs, were met in the 1950s and 1960s. Prison modernization was more elusive.

Mr. Rhoads was also active in community affairs. He served on the Great Valley School Board, the Willistown Zoning Board, the American Foundation and the Pennsylvania Rhodes Scholarship Committee. He was active on the vestry of St. Davids Episcopal Church, as well.

A former secretary of the Radnor Hunt, he was active of sport and social organizations, including the Philadelphia Club and the Racquet Club. Surviving are his wife, Emily Scott Rhoads; a daughter, Elizabeth Stull, and three grandchildren. Burial Davids Episcopal Church will be private. A memorial service of Thanksgiving and Communion will be held in the Chapel of the church at 10 a.m. Saturday.

Ms. Greenus worked for the film company for 32 years, retiring in 1972. Earlier, she had worked in the Philadelphia office of the National Farm School, now the Delaware Valley College in Doylestown. She had no immediate survivors. Services: graveside, 2 p.m.

Robert Francis, 85, an award-winning poet whose 50-year writing career included a dozen books and a lengthy friendship with the late poet Robert Frost, died Tuesday at Cooley Dickinson Hospital in Northampton, Mass." of A native of Upland, Delaware County, he was a Harvard University graduate and spent much of his life in the western Massachusetts town of Amherst. He published his first volume of poetry, Stand With Me Here, in 1936. Other volumes included The Sound I Listened For in 1944, The Orb Weaver in 1960 and Butter Hill and Other Poems in 1984. His other works included a 1971 autobiography, The Trouble With Francis, and a 1972 work called Frost: A Time to Talk, Conversations a and Indiscretions Recorded by Robert Francis.

He met Frost in 1933, and they remained close friends until Frost's death in 1963. Mr. Francis' most recent book, Traveling in Amherst, was published last year. A co-recipient of the Shelly Memorial Award, he received the Golden Rose award from the New England Poetry Club in 1942 and the Brandeis University Creative Arts Award in poetry in 1974. at be William S.
