Funeral services will be held on Sat. Julv 11 Owen Brooke Rhoads, 83, lawyer, reformer and 4 Philadelphia civic leader, died Monday in Southern Pines, N.C., of injuries suffered in a fall. A resident of Hollystone in Paoli, Mr. Rhoads returned to Moccasin Crossirig, his home in Southern Pines, each. January.

An accomplished horseman, he spent his time there riding and rereading the classics, his family said. He was a partner in Dechert, Price Rhoads, a law firm with offices in Harrisburg, New Washington, Brussels and London, until his retirement 1971. Former treasurer and chairman of the board of governors of the Philadelphia Bar Association, he was a standing master of the board of governance of the Pennsylvania Bar Association for 20 years, appointed by the Pennsylvania Supreme Court. Born Dec. 11, 1903, he studied at Haverford College, where he distinguished himself a scholar and athlete and was stuck with the nickname "Dusty." He was captain of the football team and earned letters in basketball and track, served as president of the Class of 1925 and headed student government at the college.

He was named a Rhodes Scholar and spent three years at the New College at Oxford University. Before making the voyage, he announced that he intended to study history and to lay a foundation for a career as a teacher. Once in England, he decided on the law. His experience at Oxford gave an international perspective to his Quaker upbringing and down-to-earth Chester County background. It came through in the courtroom, associates said.

He wasted no time in getting to work. Returning to Philadelphia in 1928, he joined Curtis Bok and Robert Dechert in practice. In 1936, the firm became Dechert, Price Rhoads. July II, 1987, suddenly, RHODA M. (Mrs.
