THE PHILADELPHIA INQUIRER. FRIDAY MORNING. FEBRUARY 13, 1970 a 1 1 Spectrum Held Poor Risk Barbara L. Wilson Iff dent, is true "that they could not handle the crowds during the various concerts that are put on in the Spectrum." He quoted Lalor as saying the crowds at the rock concerts were rough, they smoked and they "destroy property such as seats, rails, etc." DOOR HAZARDS The engineer found the door closures on all of the exit doors inoperative and a "very serious hazard to life and property." sx'' Vv If ter I He said persons could be hurt seriously by a door Not all Canadian is.created equal. slamming closed and that it from the balcony at least two inches or more in some areas, apparently the result of spectators leaning against it.

He said he noted the railing had been repaired "in a couple of places and from the appearance of the weld, it must have been accomplished by one of the Spectrum employes. "The reason I say this is thaf the rail that was kicked out was put back by a Spec-' trum employe who was" not a qualified welder and the weld was very poor with hardly any penetration and from the appearance (it had) a lot of porosity," Cuthbert wrote. "The other welds that were repaired appeared to have been repaired or welded by the same person or persons. 'CAN'T HANDLE CROWDS' "I feel from an engineering viewpoint that this (The Spectrum) is a fair risk for property coverage and an indifferent risk for liability coverage," Cuthbert said. He said it would be a poor risk for property and liability if a statement by Wayne Lalor, Spectrum superinten was only a matter of time before the violent slamming 4 Continued from First Page of the Industrial Valley Bank and one of the court-appointed receivers for the Spectrum, denied that the insurance had been either canceled or lapsed.

"We are in the process of rewriting our coverage," he said, but would not comment on whether the present carrier had sent a cancellation notice. Unless the cancellation is rescinded, the Spectrum would have to find another carrier willing 1 to insure the property and liability because it could not remain open without insurance. Coverage probably will be obtained but at a higher premium. PROBE CONTINUES District Attorney Arien Specter would not comment on the report of the cancellation notice, saying he only would "confirm the fact that the Spectrum. is under active investigation at 'this time." It was learned, however, that Specter had assigned the Spectrum investigation to his deputy, Robert E.

Gabriel, who conducted previous inquiries of the building's faults including the ripping away of a large section of the roof by a high wind in February 1968, shortly after the building was opened. The metal railing which circles the arena on the balcony edge should be subjected to a destructive or non-destructive test by a qualified expert who should "submit in writing a report of his findings," Cuthbert wrote in his report. Cuthbert said he discovered that the railing bows outward shatters the plate glass in the doors. He said the panic bar-type locks on the east and west exit doors were broken and the substituted padlocks "left no room for human error" because a person could forget to unlock them and an emergency might ensue. "The disparities in the sidewalk around the Spectrum due to subsidence and crack-, ing should be repaired so as to prevent persons from being injured," Cuthbert wrote.

TTTHO would have believed VY five years ago that a couple of "nosey" performers named Barbra Streisand and Dustin Hoffman would become the darlings of the movie and theater-going public? Those were the days when an actor's physical appeal made him boxoffice, although his talent was not necessarily overlooked. Times have certainly changed. "Now," says Tony LoBianco, "people focus on the actor rather than on what he looks like." LoBianco's statement was prompted by a reference to the weight Shirley Stoler, his costar in "The Honeymoon Killers," carries around. "Two hundred pounds, give or take," Miss Stoler admitted the other day, and everyone who has noticed the copy advertising the film at the Duke and Duchess knows she is being truthful. "I was a chubby little kid and then when I got to be 17 or 18 I really, started getting heavy.

But I haven't let it interfere with my career. Actors make what- they are work for them." And what Miss Stoler is has worked for her in "The Honeymoon Killers," in which she and LoBianco play the title roles. "I've never had more coverage in my life or uncoverage I should say," she amended. "It's the first time in movie history that a heavy woman has been used as. a leading lady," LoBanco said.

"And Shirley was absolutely right for the role because this is a film about unglamorous, true to life people. It's a prime example of an anti-Hollywood type picture' "It's the most honest movie I've ever seen," Miss Stoler seconded LoBianco's opinion. "It's told baringly and nakedly, with no attempt to romanticize the love story. Everyone involved was determined to make it as realistic a movie as possible." For both of them "The Honeymoon Killers" is their first major screen assignment. Miss Stoler has been associated with Julian Beck's Living Theater and Ellen Stewart's Cafe La Mama, in New York, and has sung in night clubs in Paris and Athens.

LoBianco has been on Broadway in "The Rose opposite Maureen 6ta-pleton and in "The Goodbye People," playing Milton Ber-le's son. They went to Pittsfield, a year and a half ago to make the film and before It was completed they had worked with three different directors. Job for Shafer Given Little Chance it iuui rovn I Continued from First Page sylvania political figure said. "It doesn't make sense for him politically." Although Shafer is reported to be eager for a Federal job, he is not expected to leap enthusiastically at one with so little prestige as the position now being considered for him. The office of the special representative for trade negotiations consists of 35 people who work in a suite of rooms two blocks from the White House. The special representative, Carl J. Gilbert, a former executive of Gillette Razor makes $42,500 a year handling foreign trade problems for, the President.

The general counsel is the third-ranking official in the 71 a llvtllll THE FIDELITY BANK Broad Walnut Philadelphia, Pa. 19109 office. The post was last occupied by Murray M. Chot-iner, Mr. Nixon's old political pal and confidant, who has since become special counsel to the President.

The salary of $36,000 is well under the $45,000 Shafer would make as governor until his term runs out in January. Furthermore the job carries none of the fringe benefits of being a governor chauffeured limousine, state police escorts, a measure of personal glory. Four former governors have jobs in the Nixon Administration. George Romney, Walter Hickel and John Volpe hold Cabinet seats. John Chafee is secretary of the Navy.

QUESTION OF STATUS Presumably, Shafer would want a position of comparable status if he could get it. Thus Pennsylvania Republicans doubted that the plan would find favor either with Broderick or Shafer. Nevertheless, the idea is being discussed among President Nixon's political advisers, a variety of sources have reported. Sen. Hugh Scott, Senate Republican leader, has also been sounded out.

Queried by The Inquirer, Scott said: "The only person who can properly comment on this matter is Gov. Shafer. I do not feel I can comment on a report affecting someone else-." Lt. Gov. Broderick was traveling and could not be reached.
