The anniversary is that of the Head Start program, initiated by President Lyndon Johnson as part of the Great Society. President Associated Press Carter praised the program, which provides education, health care and nutrition to underprivileged pre-school children. He said he would ask Congress to extend the program for five years.

Sunspots enter a peak period, bringing earthly disturbances By Randeich E. Schmid Associated Press WASHINGTON Radio communications may be disrupted, computers may be confused and false civil defense alarms may be sounded in the coming months, according to scientists at the National Oceanic and Atmospheric Administration (NOAA). Sunspot activity has begun one of its 11-year peaks, with all the inconvenience that these bring to the modern world of electronics. Government scientists report that in the coming months, giant flares on the sun will touch off magnetic storms affecting the earth. A solar flare is an eruption of hot gasses from the surface of the sun that sends high-energy particles flying into space at nearly the speed of light.

When these particles crash into the magnetic shield around the earth, they play havoc with electronic signals and equipment. In polar regions, where the magnetic shield is weakest, the particles can cause a radiation danger for passengers on high-flying aircraft. Many airlines fly over the North Pole because it is the shortest route between North America and Europe. To lessen the hazard from solar flares, forecasts from the NOAA laboratory in Boulder, will be used by the airlines to warn pilots to avoid the area when radiation levels are high. The effects from the peak have already begun, according to Gary Heckman of the Boulder laboratory.

He had been ill for several months and had not performed regularly on the country-music show during his illness. Frederic Whitaker, 89, painter and author who served as president of the American Watercolor Society and director of the National Academy of Design, died Sunday at La Jolla, Calif. The son of a silversmith, Mr. Whitaker designed gold, silver, brass and bronze altarpieces as a youth and became a metal manufacturer.

Paul, ex-teacher. text author Dorothea S. Paul, a teacher and administrator in Philadelphia's public school system for 50 years, died Tuesday at the Unitarian Universalist House in Germantown. She was 90 and lived at Stapley Hall. A graduate of Girls High School and the University of Pennsylvania, Miss Paul taught at Olney, Frankford and Philadelphia Normal School and served as assistant principal at Flesher Junior High School.

In 1942, she was named as a consultant in the Board of Education's department of pupil personnel and counseling. She became superintendent of the department in 1949 and held the post until she retired in 1958. Working at the request of an elementary schools social studies committee, composed of teachers and principals, Miss Paul began writing a series of textbooks for classroom use in the early 1950s. Her first book, "Earning a Living in Philadelphia," was published in 1952. It compared and contrasted work in the city 200 years ago and that of today.

This 112-page book was followed by one on Philadelphia's neighborhoods, detailing how they developed and who settled them, and a third on city government. Miss Paul, who for years lived at 6200 Wayne worked with the Germantown YWCA and held posts in the national YWCA. She was honored in 1969 for devoting 54 years of volunteer service to the YWCA. A member of the First Presbyterian Church of Germantown, she is survived by a nephew, Tom Reid. Arrangements for a memorial service at the church remain incomplete.

Etta Baram Levin Etta Baram Levin, 72, widow of Dr. Samuel I. Levin, died Tuesday in Jeanes Hospital after a long illness. Mrs. Levin, a a a a a a a a graduate of Temple University's School of Business, managed several photographic studios in Philadelphia and was active for more than 30 years in a number of civic groups, particularly the Children's Aid of Deborah.

Surviving are a daughter, Evelyn M. Goldstein; a son, Lewis M. Goidstein; four sisters, a brother and two grandchildren. Services will be at 1 p.m. Thursday at Joseph Levine Son Funeral Home, 7112 N.

Jeneviez, 55, a member of the Philadelphia Police Department for 25 years, died Monday at the Immaculate Mary Home, Holme Circle and Welsh Road. He lived in East Falls. Mr. Jeneviez had been assigned to the Seventh District in Northeast Philadelphia for the last 15 years. In 1964, he was given the department's heroism award for rescuing people from a burning building.

Mr. Jeneviez was a veteran of the Marine Corps and served in the Pacific Theater during World War II. He was a member of the Veterans of Foreign Wars, the American Legion, the Fraternal Order of Police and the Fraternal Order of Eagles. Surviving are his wife, Margaret J. Thomas Jeneviez; a son, John a sister and a brother.

Services will be at 11 a.m. Friday at the Mannal Funeral Home, 6925 Frankford Ave. Burial will be in Sunset Memorial Park, Somerton. Jean Eshleman Shultz Jean Eshleman Shultz, 62, past president of the Bucks County Chapter of the American Red Cross, died Monday in Doylestown Hospital. She lived in the Font Hill Apartments in Doylestown.
