DiMARCELLO from Inquirer Wire Services FORT BELVOIR, Va. Gen. Albert C. Wedemeyer, 92, who helped draft the European strategy under which the Allies won World War II, died Sunday at the retirement center here. He was a protege of Gen.

George C. Marshall, U.S. Army chief of staff "during the war, and became commander of U.S. forces in China late in the war. He was a temporary lieutenant colonel when the United States entered the war in December 1941.

His first major assignment came earlier that year when President Franklin D. Roosevelt asked the War Department for suggestions on how to win the war that the nation was surely going to have to enter. Gen. Wedemeyer, at that time the only American officer to have graduated from the German army general staff college, which he attended from -1936 to 1938, drew up what became known as the Victory Program, advocating the defeat of German armies the continent of Europe by allied ground troops. After the U.S.

entry into the war, Roosevelt and British Prime Minister Winston Churchill adopted a refined version of the plan that, despite a few detours, led to the invasion of Normandy in June 1944 ultimately the defeat of Ger-many. Gen. Wedemeyer stayed with the War Department until October 1943, (when he was made deputy chief of staff to British Adm. Lord Louis "Mountbatten, the commander in chief of the Southeast Asia Command. The next year, he took of the U.S.-China Theater and chief of staff to Gen.

Born in Detroit, and formerly ol he graduated with honors from Princeton University in 1934 with a bachelor's degree in his-dory. He later attended the Wharton School of the University of Pennsylvania. When the United States entered World War II, he enlisted as an Army private, attended officer training school and became a personnel officer, rising to captain.

iS "He was a doing-things-for-people kind of person," said his wife, Mary Frances Lafferty Garrison. His love of people and expertise in personnel inspired him to seek a career in that field, she said. After the war, Mr. Garrison continued his personnel work as an employee of the Veterans Administration in Philadelphia. He then worked for Insurance Co.

of North America in Philadelphia and became secretary of the Training Directors Society of Philadelphia. A transfer to First National Bank of Omaha with a promotion to vice president took Mr. Garrison and his family to Nebraska for six years. While there, he joined the Douglas County board of directors of the Girl Scouts. On his return to Cinnaminson, he became vice president of Camden Trust Co.

and continued working for that firm until he retired at age 64. Six years ago, Mr. Garrison moved into Elmgrove Farm in Jobstown, a 'family property restored by his fa- ther. He was an active retiree, joining the Pennsylvania Agricultural Society and the board of directors of the Visiting Nurses, where he helped with pension disputes. Mr.

Garrison belonged to the Philadelphia chapter of the Loyal Legion, descendants of Union soldiers who "organized to protect Abraham Lin-fcoln. He also belonged to the Moores-town chapter of the Masons and Trinity Episcopal Church in Moorestown. In addition to his wife, Mr. Garrison is survived by a son, William E. "Garry" Garrison Jr.

of Jobstown; two daughters, Ann Garrison Couper of Brooklyn, N.Y., and Mary Garrison Pangburn of Medford Lakes, and two 'grandchildren, Donald Gray Phillips and Lissie Garrison Couper. Services were held Tuesday, with burial in Upper Springfield Cemetery, Jobstown.
