The kinds of tests you ask about are being done by the food and container companies and also by the Food and Drug Administration.

In fact, the FDA has set up what is called the Indirect Additives Laboratory, in order to check on the small amounts of substances that may get into food from packaging materials or processing equipment. There is no way to prevent this completely, Indirect additives are, therefore, allowed if they do not affect the food or harm the consumer and if the containers themselves are useful. Not long ago, it was found that workers inhaling vinyl chloride gas in factories where the plastic was made had a very high level of liver cancer. And it was already known that hard and semi-hard plastics made from vinyl chloride let off tiny amounts of the substance.

So the FDA proposed a ban on using'these plastics in food containers. The issue has not yet been finally settled. Of course, the amount of vinyl chloride you might get from containers is virtually nothing compared to what a factory worker gets from the gases. Meanwhile, the FDA is taking a closer look at other plastics. One of these is acrylonitrile, which is used in bottles for carbonated beverages and some food containers.

The problem about plastics is that they are made from small molecules called monomers, which are linked together to form polymers. Monomers that don't get linked usually escape into the atmosphere, but some occasionally get trapped in the plastic and it is these that are apt to pass from the plastic to the food inside. The FDA laboratory checks container materials submitted by manufac- turers for approval. It is also rechecking materials now in use the various kinds of bottles, boxes, wraps, coatings on paper and cardboard for cartons you mention. Rechecks are liable to occur whenever better testing methods are developed T- to make sure something harmful was not missed in earlier, less thorough screening.
