IGKMLNTm STRICTLY IRST CLASS HOUSE Tbe announcement in the Journal yesterday morning that the State Board of Assessors had made a horizontal raise of twenty five per cent on tbe assessed valuation of property in thi county created considerable consternation Tax payers were indignant They alleged that a high valuation had been placed on their property by the County Assessor so that tbe State Board ot would have no grounds for making a horizontal raise of fifteen per cent as had been done last year Instead however of it having the effect expected an in crease of twenty five per cent has been made on the valuation Last year tbe total valuation of property in this county for assessable purposes be fore tbe fifteen percent increase was $5 115860 The fifteen per cent increase made the amount $5760789 This year the assessed valuation of 'property as made by the County Assessor assuming that railroads have been valued as last year is $5481782 To this add the twenty five per cent increase and it makes the amount $685222750 The pretext for this arbitrary act of the State Board of Assessors presumably is that the money is needed to carry on the State Government The Legislature two years ago which was reputed to be completely under boss rule ignored the will of the people It refused in viola tion of tbe oath of its members to obey the will of the majority constitutionally expressed at the ballot box The people demanded that provision be made for a convention to frame a new Constitution thalhe expenditures of tbe State govern ment might be reduced 'I his request though made by a majority of the electors of tho State in the manner prescribed by law was denied a majority ol the members being much more desirous to please the bosses than to comply with the wishes of their constituents Against the pro tests of the public thqy passed the Act creating the State Board of Assessors and Equalization and empowered three per sons a majority of the Board to fix the valuation of property of the real value of which they are wholly and utterly ignorant This horizontal increase in the valua tion of property is necessarily unjust to a great if not to all It is unfair though the injustice is sanctioned by law to add twenty five per cent for assessable purposes to the valuation of property which the local Assessor has listed at its cash value yet that is exactly what arbitrary horizontal raise decree of State Board of Assessors does in many instances But there is light ahead and hope of redemption from this thraldom and boss rule The candidates for the Legislature in this and other counties in the State are pledged by platform to re peal the obnoxious law In this county the resolution is as pointed and clear as that of the State Silver platform on the free coinage of silver Here it is: demand the repeal of the law creating the State Board of Assessors and The Silver men will certainly control the Legislature and jut as certainly ef ico from the Statutes of the by the Constitution originate in the House of Ripresentatives but when these bills go to tbe Senate they are referred to the Appropriations Committee where amend ments are piade thereto Amendments are also made in open Senate This is the way Senator Stewart secured the various appropriations for the University the Mint the Indian achool etc Take for example the mint at Carson The House of Representatives at the last session ent down tbe appropriation for that institution to $30000 The bill was passed in the abeepce of Mr Bartine In the Senate tbe aumunt was increased to $60000 by the Committee oa Appropriations of which Senator Stewart is a member and in conference between tbe two Houses it was agreed to appropriate $50000 an in crease of $20000 over the House appro pt iation Tbe mint employes who are supporting Mr Baitine to succeed th man who by his action and influence is keeping them in their places ought to as certain who their friend really is and then stand by him The Enterprise will now see how appropriations are secured by Sen ator Stewart If Mr Battine bad had in fluence enough in the Houss he would have been able to keep in the deficiency bill the appropriation Holders of more than 25000000 of those bonds re quested that they be continued at two per cent Tbis Administration enjoya the enviable position of having placed a goy eminent loan at a lower rate of interest than any government on earth The re maining twenty five millions of the debt has been paid Tbe Democratic leaders announced in the ifty Second Congress that they would reduce tbe appropriations an hundred millions from those of the Billion Dollar Congress They discovered that this was a billion dollar country and after all they had said in denunciation of tbe Billion Dollar Congress they were not only unable to reduce tha appropriations a hundred million but actually increased them ferty millions Notwithstanding these enormous appropriations this Con gress crippled the public service in many branches by a lack of adequate provisions or more than eighteen months the Demo cratic cry of a bankrupt treasury has been kept going but at all times ths treasury has promptly met every obligation of the Gov ernment The revenues are increasing at tbe rate of three millions per month ovir last year Ofcpurse there is an increase of txpenditures owing principally to the payment of pensions but the first three mouths of the year show a net gain in cash cf over $5200000 Speaking of the International Monetary Conference the Secretary said: in possession of advices that lead me to hope that such action will be taken by tbe con ference afl will result in tbe satisfactory solution of the vexed silver question Be ing a bimetallist myself and earnestly de siring that
